CALL TO ORDER
PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Tim Foster, a student from the audience.
ROLL CALL
A duly noticed regular meeting of the Burlingame City Council was
held on the above date in the City Hafl Council chambers. The
meeting was called to order at 7:31 p.m. by Mayor Irving S. Amstrup'

city Planner reviewed her memo of May 22 whlch recommended council
hold public hearing and take action. This ordinance would clarify
the pirking requirements for three and four bedroom homes, and add
provisions for homes with five or more bedrooms. A definition of
bedroom is also included in this ordinance.
Mayor Amstrup opened the public hearing. There being no co[unents,
the hearing was closed.
Councilman Pagliaro noted that when this ordinance was introduced at
the last meeting, he had pointed out his objections to reducing the
parking required for three or four bedroom homes. He did not think
lhis was the way council wanted to proceed; for four bedroom homes
he would like to see two covered and one uncovered parking space.
councilman Mangini said the main thrust is to keep cars off the
streets. He thought if concerns are for off-street parking, the
concept of one-way streets should be studied.
councilman Lembi thought this ordinance was the result of the
discussion at the joint Planning/ Council study meeting; it is a
compromise and he found it would be acceptable if city continued the
20 by 20 foot reguirements for garage size for nelv construction of
three and four bedroom homes.
Councilwoman Barton agreed; several additions have come before
council and were given variances because they had only one covered
parking space but a lot of room to park cars off the street in the
driveway; many older homes in Burlingame do not have the room for
adding large new garages, this ordinance would allow people to add
to their homes with the requirement that they provide off-street
parking on their site.
Councilman Pagliaro could not agree to allowing one covered and one
uncovered parking space for three/four bedroom homesi in some cases
people can add two covered spaces. Council wondered if an addition
could be made to the proposed ordinance.
Minutes of the Regular Meeting of May 15, 1989 were approved.
SECOND READING - ORDINANCE 1390 - REVIS]NG PARKING REgUIREMENTS FOR
SINGLE FAMILY HOMES
City Planner stated that the proposed ordinance could be revised
tonight before council action. The modification to the text would
require two covered parking staIls to code requirements for new
construction of three and four bedroom single family dwellings. The
remainder of the ordinance could stay the same. Mayor Amstrup was
glad to see additional parking requirements added for five or more
bedrooms.

Council-man Lembi moved to adopt ORDINANCE 1390 with modificationsdiscussed tonight. seconded by Councilwoman Barton, carried 5-0 onro11 call vote.
APPLICANTS FOR PARK AND RECREATION COMMISSION AND LIBRARY BOARD
Mayor Amstrup acknowledged the Cj-ty Managerrs memo of May 31 whichIisted 14 applicants for the tvro positions on Library Board and oneposition on Park and Recreation Commission. Mayor Amstrup and
Councilman Pagliaro are the interview team for both commissions.
Both he and Councilman Pagliaro agreed to get in touch with the City
Manager to schedule dates for interviews.
CHANGE MEETING DATE FROM JULY 3 TO JULY 5
Councilman Lembi moved to change the meeting date of Monday, July 3to Wednesday July 5 due to the Fourth of JuIy holiday which fa1ls onthe intervening Tuesday. Seconded by Councilman Mangini, carried
unanimously by voice vote.
BUDGET OVERVI EW
Mayor Amstrup reviewed his memo of May 30 rrhich briefly outlinedthe 1989-90 budget for the City. Since Councilman Pagliaro would be
absent from the budget Study Meeting, the Mayor asked that any
comments he had regarding the budget be forwarded to the City
Manager before the Study Meeting.
ANNUAL REVIEW AND RENE\^,AI OF AMUSEMENT PERMITS
City Attorney reviewed his memo of May 31 which recommended council
review the problem locations, send warning letters to certain
establishments and review those establishments aqain in September;if there were no j-mprovements by September, council may considerlimits or revocation of Amusement Permits. The other establishments
should be renewed for one year.
Police report a high volume of call-s/hazard calIs from Bobby
Mcceers; Mr. Krs; Partner's; Route 65; Safari Run; and the Hyatt andMarriott Hotels. Sixteen other establishments had few or no calls.
CONSENT CALENDAR
Councilman Lembi noted he would abstain from voting on item "i."Councilman Pagliaro commented regarding claim of Patson, item I'a
(1)" that the claim was exclusionary in nature and did not state the
facts regarding council action. He also suggested staff examinecarefully the drainage in the condominium at 1117 Rhinette, itemrri,rr he feared the site could have water problems.

City Attorney's memos recommended council- deny this claim (1)
for loss of rents; and (2) for a tree branch falling on an
automobiLe.
b. ARBITRATION OF SAN FRAIiICI SCO WATER RATES
Cj-ty Manager's memo of May 16 recommended that the cityparticipate in arbitration with San Francisco water concerningtheir calculation of a portion of the suburban revenue
requirement for fiscal year 86-87, at a cost of approximately
$8,000.
Councilwoman Barton noted an enormous number of calls from Bobby
Mcceers; she wondered if we should require that they provide
security services. Police Chief stated that they do have threedifferent security firms; it is hard to ascertain if the caI1s are
caused by entertainment, bar patrons or the hotel patrons.
Councilwoman Barton moved to renew the Amusement Permits and to send
warning letters and review seven establislunents again in September
as recornmended by the city Attorney . Seconded by Councilman
Mangini, carried unanimously by voice vote.

