REPORT ON CONVENE]ON CENTER/FAIRGROI'NDS COMMITTEE Co-chairmen Irv Amstrup and Dave Martin reviewed !,rith the council their committee report. At this time the committee felt it was necessary to get a positive statement of the city council's position and interest in this project before further expanding the study. It is the cofitmittee's feeling that there is widespread support amongst the hotel community for a convention center facility in BurLingame. They have discussed this vrith various property owners, but until ad- ditional commitment is known from the council, the project cannot go forward. Co-chairman Amstrup indicated that one position the com- mittee had taken throuqhout their deliberation was that no existinggeneral fund money would be used now or in the future to support this project other than the possibility of some start up or seed money for study. Councilwoman Baxton questioned whether the hotels would support an increase in the hotel tax. Rod Young of the Hyatt, a committee mem- ber, indicated that he had met with all the hotels and they would support an increase in hotel tax. Councilwoman Barton questioned $rhat was the next step. Co-chairman Martin indj-cated they need to do additional study on bond financing which would probably require a public vote. Co-chairman Amstrup stated that the committee had dis- cussed varj.ous ideas with many sources, including the need to con- trol the type of meetings to reduce traffic. He indicated that Burlingame's location and number of hotel rooms would be a key fac- tor in its success. Rod Young agreed that our location gives us a definite competitive advantage if a suitable facility is built. Mayor Lembi noted that there is supPort from other cities of the Burlingame proposed concept based on his meetings at the convention Bureau. Coun- cilman Paqliaro questioned vrhether there would be the need for aparking structure. co-chairman Martin stated that was something they may need to look at in the future. The ideal site would be somewhere between five to seven acres. The committee indicated they did not feel they needed a consultant at this time, although they may need to add additional members to the committee on various specialties. Dave Martin asked to clarify their statement concern- ing the fairgrounds. He felt the Burlingame hotels had said definitely that the fairgrounds is not the pl-ace for a convention center . Councilwoman otMahony questioned the reason for developing theproject in phases. Co-chairman Martin stated phasing may be neces- sary given the financial considerations but that committee would be looking to be sure that the site chosen had room for expansion pos- sibilities. Councilwoman Barton stated she was very pleased that this proposal vras different than the one reviewed by the council Mayor Donald Lembi convened the study session of the Burlingame City Council on the above date in Conference Room A of Burlingame City HaIl at 7:30 p.m. 66 over twelve years ago in that no city funds, other than possibly some seed money, would be reguired. Dave Martin stated that it was the committee's opinion that city contributions to the fairgrounds would be acceptable if other cities also contribute but that the convention center needed to be in Burlingame. Rod Young urged the Council to proceed with the project as soon as possible and secure any necessary public vote. Mayor Lembi and Vice Mayor Barton summarized the Council's position on the whole project stating that they are serious and excited about proceeding. 2 PROPOSED UNREINFORCED MASONRY BUILDING ORDINANCE Pub1ic Works Director reviewed the staff report and results of thepublic meeting on unrej-nforced masonry buildings held ,Iune 13 with the property owners. The major questions from the proPerty owners tended to be related to city assistance with financj.ng and the time schedule. The proposed ordinance calls for a time schedule of 3-7/2 to 5 years and some property owners indicated that this hras too short. Director asked the Council if they had any questions or proposed changes to the draft ordinance. Councilman Pagliaro questioned whether the issue of sprinklers was addressed as part of the retrofit. Sprinklers would only be re-quired if non-seismic improvements are also included in the project. He also noted under the time limits that he thought one year for city notification was too long. Councilwoman Barton questioned if the state hator indicatebeen finalithe time tabtively easy dsdt zed les to et any time limits for retrofit. Public Works Direc- hat the legisLation that had been proposed has not. councilman Pagliaro thought we ought to speed up on parapets since they are quite dangerous and rela-fix. Mayor Lembi thought that the financial hardships this ordinance may cause are very real and it is getting very difficult to obtain loanson commercial property. Councilman Harrison stated that the city should help coordinate the engineering involved for the various property ov7ners. Councilman Pagliaro asked that a1I parapets be in- cluded in the high risk category. It was the consensus of the Council that the ordinance should go to a public hearing and that all property owners should be noticed ac- cordingly. 3. RESTAURANT LIMIT PROCEDURE Councilman Pagliaro stated that after reviewing the staff report on this matter, he felt the city had no business trying to establish apriority Iist. councilr^roman Barton thought the city should have some type of list but understood that procedural problems existed. Mayor Lembi agreed with Councilman Pagliaro and thought that the city should stay out of this area and that any processing should be on a first-come- f irst-served basis. It was the consensus of the Council that staff should not be in- volved in establishing any restaurant list. 4. TIME LIMITS ON COUNCIL MEETINGS Mayor Lembi indicated that after reviewing the past three years his- he did not see where any major change was warranted. COUNCIL COMMENTS councit discussed the draft proposal concerning an association of city/county governments. Councilman Harrison had questioned RPc staff about the role of the Airport Land Use Commission and hov, the JPA might be funded. He also indicated that he had a problem con- cerni,ng the majority of the citj.es with a majority of the population 67 controlling the organization. Councilman Pagliaro felt the city needed a fuII document to revie$, and not just a outline and that the time table proposed was far too quick. Councilwoman Barton thought we needed to be very concerned about the loss of local control. After additional discussion, the Mayor was directed to write a let- ter expressing our concerns to the Chairman of the Board of super- visors and the Chairman of the Council of Mayors. Councilwoman Bar- ton would represent our position at the next council of Mayors meet- ing . Councilman Pagliaro asked that staff check with the Attorney ceneral!s office or Board of Equalization concerning the State vrith- holding of city sales tax and other revenues as part of their budget crisis. Mayor Lembi indicated he received information from a car rental operation in Burlingame asking their support on opposing the airport tax on businesses in Burlingame. Vice Mayor Barton indicated that we had sent a Ietter opposing this tax previously. Councilwoman Barton asked that staff check the condition of the bocce ball courts in washington Park since she has received some complaints. Judith A.
