CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was
held on the above date in the City HaII council Chambers. The
meeting was called to order at '7:32 p.m. by Vice Mayor Gloria H.
Barton.

Minutes of the Regular Meeting of December 4 and the study Meeting
of December 6, 1989 were approved.
RESOLUTION 1-90 - APPROVING NEGATIVE DECLARATION ND-428P REGARDING
REZONING 1011 CADILLAC WAY - REFER REZONfNG TO PLANNING COMMISSION
City Planner reviewed her memo of December 14 which recommended
council hold a public hearing and take action. The Planning
Commission reco[unended the negative declaration as adequate and
recommended against rezoning to M-L, feeling that the Property uses
in the area are more compatible to C-1 ox c-2 zonLng. The
applicants, AI and Jean covarelli, are requesting to rezone the
13,200 square foot property from R-4, multi-family residential, to
M-1, Iight industrial. The site is presently developed with an
office building and the applicant wishes the rezoning in order to
make the nonconforming office use conforming so that if there were a
disaster the structure could be replaced and the office use
continued. Under the present R-4 zoning, it would have to be
replaced with multi-family residential use.
Councilman Harrison inquired about whether the negative declaration
referred to the maximum uses in M-1 as opposed to the present use.
City Planner responded yes.
Councilman Pagliaro noted that regardless of what the zoning is they
could rebuild to a height of 35 feet. He acknowledged the presence
of high school students and explained the meaning of the hearing and
issues about various zones for the students' benefit.
councilwoman o'Mahony wondered if the parking would be adequate for
the zoning changes proposed. City Planner noted the building has 10
parking spaces and requires 18 spaces; they are required to lease
parking spaces from Northpark Apartments. Their parking spaces do
not meet current city requirements for dimensions.
vice Mayor Barton asked how many residential units coul-d be built on
the site. city Planner estimated four to sj.x, depending upon their
size.
Vice Mayor Barton opened the public hearing.
A1 Covarelli said the staff report was accurate and noted he did not
want to purchase the property if he could not rebuild his offices.
Councilman Harrison inquired if further study and rezoning to C-2 or
C-3 district rather than M-1 would bother applicant covarelli, who
responded no.

Councilman Harrison moved approval of the Negative Declaration by
adoption of RESOLUTION 1-90, finding that on the basis of the
initial study and any comnents received there is no substantial
evidence that the rezoning wiII have a significant negative effect
on the envj-ronment. seconded by Councilvroman orMahony, carried
unanimously 4-0 on voice vote of members present.
Councilman Pagliaro stated he did not r^,ant to rezone this property
M-1, because of the possible industrial uses that could go on thesite; he would like to zone C-3 (office) district. City Planner
noted the other uses adjacent to the site are not allowed in C-3 andthat we had to rezone more than one lot. Councilman Harrison said
those adjacent uses could be grandfathered into the C-3 district.
Vice Mayor Barton said if she owned those sites she would object to
being rezoned and made non-conforming. City Planner told counciLthat the adjacent uses such as auto sales, auto repair and heavyretail would be allowed in C-2 distri-ct.
Councilman Harrison moved to uphold the Planning Commission denialof rezoning to M-L and direct the Corunission to study rezoning oflarger area to C-2 district. Seconded by Councilwoman O'Mahony.

vice Mayor Barton v,ras concerned about rezoning and losing an R-4
when there is such a desperate need for housing and that area isbuffer zone. Councilwoman otMahony agreed but felt this lot is
small for multiple housing. Vice Mayor Barton asked that study
incLude investigation of how many unlts could go onto the site.
Councilman Pagliaro asked Covarelli how long a lease he had and
directed that the Planning Commission make a recommendation by May.
The motion carried unanimously by ro11 call vote.
COMMISSION APPLICANTS
City Manager reviewed his memos of December 18 and 22 which told of
applicants to various commissions. Vice Mayor Barton noted that inthe absence of the Mayor most appointments would be made at the next
meeting.

Councilwoman O'Mahony asked that the Beautification Commission
filing period be extended until January 16. Council concurred.
TRAFFIC COMMISSION RECOMMENDATIONS
Director of Public Works reviewed his memo of December 20 which
informed council that the cornmission had unanimously recornmendedthat the request to eliminate two stop signs at Pepper and Ralston
be denied; that the request to convert a 60 minute parking meter
space to 24 minute at 1402 Burlj-ngame Avenue be approved; and that
the request for red curbs and height signs from 741-76L Rollins bedenied. Staff will implement the 24 minute meter. council had
recej-ved an appeal- which will be considered later in the meeting
from 741-'761 Rollins regarding the Corunj-ssion's denial.
Councilman Pagliaro cofiunented on a discussion by residents of Anita
at the Traffic Commission meeting regarding Putnam Auto parking
problems. Staff is continuing investigation of these problems;
Putnam is required to provide employee parking on-site, it isdifficult for staff to determine which cars are employee and which
are "for sale,rr Putnam has instituted a parking sticker system, City
Attorney said offending parkers may also be employees of other
nearby auto dealers. Council-man Pagliaro asked for a report on
Putnam parking within a couple months.
CONSENT CALENDAR
Councilman Harrison said item E caused him to recaLl that the city
had sold a water storage tank in the Hi.llside area during the 1970s
and that he had discussed with the current owner the possibility of

leasing back the tank if needed during a $rater shortage crises.
Public works Director said staff is exploring this possibility.
Councilman Pagliaro asked that the newsrack ordinance (item A)
require posting of the rack owner's street address, not a post
office box (on page 4), and a change on page 8, last paragraph,
transposing permittee/owner. City Attorney noted another change is
that the Park Director, not the Public works Director, will
administer the ordinance. councilman Pagliaro also wondered about
the propriety of using the same consultant that designed the street,
to repair the earthquake damaged street (item K).

introduce this ordinance making "housekeeping" revisions to the
zoning code.

