Bur lingame Bur l ingame 1 2 City Manager reviewed the Council's request to review four items raj-sed by the Broadway merchants: property owners' interest in a Broadlvay parking assessment district; removal of all parking meters on Broadway and posting one hour parking signs; establishment of an annual fee for sidewalk cleaning; and posting and enforcing no parking on Broadway from 2:00 to 5:00 A.M. Council-woman Barton stated that in the 12 years she has been on the Council we have changed the meters four tj.mes at the request of the merchants. She felt that it was unadvisable to remove the metersif we continue to have requests for change. Councilwoman O'Mahony asked staff about the parking time limits and street cleaning. Publie works Director indicated that we currently have time limitsof 3:00 to 6:00 A.M. and that the streetsweepers contact the Police Department if they have difficulty with access because of cars parked on Broadway. There was consensus among the council that the meters on Broadvray should remain. Council asked staff the estimated cost for sidewalk cleaning in the Broadway area. Public works Director replied that we had a price for Burlingame Avenue from a contractor in L987 of approximately $5,200 for a one time cleaning. we assume a similar amount would be necessary for Broadway. Mayor Lembi asked if we should not explore using city crews and either renting or purchasing a machine necessary for this type of work. council agreed that staff should explore this idea. In reviewing the survey results for a parking assessmen found 11 property owners in favor, 15 opposed, two no posit 1-2 no repIy, Council felt there was insufficient interest time to pursue this matter. Mayor Lembi advised that the p on Rhinette has sold and a new project will be forthcomingcity, but the sale is contingent on approvals. Counc Chu1a Vista has been declining. City Manager indicated thathe architect's fees appear reasonable that it would be o divide off the Roltins Road work from the Californiaion improvements and seek competing proposals. o'Mahony indicated that she understands the price of the t whichion andat this ropertyto the ilwoman1ot on City Manager reviewed the staff material and justification from Group 4/Architecture for the costs for the change in scope of workfor Program 2 of the fire station remodel. Program 2 involves construction of a new station on California Drive and remodeling of the RoIIins Road station to accommodate some of the functions from the California Drive station. Group 4 had submitted an estimate of their fees for implementing Program 2, an additional $94,994 to thegchtettat Councilwoman Barton felt that we should stay with one architect to minimize the construction delay and coordination problems. councilman Pagliaro stated that he thought the fees proposed bycroup 4 were 3E-4E too high but that we should stay with onearchitect. Councj.lwoman o'Mahony felt that time was an importantconsideration. Councilman Harrison questioned why not the same I3.2% of construction cost for Program l" for the total project on 1,L 4 Program 2? The Public works Director and the architect, wayne Gehrke, explained that Program 2 involved more work and a longer construction schedule, in some cases almost double the effort on items such as structural engineering even though the dolIar construction total was approximately the same. Mayor Lembiindicated that in his business a 14t norm was not unusual. Councilman Pagliaro questioned whether the fee for construction management was approximately 2.9% of construction cost. The need for an independent construction supervisor in addition to the architect employed by the city was discussed. Group 4 architect indicated that 3t is approximately the cost of construction supervision. After additional discussion the council agreed that Group 4 should bring forth a revised contract for consideration at a regular meeting including fees through the construction management phase. 3 PARK AND RECREATION SURVEY RESULTS Councilwoman o'Mahony indicated that she thought the survey returnof 243 people was very poor and that it clouded the results of the survey. At the same time the survel' pointed out some interesting items such as the high priority of a community swimming pool. Councilwoman Barton said she was not surprised by the high ranking of the pool given the needs of the community she had heard expressed over the years. She thought it was a good idea. Ray wagner colunented that the current high school pool is over 50 years otd and has no shallow end. He viewed the survey as positive because there was not an overwhelming outcry for programs of anyparticular nature so the current program must be meeting the majority of need. Councilman Pagliaro indicated he was surprised by the high priority of the community pool and thought that we should negotiate with the school district for an appropriate site. After further discussion Council directed that the Recreation Director and City Manager contact the school district about thepossibility of working out some kind of cooperative improvement to the high school pool and using it for the community. 4 REVISION CITY ZONI NG AND LICENSING CODES FOR MASSAGE STUDIOS city Attorney reviewed his staff report on how to strengthen our codes to provide appropriate control of massage and bathing services. Mayor Lembi felt that we should proceed with the Iimitation of massage and bathing establishments as outlined by the city Attorney, including limiting them to the c-3 zone with a use permit and making them an allowed use in the C-4 zone. Such uses would be prohibited in the C-!, C-2 and M-1 zones. Council also directed that an ordinance be prepared that would locate adult oriented bookstores only along the bayfront in the c-4 zone. Council asked staff to prePare these proPosed revisions as an emergency ordinance for consideration at the next Council meeting. 5 GREYHOUND BUS DEPOT USE Mayor Lembi indicated that his position after hearing the proposals presented Monday night was that the city should continue to control the facility and run it as a meeting room for community groups of aII types. Councilmembers Harrison and Barton were interested in the idea of moving the building to an area in washington Park for use by community groups. Councilwoman otMahony favored the building to the park and thought a location betwee HaIl and the Rec center fronting on Burlingame Avenu appropriate. Councilman Pagliaro thought the histori might want to have a continuing display of some type as buildinq's use for community groups. staff was directed thentew caI par to move of he Lionsould be soc ietyt of the look at the feasibility and costs for relocating the station as well as the cost estimates to repair the station for use by comnunj.ty groups at its current location. 6 REVENUE GENERATION RENT AL CAR AND LONG TERM PARKING LAND USES Counci Ima methods o agliaro stated that he is interestedaxing rental car and airport parking in pursuing new businesses whichnPft 115 are currently located in Burlingame but which do not generate sufficient revenue for the city to justify their traffic and other impacts. councilwoman Barton said that she had no interest in increasing new taxes on business. Councilmembers were interested in an estimate of the amount of revenue which might be raised by taxing car rental agencies and long term parking. city Attorney and City Manager reviewed the current limitations on general 1aw cities ior raising new revenues. fn discussing Iong term parking Iots they indicated that a gross receipts business license similar to other cities might be one approach. Council asked staff to continue to look into this matter and placed the item on a study session after the November election. as/ The meeting was adjourned at 9:40 P.M. Judith A. Malfatti City Clerk 7. COUNCIL COMMENTS Mayor Lembi asked the Council to look at the recent Belmont letter concerning county representation on the proposed county association of governments. He indicated he would be attending a meeting on this matter the next day. Councilman Pagliaro stated that he had written a letter to SamTrans concerning their polluting buses.
