The meet-ing was called to order at 7:40 p.m. by Mayor Frank J. Pagliaro. PLEDGE OF ALLEGIANCE TO THE FLAG Led by City Attorney Jerry Coleman. ROLL CALL COUNCILMEMBERS PRESENT: COUNC]LMEMBERS ABSENT: MINUTES AMSTRUP, BARTON, TEMBI , MANGINI , PAGTIARO NONE Minutes of the Regular Meeting of December 7, 1,987 , and Special Meeting of December 16, 1987, were approved. CEREMON]AL MATTERS Mayor Pagliaro introduced the three Fire Department employeesrecently promoted: Mike Bul1och, Shift Inspectori Richard Eva, FireCaptain; Bill Reilly, Assistant Chief. He then stepped down andpresented them with certificates and badges. PUBLIC HEARING - SECOND READING - ORDINANCE 1357 MENTS FOR TAXICAB INSURANCE . REV]SING REQU]RE- City Manager reviewed his memo of November 25, 1987 , in which he recommended that the City amend city launicipal Code Sections 6.36.060 and 6.36.070 to reduce the insurance requirement fortaxicabs from $1 mill-ion to $ 10 0 , 0 0 0 / $ 3 0 0 , 0 0 0 for bodily injury and $100,000 for property damage. He also recommended each company berequired to file with the City an annual safety check done for eachtaxicab by an independent auto service. Mayor Pagliaro opened the public hearing. There being no comments,the hearing was closed. Councilman Mangini requested clarification of providing evidence ofsafety checks on taxicabs. City Manager stated the proposed or-dinance requires the taxicab company to annually submit to the cityproof of taxicab safety checks. Mayor Pagliaro asked how "safety check" is defined in the code.City Manager explained it pertains to those items in the vehicle code required of all vehicles for safe operation. This was con- firmed by the city Attorney. Mayor Pagliaro asked what the starting date would be. City Manager indicated the starting date for inspec-tion !.rould be at the anniversary of the date the permit is issued. Taxicabs would not be allowed to operate in the city without evidence of annual safety check. Councilman Lembi moved adoption of oRDINANCE 1357. Seconded by Councilman Mangini, carried unanimously by ro11 call vote. PUBLIC HEARING - SECOND READING - ORDINANCE 1358 - ESTABLISHING STOP SIGNS AT ADELINE AND BALBOA AVENUES Public llorks Director reviewed his staff report of December 10,7987, in whj-ch he recommended Council adopt oRDINANCE 1358 to in- stall four-way stop signs at intersection of Adeline Drive and BaI- boa Avenue as Council directed at a previous meeting. Mayor Pagliaro opened the public hearing. There being no cornments,the hearing vras closed. BURLINGAME, CALIFORNIA January 4, 1988 153 Councilman Amstrup moved adoption of ORDINANCE 1358. Seconded by Councilwoman Barton, carried unanimously by ro11 call vote. FINANCIAL STATEMENTS AND MANAGEMENT LETTER FOR FISCAL YEAR ENDING JUNE 30 19 87 Councilman Amstrup reviewed that he and Councilman Mangini had met \"rith the auditors and finance staff, and the City received a rrclean bill of healthrr, our fiscal situation being one of the best. He complimented the auditors as well as Finance Director Rahn Becker, Pub1ic Works Director Ralph Kirkup, City Manager, and aII other per- sonnel involved in the work. Councilman Amstrup moved to accept the audit statement. Seconded by Councilman Mangini, carried unanimously by voice vote. STAFF REPORTS COMM1JNICATIONS (1) KAREN MARIE JONES AND (2) WIG AMERICA City Attorney recommended approval of $8,010 settlement for Karen Marie Jones and $10,000 settlement for Wig America. Councilman Amstrup moved approval of the settlement. Councilman Mangini, carried unanimously by voice vote. Seconded by CONSENT CALENDAR a INTRODUCTION OF ORDINANCE 1359 TAX AMENDING TRANSIENT OCCUPANCY City Attorney's memo of December 22, t987 , recommended Council adopt amendments to transient occupancy tax ordinance. MayorPagliaro questioned the City Attorney about the wording of throsections. The City Attorney will review them prior to next meeting . RESOLUTION SERVICES 1-88 AUTHORIZING AGREEMENT FOR LABOR NEGOTIATION City Managerrs memo of December 10, 1987, recommended Councilauthorize the firm of Whitmore, Kay and Stevens to assist withIabor negotiations for the City during 1988. c RESOLUTION 2-88 - ACCEPTING COMPLETION OF CORPORATION YARD ROOF- JOB 71,8 Assistant Civil Engineer's memo dated December 24, 1987, recom- mended Council approve accepting construction work installed by Adams Roofing in the amount of $20,585. Councilwoman Barton moved approval of the Consent Calendar. Seconded by Councilman Amstrup, carried unanimously by voice vote. OLD BUSINESS - HALF-CENT SALES TAX Councilman Amstrup voiced his concern about theof committee meetings. Mayor Paglj-aro briefly exp what the half-cent sales tax committee is trying t there will be a meeting Thursday, January 7, at Burlingame Library, where it will be decided ho\^, tis going to be composed. NEW BUSfNESS - BAYSIDE BIKE PATH Councilman Mangini requested the Bayside Bike Path be put on the next study agenda in order for Council to be brought up to date on the matter. After some council discussion, Councilmen Lembi and Mangini requested a review of what occurred at the Child Care Task Forcepresentation before council for the next study meeting. ACKNOWLEDGMENTS a.