Recreation Director's memo of December 6 recommended council
approve this agreement with Kikuchi & Associates to prepare the
design, research, construction documents and construction
administration for total renovation of the Washington Park
Tennis Courts at a cost for this service of $14,500.

city Planner's memo of December 19 recommended council approve
extending our current agreement with the county until July
1990. These loans are available to moderate and Low income
individuals and families. Since our l-ast renewal in 1987,
eight residents have qualified for these loans.
g. RESOLUTION 6-90 - ACCEPTING COMPLET]ON oF SANCHEZ CREEK MARSH
MITIGATION PROJECT - CP 905
Public Works memo of December 18 recofiunended council accept as
completed the clearing, grading and re-vegetation of the marsh
lands by Cooper crane and Rigging in the final amount of
$121,625.80.
city Attorney's memo of December 12 recommended council
introduce this ordinance as recommended by the Beautification
Commission. The ordinance follovrs the format approved by the
courts, a no-fee permit is required to place any newsrack upon
the public right-of-lvay. Modular racks are encouraged and the
ownerrs identification must be on each rack. Standards are
established for size and placement of racks and provisions are
made for removal of hazardous racks.

Councilwoman OrMahony moved approval of the Consent Calendar.
Seconded by Councilman Harrison, carried unanimously by voice vote.
Fairgrounds/convention Center3 Councilman Pagliaro reviewed that he
and the City Manager had attended a meeting regarding the fairground
and interest $ras expressed by some cities about a convention centerin Burlingame. City Manager noted the new South San Francisco
convention center will cost that city about $1 million each year;
that there is a problem with upgrading the fairgrounds and there has
even been discussion of selling the fairgrounds and using the money
elsewhere. councilwoman Barton was interested in seeing if there
was support for a Convention Center in Burlingame; if j.t were a
cooperative effort of cities and county she could support the idea
but did not vrant the city tso support a Convention center on its own.
Emergency Services: Councilwoman O'Mahony reported on a recent
meeting of the Emergency Services council regarding the performance
of the cities and county during the earthquake emergency.
Water Agency: Councilwoman O'Mahony reported briefly on a meetingof the Peninsula Water Agency and its consideration of merging with
Santa Clara county.
League of california cities: Councilwoman o'Mahony thanked councilfor the opportunity to attend the recent League conference in san
Francisco, she found it very informative.
Airport: Vice Mayor Barton reported that she and the city Planner
are attending hearings regarding expansion of the Airport.
Public works memo of December 26 recommended council approvethis agreement vrith Reimer Associates in the amount of $13,420to repair earthquake damage .
m. WARRANTS AND PAYROLT
Finance Director recommended approval of warrants 6535 - 7075,
duly audited, in the amount of $1,033,517.55 and PayroIl checks
20278 - 21018 for the month of November 1989 in the amount of
$779,053.17.

NEW BUSINESS
Schedule Hearings: Vice Mayor Barton scheduled hearj.ngs on January
17 for 1550 Gilbreth, 1785 Hunt, and 74t-767 RoIIins.
Reschedute January study Meeting: City Manager said the Mayor
asked that the Saturday January 13 Goal Session be changed to t
following week due to his recovery. councilman Pagfiaro said h
would be unable to attend until late February in that case; Vic
Mayor asked that councilman Pagliaro give co[unents regarding go
to the City Manager. The meeting was rescheduled to Saturday,
January 20, 1990.
Donation from Peninsula Tennis club: vice Mayor Barton acknowledged
a $1,OOO donation from the Tennis CIub for use on city tennis
courts. She asked that a tetter of thanks be sent. City Manager
noted that the washington Park Tennis Courts will be rebuilt and the
funds could be used on that project.

In response to council comment, Director of Public Works said this
intersection is controlled by the State and that staff has made a
similar suggestion regarding improving the intersection to State.
council asked staff to send this information to resident.
Letter from League of California cities commending Senator
Kopp's efforts on behalf of cities.
Letter from Senator Kopp noting January 29 is last day to
submit requests for new Legislation.
FROM THE FLOOR
Teen Dance club: Three students, one of which v',as the letter writer
above, discussed with council their needs and one suggested city use
the old Encore Theater for a teen club. Staff informed them thatthis building v\,as being used as a church at the present time. Vice
Mayor Barton and Councilman Pagliaro suggested the students go backto their schools and see if they can develop some interest, they
agreed that the students need something and that the city would work
with them if there was a real interest and some cooperation.

Councilman Pagliaro reviewed the efforts made a couple years ago by
himself and representatives from the chamber of comrnerce and other
organizations regarding a teen dance club and that this group
received no cooperation from the high schools and the idea did not
succeed.

Convention Center: Marti Knight reguested that council considertraffic mitigations if the idea of a convention center in Burlingame
progresses.
74L-761 Rollins: Jack HiIl discussed his appeal letter and the
issue of abandoned cars and cars parking on sidewalks along RoIIins.
Councilman Harrison had also seen cars park on sidewalks near
Humbo1dt. Councll- asked the Police Department to ticket cars parked
i11egally.
