CITY COUNCfL STUDY MEETING

Mayor Irv Amstrup convened the study session of the Burlingame city
Council on the above date in conference Room A of Burlingame city
HaII at 7:30 PM.

1. IiNREfNFORCED MASONRY BUILDING LAW
The City Manager introduced James E Russell, seismic safety con-sultant, to report on the status of our state mandated unreinforced
masonry building study. Sixty-five potentially hazardous buildings
have been tentatively identified, primarily in the Burlingame
Avenue, California Drive, and Broadway corunercial areas. In orderto meet the state report deadline of January 1, staff needs to mail
notj-ces to building owners in September to refine the tentativelist. After reviewing the list, Councj-l will" have a range of op-
tions concerning a mitigation program $rhich will be considered inearly 1990.
Councilman Mangini questioned how the tentative list was developed.Our consultant stated that the city has rather good historical
records from which the tentative Iist has been based. Mayor
Amstrup agreed with the statement in his report that we needed toarrive at a "balancert between safety and cost. Councilwoman Barton
asked j-f we reaIIy had any choice in this matter. The consultant
answered that we had many options ranging from simple notificationof the property owners to a required time limit for structural im-provements. Councllman Lembi asked a guestion concerning notifica-tion and whether any state funding was available. consultant
answered that the only state funding currently available is from aprior bond issue and concerns residential properties of which only
tr"ro in Burlingame would seem to qualify.
Councilman Pagliaro stated that based on his professional ex-
perience, he would like the city to develop a rather strong mitiga-tion program. He noted that it's just not the occupants of the af-fected buildings that are in danger but also the public who may be
near the building due to the fact that during building failureparts of the building would be on the sidewalk and street. He
stated his opinion that he is very interested in bringing thesafety standards of the affected buildings up to some level of
code .
After additionat discussion, Council directed staff to proceed with
the noticing of the property owners and review of any informationthey may have as to refining the tentative list. Staff indicated
that it hoped to be back to council at the November study session
for additional guidance on development of the mj-tigation program.
2. IMPROVED RETIREMENT SYSTEM SURVIVOR BENEFITS
city Manager reviewed the request from the Police officers Associa-
tion concerning improving our 1959 Survivors Benefits. Based on
discussions with PERS, it has been determined that we can improve
the current level benefit vrith no additional employer or employee
cost. Since this affects all employees, it vrould seem that this
should be proposed outside of our normal negotiations. Council
concurred and authorized the City Manager to contact all eight of
the city's employee groups to see if they are supportive of the
city initiating a PERS contract amendment for this purpose.
3. COUNC]L COMMENTS
Mayor tunstrup stated that he would like the Council to review the
proposed changes in the community dinner which the Chamber of Com-
merce is proposing. He questioned the reasoning and timing of the
changes. Councilwoman Barton stated that she did not feel that a

dinner dance format would be appropriate. After additional Councildiscussion, it was decided that since representatives of the cham-ber were not present that a Council committee of Vice Mayor Lembi
and councilman Mangini would try and meet with Chamber representa-tives to discuss the proposed changes in the community dinner.
As a follow up from Monday night's Council meeting, the City
Manager stated that g-hour parking meters are available for thelibrary Lot A at the same price as other meters. Council agreedthat $re should proceed \"rith ordering g-hour meters for this Iot.
Mayor Amstrup briefed the council on the status of the semicon moveto San Francisco which he $ras informed of yesterday. Mayor
Amstrup and Councilman Mangini will attend a meeting next Monday
with the county concerning this subject.
councilman Lembi questioned council on the status of Library com-
missioner Carol Mink after the appointment of Chuck Mink, her hus-band, to the Planning Commission. He questioned whether it \.ras
necessary for Carol to resign. Gloria Barton also indicated that
she felt that Mrs. Mink is working on a project

councilman Pagliaro concurred and stated that we should wait two
weeks before considering any further action.
councilwoman Barton questioned whether council was desirous of
changing the name of the Anza freeway connection. She felt the
name shoul-d be something to reflect on Burlingame. Her suggestion
was t'Burlingame Bayfront.rr council discussed this and directedstaff to incl-ude on the next agenda the subject of changing the
name.
Councilwoman Barton also discussed with CounciL a neighborhood
problem at Heritage Park. She feels that the creek creates an at-
tractive nuisance and that residents in the area are being dis-
turbed by youths who congregate in the creek area. She asked thatthe Park department study the possibility of fencing off the creek
area to reduce the attractiveness of the hazard. The remainder of
the Council concurred.
Councilman Pagliaro asked staff to look at the Gilbreth industriaLarea. He noted that there are cargo containers parked on thestreet and large trucks which do not appear to move. He felt the
area would be cleaned up if we could enforce our parking laws.
