BURLINGAME BEAUTIFICATION COMMISSION
September 4, 1986
The regularly scheduled meeting of the Beautification Commission was called to order
on Thursday, September 4, 1986 at 5:32 p.m. in the City Hall by Chairman Hagstrom.
ROLL CALL
Present: Chairman Hagstrom, Commissioners Carbon, Erickson, Gilmore, Hughes, and
Shevchuk.
Absent: Commissioner Cady
Staff: Director Quadri
Guests: Richard Corson, David Finklestein, and George Avannessian (rep. Putnam
Buick).
MINUTES
Minutes of the August 7, 1986 meeting were approved as submitted.
COMMUNICATIONS
Letter from Mrs. Carr of 2627 Easton Driving requesting removal of two trees.
REPORTS
QUADRI - Timberline will begin Tree Pruning project in September. Burlingame
Avenue will be the first scheduled area.
P.G.&E has begun experimenting with growth retardants on sycamores and casuarinas
in the City.
SHEVCHUK - A car was parked on the Bird Sanctuary. Commissioner Shevchuk asked
Director Quadri if there were plans to put some plantings in the area. Director
Quadri replied that an Eagle Scout was still working in the area and that plant-
ings in the area could be considered.
HUGHES - The flowers in the planters on Burlingame Ave. are beautiful.
GILMORE - A volunteer from the Commission is needed to assist Commissioner Gilmore
in the Clean Campus inspections. Director Quadri suggested that the Commission
defer until appointment of the new commissioners.
Commissioner Gilmore would like to publicize the Clean Campus program. Commission
felt that would be appropriate.
CARBON - Brush has been cleared along California Drive and Skyline. Director
Quadri indicated that the City's summer crew has been working on California Drive
and the Sheriff's crew has been working on Skyline.
Commissioner Carbon asked Director Quadri about the new bike path. Director
Quadri indicated that the new bike path was part of a federally funded project
throughout the County.
OLD BUSINESS
Putnam Buick/Request for Removal of 8 Elm Trees - Atty. David Finklestein indi-
cated that his client is willing to work with the city, and will consider addi-
tional plantings to beautify the area.
Director Quadri indicated that pruning of the elm trees on the Anita side would
alleviate much of their concern re the trees. The elm on the corner of Peninsula
and Anita would not be structurally sound if the large limb would be removed to
open the view for the showroom. It must be removed or remain as is.
Mr. Corso stated they would prefer to start from "scratch" but in the spirit of
cooperation would entertain a negotiation; just for bare necessity they would
like both trees (1) at proposed rampway and (1) at the proposed corner showroom
removed.
Commissioners Comments: Gilmore/ The removal of the tree at proposed rampway
is essential for Putnam to conduct business; the remaining trees need pruning

but are healthy; the row of elms on Anita add -to the character of the street; tree
on the corner of Peninsula & Anita could be removed if it can't be pruned.
Shevchuk/ Tree in rampway can be removed and the tree on the corner of Peninsula
and Anita can be removed if it cannot be pruned to clear the view for the showroom;
cannot justify removal of any other trees. Erickson/ Showroom could be seen
clearly from Peninsula --tree should remain; tree on proposed ramp should obviously
be removed but plans should not have been drawn with a ramp that would necessitate
the removal of the tree. Carbon/ The tree on the corner of Peninsula & Anita and
the tree on the proposed ramp should be removed out of necessity --the elms are
subject to disease and may have to be removed several years down the road.
Hagstrom/ Would agree to remove the tree on the proposed ramp and would agree to
removal of the tree on the corner of Peninsula & Anita only because the necessary
pruning would make the tree structurally unsafe.
It was the concensus of the Commission that these trees be removed at the expense
of the applicant, and that they bear the expense of pruning the remaining 6 trees.
Commissioner Shevchuk moved that Director Quadri work with the developer on the
basis of the Commissioners comments; seconded. Motion carried unanimously.
Director Quadri advised of appeal procedures.
Mr. Finklestein stated that his clients accept the recommendation and will not
appeal to Council.
138 Channing/Tree Removal - Director Quadri reported that this tree is a mature
privit. Was planted by request 7 years ago but residents did not know at that
time that it would attract bees; wife is allergic to bee stings; requests removal
and replacement at owners expense. This item was presented to Commission at the
August 7, 1986 meeting. After discussion, Commissioner Gilmore moved that a permit
be issued for the removal and replacement of the tree at owners expense; seconded.
Motion carried_ unanimously.
1986 Landscape Award - Hyatt was the unofficial choice of several commissioners
but there was discussion as to whether Hyatt would be in existence as of mid -
October. Item was tabled pending the outcome of Hyatt's existence at that loca-
tion. Pacific Cable and Arata Pontiac were added to the list of nominees to be
considered for the award.

NEW BUSINESS
2627 Easton - Tree Removal - Director Quadri spoke with Mrs. Carr; there are only
a total of 2 trees at her address; the street dept. clears the sewer every winter
because of leaves and this lot gets the run off from two streets. The Commission
will render a decision at the next meeting.
Rector Cadillac/Removal of Eucs at Broadway and Rollins Road - Plans have been
submitted to Public Works for a year to year encroachment lease with the City.
Included are plans for a brick planter to extend the length of the corner and
to remove the 3 eucalyptus trees. Director Quadri has suggested that Rector
submit some detailed landscaping plans for the Commission to review. A request
to remove the 3 eucalyptus trees was denied by the Beautification Commission in
1980.
There being no further business the meeting was adjourned at 6:50 p.m.
