CITY COUNCIL/PLANNING COMMISSION STUDY MEETING

Mayor lrv Amstrup convened the joint study session of the Burlin-
game city council and Planning Commission on the above date in the
Board Room of the Holiday Inn Crowne Plaza at 8:50 AM.

1. DISCUSSION OF POLICfES AND PROCEDURES
Staff reviewed the surnmary items and suggested topics for the morn-
ing session including workload, M-1 policy, traffic management,
zoning, procedures, and other. CounciLwoman Barton stated that shefelt the purpose of the meeting was to find out if the Council and
Planning commission vrere on the same wave length in reviewing ap-plications. Commissioner S Graham felt that 1988 was a very dif-
ficult year because of new regulations, but the commission was more
in tune with the Council. The workload statistics show that of the
total Planning Commission items reviewed or appealed by the coun-
ci1, the Commission was reversed only 138 of the time.
Mayor Amstrup felt that the workload was getting very difficult and
that it may be necessary to timit the number of agenda items. City
Planner indicated that staff currently tries to hold the number of
action items to eight or Less, but this requires delaying some ap-plications. The opinion was expressed that it might be better to
limit the number of commercial items rather than residential. Com-
missioner Jacobs felt that the Commission could handle as many as
ten items at a meeting if they were willing not to repeat discus-
r.rj c:n i tems. Councilman Lembi thought that there has definitely
been a workload increase but fel-t there would be a time delay
problem for applicants by limiting the number of agenda items.
Councilwoman Barton agreed and felt that we are providing a service
and rapid processing is desirable. councilman Pagliaro thought
that if necessary the comnission might consider adding a third
meetj-ng per month. Councilman Lembi stated that the Council needsto be selective on call ups because this increases workload for
both staff and the commission. Councilwoman Barton questioned why
we could not raise the fence height to 7 feet and, therefore,
reduce the number of fence exceptions. There was some discussionthat fences along the rear and side property ]ines, Iess visible tothe street, could be 7 feet. Mayor Amstrup felt there was a
problem in how you measure height in certain yards and that heightin the front yards would be a real problem.
The CounciL and commission began a discussion of the cityrs M-1
zoning policy. Commissioner Jacobs wondered how the Council felt
about off-site parking. Councilwoman Barton and other Councilmem-
bers stated that they are aqainst the use of off-site parking.
Valet parking was noted as a continuing problem. It was noted thatthe M-1 district is changing because of the high cost properties,
but the general policy should be to try and protect the industrialuse in the M-1 district for its revenue generation. Councilman
Pagliaro questioned whether the city needed a code enforcement of-ficer to increase enforcement of our codes and use permits. coun-
cj-lwoman Barton was not in favor of the idea, favoring enforcement
on complaint as is currently done. The group was generally dividedwith some concern expressed about enforcing permit conditions over
time .

Mayor Amstrup asked that the Council and Commission discuss singlefamily residential parking reguirements. He felt that without ade-quate parking, we would be causing a real long-term problem. Com-
missj.oner S Graham felt that there is a lifestyle change occurring
where families have three or four cars even if they onl-y have tv,,ochildren. Mayor Amstrup felt that it may be acceptable to park inthe driveway in the front setback but that the cars needed to beoff the street and clear of the sidewalk. The opinions expressed
seemed to favor houses with five or more bedrooms requiring two
covered parking spaces, whereas with the three or four bedroom
homes, it would be acceptable to have one covered space plus aparking space in the driveway, even if it was wholly or partly in
the front setback.
fn discussing the topic of traffic management, there was a general
consensus that this was a regional issue. Councilman Lembi feltthat we were approving far too many stop signs, and this is begin-ning to affect the general traffic flow. Staff asked council and
commission if we need to continue our traffic alLocation procedure.
Council stated that it favored continuing the procedure, but
directed staff to formalize the procedure as necessary. There was
no comment on traffic system management procedures.
Mayor Amstrup questioned council on revising the procedure for
negative declarations. Council and Commission concurred with hisproposal to change our procedure so that the negative decfarationis final with the Planning Commission unless council called theproject up for review.
During a general discussion of the denial without prejudice proce-
dure, it was agreed that if Council or Corunission uses this option,
we need to be clear about the reason. Councilwoman Barton f el-t
that if the Council is hearing a different proposal from an ap-plicant than the Planning Commission heard that the item should be
referred back to the Planning Commission. Also if the Commissionpreviously denied without prejudice, the application should be com-pleted to commissionrs satisfaction before the Council reviews it.
Councilman Pagliaro stated that he intended to bring