City Managerts memo of May 24 recolunended council approve
agreement with AFSCME Local 2190 representing 51 employees
Public works and Park Departments. The agreement is in
accordance with council direction.

f. INTRODUCIfON OF ORDINANCE T392 - PROHfBITING USE OF PORTIONS OF
THE SANCHEZ LAGOON
city Attorney's memo of May 22 recommended council introduce an
ordinance to restrict use of the Sanchez Lagoon west of the
Anza bridge. Concern has been expressed by the Fish and
wildlife Bureau and others about the effect on this area of
such uses as jet skis, power craft and even unpowered boats
which disturb the water and marshland habitat. This ordinance
would ban any use beyond the west side of the bridge; the area
would be conspicuously Posted.
RESOTUTION 68-89 - AGRE EMENT FOR PRISONER TRANSPORTATION
city Attorney's memo of May 24 recommended council approve an
agreement with the county to contract with Los Angeles County
which runs a bus system to move prisoners throughout the State.
h. RESOLUTfON 69-89 AGREEMENT FOR WALL OPEN]NG AT 345 LORTON
Public works memo of May 30 recommended council approve a waII
opening agreement between two units of this office condominium.
i. TENTATIVE CONDO MAP AND FINAL PARCEL MAP FOR 1117 RHfNETTE
Pub1ic works memo of May 23 reconunended council concur with
Planning Commission and approve these maps.
J. RESOLUTION 70-89 - ACCEPTING COMPLETION OF WATER METER INSTALL-
AT]ON - CP 729
Public works memo of May 31 reco[unended council accept as
completed the water Meter Exchange Project installed by Manuel
C. Jardim, fnc., at a cost of $50,500.
K. OUT OF STATE TRAVEL FOR FIRE CHIEF
City Manager recommended approving the Fire Chiefrs request of
May 30 to attend the 1989 Annual Conference of the western Fire
Chiefs Association to be held in Tucson, Arizona from JuIy 30
to August 3, 1989.
Councilwoman Barton moved approval of the Consent Calendar, with
councilman Lembi abstaining from vote on item "i." Seconded by
Councilman Mangini, carried unanimously by voice vote.
OLD BUSINESS
Mayor Amstrup noted the presence of Dorothea Hughes, who thanked
council for adjourning a meeting in memory of her daughter. He
mentioned that former Planning Commissioner Tom Sine's wife is
hospitalized after surgery.
RESOLUTION 56-89 - AMENDING AGREEMENT FOR ENGINEERING SERVICES

Recycling: Councilman Lembi asked about a letter from a condominiumassociation complaining about being charged for recycling servicesbut not being allowed to participate in the recycling program. City
Manager said BFI wiII be including condos and apartments in therecycling program in the near future.
Graffiti: Councilman Lembi said the We1ls Fargo Bank building hadjust painted a wall to remove graffiti, and the wall has beenvandalized again. He suggested a $100 reward from the Potj-ce Rewardfund be established for apprehending these cutprits. Council
concurred and suggested that the schools be notified about thisproblem. Mayor Amstrup reminded the audience that donations to thereward fund are always appreciated.
Hyatt Hotel: Mayor Amstrup said the union pickets are gone from the
hote1.
SCHEDULE APPEAL HEARINGS
Mayor Amstrup set appeal hearings for the next meeting, June 19, for(1) a special permit and variances for garage/carport at 1511"
Newlands, and (2) for snack sales at a gas station at 1100 Broadway.
Several- letters were received regarding an appeal for a hillside
construction permit at 2800 Mariposa. A neighbor objecting to theproject requested hearing be delayed until August; the applicant
wanted the hearing as soon as possible. Councilman Lembi moved to
schedule for July 17 meeting. Seconded by Councilman Mangini,carried unanimously.

Mayor Amstrup asked about the concession stand discussion in the
Park and Recreation minutes; city Manager said the builders have
some corrections to make to the stand before final approval, staffis reviewing.
b. Proclamations: FIag Day; Safe Boating Week.
Mayor Amstrup was very proud to proclaim Flag Day on June 14 when
people can show appreciation of this fine country and its flag; heinvited people to see the new flag pole installed by Rotary at the
Burlingame Avenue Train Station.
Councilman Lembi recalled his recent visit to China where he had
observed the students peacefully demonstrating in Tiananmen Square.
He regretted the violence occurring there now and vJas very thankfulfor having this country to return to.

Councilman Pagliaro commented on a recent article in the San Mateo
Times quoting future candidates to the upcoming city election. He
objected to colunents regarding the council's action on the locationof the new parking garage.
Mayor Amstrup asked that council consider discussing a letter
recently received from Semicon at the Study Meeting on Wednesday.

FROM THE FLOOR
David Altscher, PG&E, informed council that he would be gone for six
months and introduced his replacement, fla Holmsher.
Mayor Amstrup said council had received a letter from Terry Nagle
who was grateful for PG&E work to relieve power problems in their
residential area.
