Mayor Irv Amstrup convened the study session of the Burlingame city
Councit on the above date in Conference Room A of Burlingame city
HaII at 7:30 PM.

1. PROCTAI4ATION OF EXISTENCE OF LOCAL EMERGENCY
City Manager reviewed with the Council the condition of the city
following the earthquake of october 17. He summarized the damageto major structures including the Amfac, Hyatt, 851 Bur1way, and
other areas. Following the summary and discussion with the police
and fire chiefs and public \,rorks director, the City Council con-
firmed the proclamation of existence of a loca1 emergency that had
been issued by Mayor Amstrup at 5:30 p.m. on october 17, L989. The
motion was passed unanimously by the Council.
2. EDGEHITL/CALIFORNIA LAND USE ALTERNAT]VES
Councilman Pagliaro stated his opinion that in this area duplex
residential development should be allowed on the Edgehill frontage
and limited retail commercial on the California frontage. Council-
woman Barton agreed and stated that she did not want to see garages
on california. The city Planner suggested C-1 with an overlay zone
which would aIlow some type of mixed use. She felt there would be
problems vrith mixing the heavy commercial uses of the C-2 zoning
with residential use. She advised that any type of mixed use would
reguire an amendment to the City's general plan,
Councilman Lembi favored some type of mixed use and suggested that
the City may need to waive the parking requirement for commercialuses on the California side of these lots to make the projects
financially feasible because of the size of the lots. Councilwoman
Barton felt that if we allowed a mixed use there needed to beheight restrictions. City Attorney advised the Council that we
needed to be careful- to allow a reasonable amount of usage for theproperty owners. Councilman Lembi illustrated

also directed that the ordinance extending the moratorium on build-
ing permits on Edgehill Drive be extended for six months so that
those amendments may be considered and set for hearing.

3. EXPO CENTER/FA]RGROUNDS IMPROVEMENT COMMITTEES
Mayor Amstrup and the City Manager briefly reviewed the report toCouncil of the september 28 meeting concerning this subject. The
Council approved of the Mayor and City Manager attending a future
meeting on this subject. councj-lman Pagliaro reminded the Councilthat prior to contributing any funds to the fairgrounds j-mprove-
ment, there would need to be Burlingame representation on the board
overseeing operation of any joint facility.
