SENIOR CIT]ZENS COMMISSION Mayor Lembi asked that the agenda be revised to take the senior citizens commission as Item 1 due to the number of interested citizens in the audience. Mayor Lembi stated that he asked to havethis item on the agenda based on various issues raised in the lastelection. During the election and since, he has met with numerous seniors representatives and felt that we should develop a commissj.on or council to represent senior issues in the city. councilman Pagliaro indicated that he supported staffrs suggestionthat a senior council, composed of the chairman or presidents of theeight different existing seniors groups $rhich meet in the city, should be the avenue pursued. This group could make recommendationsto and be under the general auspices of the Park and Recreation Com-mission. Councilwoman Barton also supported this approach. Coun- cilwoman otMahony thought that given the nature of the seniors' con-cerns, possibly a separate commission reporting to council would bebetter. Councilman Harrison thought that a commission which would be advisory to Park and Recreation woul-d be a good vray to start. Mayor Lembi asked for comments from the senior citizens present. Clara crook stated that she knows that the city needs a commissionto address seniors issues. There are numerous resources availablefor seniors, but information on them needs to be focused so that the senj-ors can take advantage of the existing services. Jim Hamrockstated that other cities such as San Mateo, Redwood city, and San Bruno have both senior commissions and senior centers. He urged the council to consider this for Burlingame. Janet Galeno, a t' juniortt member of the county Council on Aging,stated that there is much information which needed to be dissemi- nated amongst the senior citizens and that some type of volunteerstructure would be possible. Recreation Director Ray wagner com- mented that the recreation center currently provides a number of in- formational services to the seniors who call or visit the recreation center daily. He thought it was important that whatever structurethe council decides upon that the charge of the organization be clear. After additional council discussion it vras decided to place on the october 1 agenda an item to create a senior citizens council which would be advisory to the Park and Recreation Department and the CityCouncil. After convening the groups first task would be to develop the charge for their group. 2. FIRE STATION BUILDING PROGRAM chief Towns and wayne Gehrke, Group 4 Architects, explained the two different building program alternatives to reconstruction of the California Drive fire station which they have been studying. Build- ing program 1 involved construction of a nev, station on California Drive including a shop facility which would be in a separate build- ing adjacent to a residential neighborhood. The estimated cost of program L is $3.2 million. Program 2 involved a shifting of fire department functions between the station on California Drive and Rollins Road. The maintenance operation as well as the aerial truck would be moved to the RoIIins Road station which also would be upgraded to include training facilities. The administrative offices now at the RoIIins Road station would be moved to the new station on California. The new California Drive station would be approximately 4. PHASED CITY HALL REMODEL City Manager reviewed the probtem that city hall has with space and asbestos. He outlined a 2-phase approach to deal with the space planning needs and asbestos removal. Phase 1 vrould include short- term modifications with minimum construction to move departmental personnel into more equitable and efficient space layouts. Phase 2 would be a Iarge project to bring the city haII up to code for the next twenty years including asbestos removal, fire sprinklers, mechanical, electrj.cal, and handicap upgrades. Phase 2 of thisproject may approach $1 million in costs. Funding will need to be set aside during the next few years. Councilman Pagliaro felt that the city should look at comPletely rebuilding city halt. The remainder of the council accepted the 2-phase approach as proposed by the Manager. He was directed to proceed with Phase 1 at this time. Funds are currently budgeted. 5. STATUS CONVENTION CENTER COMMITTEE Mayor Lembi indicated he had tafked with co-chairmen Martin and 95 the sarne size as the existing station and include one engine com-pany. The estimated cost of program 2 would be $3.5 million with a 3L-month construction period. Councilman Pagliaro asked the architect if he had reviewed the pos- sibility of saving the existing historical station on CaliforniaDrive. council discussed their previous consideration of this mat- ter at a study session where there was unanimous support for con- struction of a new station. Councilman Pagliaro thought that the professional fees estimated in the proposal were way too high as compared to a six percent standard that he believes might be ap-propriate. Councilman Harrison stated that he supported the idea of program 2. Councilwoman o'Mahony also supported program 2, but she was also concerned with the professional fees and the cost increase from the prior estimate given the council at a previous study ses- sion. Mayor Lembi supported the idea of program 2, and indicated that his experience with architectural fees are they are us substantially above six percent. Councilwoman Barton commented that at the prior study session one of the major reasons for deciding to build a new station was the existing narrow width of the doors and the absence of cfearance for our new fire equipment. After additional discussion, council directed staff to proceed vrith the program 2 involving realigning of functions, but they requested that the study material from the prior meeting be redistributed to the council. Staff was also directed to review the fee estimates in the architects proposal. 3. RENTAL CAR/LONG-TERM PARKING LAND USE AND REVENUE GENERATION City Manager reviewed the staff rePort which was prepared at the re- quest of Council-man Pagliaro. The current sales tax data shows car iental agencies to be the second highest sales tax generator in the city. Three rental car agencies are in the city's top 25 sales taxproducers. There are differing amounts of sales tax generated depending on the nature of the operation. Councilman Pagliaro was unhappy *ith the report because it did not identify agencies which may be producing sales tax revenue for other jurisdictions. He asl.ed if there was some method of developing a tax on vehicles which use Burlingame only for parking Purposes and do not generate sales tax in Burlingame. Councifwoman Barton stated she could not favor any nev, taxes. The city Attorney was asked if there was some method of taxing agencies tocited in the city which do not generate sales tax for the city. city Manager thought that this might be done in conjunction with a gross receipts business license tax similar to South San Francisco. Council asked that the city Attorney review rental car and long-term airport parking tax alternatives. They directed the item be placed on the next study session for further review. 96 Amstrup concerning the progress of the convention center committee. They have requested more time to develop a proposal for council.Council agreed that the conmittee would be asked to report back to the council at the November 14 study session. 6. COUNCfL COMMENTS Councilman Harrison asked if staff could make available for sale thecity seal svreatshirts which were presented to the Police Departmentfor winning the softball tournament at the city barbecue. Councilconcurred. They also asked that the city Manager explore finding some type of city key to give at appropriate ceremonial functions. Councilman Pagliaro reported on his discussions with Senator guentin Kopp concerning the CTC meeting in Sacramento and the extension ofcaltrain to downtolin. Councilman Harrison reported on the TSM JPA meeting he attended that morning with the city Manager. He noted that all five other membercities stitl needed to act individually to accept Burlingame into the JPA.
