ROtL CALL COUNCILMEMBERS PRESENT : COUNCILMEMBERS ABSENT: MINUTES BARTON, LEMBI , OIMAHONY, PAGLIARO HARRI SON ( I llness ) Minutes of the Regular Meeting of April 2 l99O were approved unanimously on motion of councilwoman Barton, second by Councilwoman O' Mahony. REOUEST FOR ANNEXATION OF LAND OF O I CONNOR - CONTINUED TO MAY 7 Robert orconnor requested continuance because of the Easter holiday. Mayor Lembi continued the item until the May 7 meeting. TETTER FROM CHAMBER AND THREE PET]TIONS FROM BROADWAY MERCHANTS city Attorney reviewed the city Manager's memo of April 3 which recommended council refer these requests to a study meeting. Thepetitions and letter from the chamber of Commerce relate to tt o meetings in June 1988 and January 1989 with Councilmen Pagliaro and Amstrup regarding to improvements to the Broadway business area. Councilman Pagliaro suggested that council appoint a new council member to this council subcommittee to meet again before the questions come before the counciL. Councifwoman orMahony complimented the Broadway merchants for pursuing these improvements. She suggested this council sub- committee share wj-th the Broadway merchants the responses of the Letters from property owners regarding an assessment district forparking. Mayor Lembi asked if she would serve on this subcommittee. council approved her appointment and referred the issue to a future study meeting. REOUEST FROM BROADWAY MERCHAI.,.ITS FOR STREET FAIR Acting City Manager suggested council refer this request to the May study meeting and caII for comnents from departments regarding the stxeet fair to be held August 4 and 5. Council concurred. PROPOSAT EOR WATER RATIONING memo of April 12 and placed rancisco Water Department be recommending the PUC impl-ement a mandatory recommended is consistent with the previous rationing program implemented during the 88-89 rationing period. A new addition to the cityrs program wil-l- be the inclusion of banking of water saved; in other words a customer could carry over water savings in one billing period to a subsequentbilling period. In response to council questions, Director reviewed the rates andquantities r^rhich would be based on the 1987 water readings taken before the drought. He will bring Iegislation to implement the Director of Public Works explained his before council a letter from the san F received today stating that they would declare a h,ater shortage emergency and rationing program. The program to be CALL TO ORDER 05 rationing program to the next meeting if the San Francisco PUC does adopt rationing. CONSENT CALENDAR Councilman Pagliaro said he had a conflict of interests under Warrants and PayroII (B1ack and Veatch, and MwM )abstain from voting on those tr,ro items. RESOLUTION 47-90 - SCHEDULING PUBLIC HEARING MAY 21 FOR WEED AND RUBBISH ABATEI4ENT PROGRAM - CP O].3 Public works memo of April 10 recommended council set a public hearing May 21 for the 1,990 Weed and Rubbish Abatement program on public and private property. Property ovrners wiII benotified to abate their weeds and those objecting to such proceedings will be heard at the public hearing. WARRANTS AND PAYROLL Finance Director recommended approval of Warrants 8395 - 8836,duly audited, in the amount of $867,237.87 and PayroII Checks 23625 - 24865 for the month of March 1990 in the amount of $1 ,472,732.07. Councilwoman o'Mahony moved approval of the Consent Calendar acknowledging Councilman Pagliarors abstention on the two warrantitems. Seconded by Councilwoman Barton, carried unanimously by voice vote. COUNCIL COMMITTEE REPORTS convention and Visitor's Bureau: Councilwoman orMahony reported on a meeting of the convention Bureau regarding the city's request for more representation on its Board of Directors. They do not supportgiving Burlingame additional votes because some Burlingame hotel representatj.ves also sit on the Board. She noted that over the pastfive years the city has given $1.25 million to the Bureau. one suggestion made was that the number of Board of Supervisor representatives be reduced as there are now five representatives i no Supervisors \.rere present at this meeting to respond to this suggestion. Another suggestion was to hold off on any decisionuntil after the November election. Fox MaII Petition re Parking Lot L: Councilman Pagliaro was astounded at the request from Fox MaII merchants to provide 10 hour parking in the city lot at the rear of the mall for the merchants to park all day. These close-in parking lots are provided for customersi merchants should be parkinq in Iong term lots at more distant locations. The city has spent millions to build a parking structure and to buil-d another lot on Howard with long term parking for merchants included. staff was directed to write a strong letter to these merchants . 347 Primrose: Councilwoman Barton asked that persons who are interested in this building be notified about the upcoming Planning comnission hearing on May 14. THE FLOOR d f s h i j FROM Vladimar soruner, Broadway merchant and owner of Beverly's Flo$rer cart, inquired about the request from Broadway merchants for a street fair as he had not been present at the early part of meeting' Mayor Lembi expfained that council would review this request at the May study meeting. Sonuner said based on their experience last year, six Broadway merchants objected to having this fair; his business had lost $500 during the fair last year. He said they wrote a letter to council last year and never received a response. Soluner said he had attended a merchants meeting last year and when he objected to the fair he was not invited to attend any more meetings. Councilwoman Barton was concerned that some merchants are having problems with this street fair and asked that a letter be sent to the Broadway Merchants informing them of council-'s concern that some merchants are losing money because of the street fair and are not being heard. ADJO URNMENT IN MEMORY OF RICHARD F. HARVEY Councilwoman OtMahony noted the recent death of Richard E. Harvey, dedicated Burlingame businessman and brother of Mike Harvey, and asked that the meeting be adjourned in his memory.
