The meeting was cal-led to order at 7:31 p.m. by Mayor DonaLd P. Lembi. COUNCILMEMBERS PRESENT : COUNCf LMEMBERS ABSENT : MfNUTES BARTON, HARRISON, LEMBI , OIMAHONY PAGLIARO Minutes of the Regular Meeting of February 21 and the Annual Goal Meeting of February 24, L990 were approved unanimously on motion of Councifman Harrison, second by Councilwoman o'Mahony. councilwoman otMahony commented on the issue of Broadway parking, City Manager said this would be revj-ewed by council at its next study meeting. SAN MATEO COUNTY TRANSPORTATION AUTHORITYI S TRANSPORTATION SYSTEM MANAGEMENT PLAI.I Mark Duino, San Mateo county Planning Department, discussed the draft Transportation System Management PIan. A TSM Plan must be adopted before the county can spend funds on Measure A highwayprojects. He noted that the county population has gro$rn only 13 percent in the past ten years, while the number of county jobs has increased 32 percent and automobile congestion has increased 400percent. This plan will require that each city develop a TSM plan and that any employer in the city with over 100 employees have a TSMp1an. Council had some questions on figures presented in the draft and noted that it would discuss the plan at the March 21 study meeting . APPEAL FOR SIDE SETBACK VARIANCE FOR ADDITION AT 26 VICTORIA ROAD city Planner reviewed her memo of February 26 which recommended council hold a public hearing and take action. The applicant, Stephen Haag, is requesting side yard setback variance in order to continue a first floor waII 24 feet with a three foot setback (four feet required) in order to make a first and second floor addition to the house at 26 Victoria. The second story is set back to comply with the declining height envelope. The Planning Commission voted 3-3 to approve this request; a tie vote is a denial. Mayor Lembi opened the public hearing. Steve Haag, applicant, explained that his neighbors approved ofproject; he presented council with a petition signed by 25 neighbors; he said it is vital to the aesthetics of the project keep the same side yard setback line for the addition as the original housei this a unique neighborhood where no two houses the same. ROLL CALL 491 listed in the staff report. Seconded by Councilwoman orMahony,carried unanimously 4-0 by roII call vote, Councilman Pagliaro being absent . SECOND READING - ORDINANCE 1408 - AMENDING PARKING LIMITATIONS ON PORTION OF CAROLAN AVENUE City Attorney reviewed his memo of February 6 which recommendedcouncil adopt this ordinance to implement the change in parking hours which council approved at its meeting of February 5. Mike Harvey had requested the hours be extended to aIlo\,, his auto salesstaff to park until 10 p.m. Mayor Lembi opened the public hearing. There being no comments, the hearing was closed. Councilman Harrison said the parking signs now at the location say parking is allowed from 7:00 a.m. whereas the ordinance says 7:30a.m. Staff said it would change the wording. Councilwoman O'Mahony moved adoption of ORDINANCE 1408. Seconded by Councilman Harrison, carried unanimously by voice vote. LETTERS FRoM CHAMBER OF COMMERCE: (1) BURLINGAME DAYS; AND (2) COMMUNITY DINNER City Manager revj.ewed his memo of February 23 with attached comments from Park Director, Recreation Director and Police Chief, along with the Ietter from walter Kentzler, President of the chamber. RESOLUTfON 31-90 APPROVING PARKfNG VARIANCE AT 311 PRIMROSE ROAD C I ty Attorney's memo of February 28 recommended council adoptthis resolution for the parking variance as approved by councilat the l-ast meeting. RESOLUTION 32-90 - AGREEMENT FOR PROFESSIONAL SERVICES FOR MONITORING THE CITY DUMP - CP 75180 Public works memo of February 26 recommended council approve this aqreement rrith Harding tawson Associates for providing professionaL services for one year of sampling and testing b Karen Key, chamber executive officer, said the Chamber of Commerce Board of Directors would Iike to move the Burlingame Days event backto washington Park and change the emphasis back to a family oriented event; they could make it a one day event instead of two days sothat it would not conflict with recreation registration day; this would not be a money-making event and the chamber cannot afford the $4,000 charge for use of the park; some suggestions were to include the schools and/or churches, to have a picnic, baseball competition, a talent show, games and entertaj- nents. Council, staff and Key discussed at length. RESOLUTION 33-90 - ACCEPTING COMPLETION OF 1988-89 SfDEWALK, CURB AND GUTTER REPAIRS - CP 825-A Public Works memo of February 28 recommended council accept as completed this project installed by whiteside Construction in the amount of $165,563.23. d. ANNUAL REVIEW OF INVESTMENT POLICY City Treasurer's and Finance Director's joint memo of February 28 recommended council review the city's fnvestment Policy; they recorrunend no changes at this time. Councilman Harrison moved approval of the consent Calendar with the vote on item A being Councilwoman Barton voting no. Seconded by Councilwoman otMahony, carried unanimously 4-0 by voice vote.
