Mayor Gloria Barton convened the annual work program and goal ses-
sion of the Burlingame city Council and department heads on the
above date in Conference Room A of Burlingame City HaII at 9:00 a.m.

PALMER,STAFF PRESENT: ARGYRES, BECKER, BERGSING, KIRKUP, MONROE,
QUADRI , TOWNS, WAGNER, TREASURER JOE HARVEY
OTHERS PRESENT: CHAMBER OF COMMERCE REPRESENTATIVE
City Manager briefly reviewed 1990 and presented a forecast of 1991.
He then reviewed a list of problems, issues, and projects vrhich we
anticipate the city needing to act on in the upcoming year. These
included regionat issues, local issues, budget/ administration, and
major capital projects. As the Council worked through the outline,
it began its discussion of vari.ous items.

ber of mandates concerning regional problems such as congestj.on
management, solid waste, and housing elements. There is also a cer-
tain levet of risk to the city involved with our general plan con-
cerning SB 2111.
In discussing the prospect for the continuation of water rationingt
and the drought, councilman Pagliaro asked that customers currently
over allocation receive additional attention. He suggested that we
may have to meet with major users and be more pro-active in achiev-
ing our reduction goaIs. Staff was asked to develop a proposed
program as soon as possible addressing increased enforcement of
water rationing requirements .

be involved in meeting with the consultant and developing the study.
There was a general discussion about the need for a hotel tax elec-
tion to increase the current 8 percent hotel tax for a convention
center. It was the consensus of the council that we should look
towards a November 1991 election date to insure that we have ade-
quate time to review the consultant study conclusions and to develop
a suitable campaign.

Councilwoman o'Mahony asked that the city look at the requirements
for annexation of the current Burlingame Hills area. Frank Pagliaro
commented that the city needed to look at logical contiguous sec-
tions. City Planner noted that early in 1991 we'11 be looking at
alternatives such as prezoning the sphere of influence.
city Manager reviewed the budget projections for the remainder of
1990-91 and 1991-92. The bottom li.ne was that because of the slow
down in sales and hotel tax, our revenue growth may only be one to
two percent. In light of this, operating and capital improvement
needs will be increasingly difficult to fund. It was noted that the
major expansion at the sewer treatment plant will necessitate a

large increase in sewer service charges, but it was planned thatthis will be phased in over two to three years.
Council asked about when the resurfacing of oak Grove would occur.
The Public works Director responded that this is planned for this
surnmer. In discussing dump cl-osure and the future of Bayside Park,
the Council felt that more fields and a golf driving range would be
appropriate uses for the area. This should also include open space
and bike paths. Councilman Pagliaro asked if it wasnrt possible to

Councilman Harrison mentioned that he had discussed with the Pub1ic
works Director the need for additional lightj-ng in the parking 1ot
by the tennis courts and Lions CIub. Councilman Lembi was pleased
that the service leve1 in the building department was a highpriority for next year. He also questioned the Recreation Directorabout the need for additional basketball facilities. Ray wagner
cornmented that the city had lost the use of Roosevelt School because
$65,000 worth of termite repair was needed.
There was also a general discussion by the council about the needfor additional senior citizen recreation facilities in the city.
councilman Pagliaro asked the Fire chief about our fire inspectionprogram. He asked if we required sprinkler systems in restaurants
along Burlingame Avenue if there was a living area above the res-taurant. Fire department will revj-ehr, but at this time they do not
believe there is a requirement for any retrofits other than our
$50,000 construction limit for remodeling and improvements.
Councilmen Lembi and Pagliaro asked the Park Director to explain ourtree replacement program in liqht of the current drought situation.
Councilman Pagliaro asked for a status report concerning the
Greyhound bus depot. The Recreation Director noted that the locaI
architects association would be coming up with ideas for thefacility in the month of February. We hoped to be using the build-
ing by May but substantial work needs to be completed.
Councilwoman o'Mahony wanted to focus on Broadway again. She men-
tj-oned that May 15 might be a good date to hear from the property
owners concerning an assessment district. She also said she hasbeen receiving complaints concernj-ng the vacant rug store at Broad-
way and Laguna. She asked if there $ras any way to make it look bet-ter. She also felt that we needed to revie$, the need for a grade
separation at Broadway. She inquired what priority the transitauthority has placed on this project. After some council discus-sion, Public works Director stated that he would redistribute a 1978
study of the grade separation and the alternatives possible. Coun-
cilman Pagliaro noted that this was a very difficult and potentiallyvolatile subj ect.
Council-man Harrison r,ranted to remind staff of the need for customerservice, particularly in the building department area. He notedthat we should be asking, rrhoh, can we he1p" rather than, "what doyou rdant.r' Councilman Pagliaro asked that staff keep council ad-
vised about the status of the Roosevelt School 9ym/mu1ti-purpose
room and any possibility of reopening the f acil-ity for city use.
Karen Key asked about whether there was anything new concerningfunding of cornmunity groups. city Manager reviewed that last year
we froze funds for this use and that this would stilI need to be
considered as part of the upcoming budget.
Marti Knight noted that the elementary school district is undertak-
i-ng a school facility study. The school district wants to \"rork

She noted that Burlingame needs to do a good
concerning the need for a convention center
Karen Key mentioned the chamber is ready to actively support the
convention center proposal, but is waiting for the city to determine
the timing. Joe Harvey noted that he does not feel it would be a
problem to promote the idea of an increase j-n hotel tax, but there
would be many questions, after the tax increase, about how the money
would be spent. The future impact of the convention center on the
general fund and how it might affect the level of services the city
provides to the residents would also be issues.
