HomeMy WebLinkAboutMin - CC - 1989.01.14303 CITY OF BURLfNGA}4E CITY COUNCIL STUDY MEETING Saturday, January 14, 1989, 9:00 AM City HaII Conference Room A STAFF PRESENT:ARGYRES, BECKER, BERGSING, COLEMAN, KIRKUP, MONROE, PALMER, QUADR], TOWNS, WAGNER OTHERS PRESENT:CHAMBER OF COMMERCE OFFICIALS FRANK HUNT, CAROL TANZI , KAREN KEY, AND JfM SARGEN City Manager briefly reviewed 1988 and presented a forecast for l-989. He then reviewed a l-ist of problems, issues, and projects which we anticipate the city acting on in the upcoming year. These included regionat issues, planning issues, major capital projects, budget/ administrative items, and commissions. As the Council worked through the outline, it began its discussion of variousitems. Under the heading of regional issues, Mayor Amstrup com- mented that water rationing and conservation wiII be a long-term problem for the suburban users of the Hetch Hetchy system. Councilman Pagliaro offered to follow the actions of the newly formed transit authority for how they may affect Burlingame. Coun-cil also requested that the City Manager contact Senator Kopp for additional information on his proposed increase in the state gasoline tax. Councilman Lembi indicated that he feels the trafficpatterns on the city's local streets are changing and that we needto monitor them for possible improvements. Councilman Manginistated that we should again review the use of one-way streets in some areas to reduce traffic. Under the heading of planning issues, councilmen Pagliaro and Lembi indicated they would be interested in reviewing v,,hether any sec-tions of the Burlingame Hills might make logical areas for annexa-tion to the city with conditions. They felt some basic criteriafor annexations might be developed. They are not interested in an- nexing the problems of areas such as Canyon Drive. Staff agreed to review the matter and report back to council. During the review of the capital projects for the upcoming year, Councilman Pagliaro agreed to meet with Mayor Amstrup and the cham- ber of Commerce concerning Broadway and Burlingame Ave improvements such as sidewalks. Councilman Pagliaro asked that staff write a strong letter to Hillsborough about progress on adoption of a sewerlateral ordinance which was a part of our settlement agreement. Their ordinance is important as part of our efforts to reduce in-flow and j-nfiltration at the sewer treatment plant. Council agreedthat staff should pursue this issue with Hillsborough. Councilman Lembi asked for additional details on the Broadway/ california in-tersection improvement proj ect. Under the budget issues, Mayor Amstrup informed the Council of the convention Bureau discussion of change of location from the SouthSan Francisco area to the mid peninsula. He offered to keep thecouncil informed and hoped that the city would support a return ofthe Bureau to Burlingame. He also discussed the meeting with thehotel general managers and their desire for a largeexhibition/convention facility in Burlingame. Councilwoman Barton had reviewed this report and thought the hotel operators were beingunrealistic. Mayor Irv Amstrup convened the annual work program and goal sessionof the Burlingame city council and department heads on the above date in city HalL Conference Room A at 9:00 AM. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, LEMBI , MANGINI , PAGLIARO 304 Durinq the review of curren+- servj-ce levels, Councilman Mangini pleaded for adCitional clean up on RolLj-ns Road and Skyline. During the qeneral discussion, Councilman Lembi asked that we Iook to see what could be done to revitalize California Drive south of Broad\"ray. He also suggested that we should install some form of Christmas tree j-n front of the Burlingame Avenue train station. Mayor Amstrup stated that a service club is looking at installing aflag pole at this location and it may be possible to combine christmas lights with the flag pole. Councilt/roman Barton supportedthe placing of a Christmas tree at the Burlingame station. The Park department will study this idea. Councilwoman Barton also asked that the Burlingame sign on 10L be improved in appearance.Staff indicated the l-imitations of BcDc but agreed to foI1ow up onthis matter . In the review of the department head goals for the next year, Coun- cilman Lembi supported the fire department's goal to review medical services and the plannerrs goal regarding customer service. Ray wagner asked that Council advise hirn as to the nature of any seniorcitizen center proposals they receive. Mayor Amstrup asked for any co[unents from the floor and there were none. udith A. Malfa l_City clerk \nnY Councilwoman Barton asked the council to look over the creekside ordinance with consideration for the kind of situation which existsat 106 Pepper. She feels this is a different situation than was intended for regulation since construction would not affect any natural setting. She also thanked the finance director and managerfor keeping the city in good financial condition. Mayor Amstrup thanked aII of the department heads for attending the meeting andfor their work during the past year. FROM THE FLOOR ADJOURNMENT The meeting was adj ourned at 11:00 AM.
