HomeMy WebLinkAboutMin - BC - 1986.03.06`-- L BURLINGAME BEAUTIFICATION COMMISSION MARCH 6, 1986 The regularly scheduled meeting of the Beautification Commission was called to order on Thursday, March 6, 1986 at 5:35 p.m. in the City Hall by Vice Chairman Hagstrom. ROLL CALL Present: Commissioners Cady, Erickson, Gilmore, Hagstrom, Hughes, and Shevchuk. Absent: Commissioner Carbon Staff: Director Quadri Guests: Mr. & Mrs. Sibille, 219 Clarendon MINUTES Minutes of the February 6, 1986 meeting were approved as submitted. To accommodate the guests, the request for tree removal at 219 Clarendon was dis- cussed at this time. Tree removal/219 Clarendon - Mr. Sibille submitted pictures and his letter of March 6, 1986. Letter states reasons for requested removal: Sidewalk is cur- rently being repalced by the City due to root damage; an 8" x 25' long root run- ning parellel to the sidewalk is to remain uncovered and the sidewalk angled around it. Residents feel this would be unsightly and hard to maintain. Director Quadri explained the policy of the City's responsibility to repair side- walks when damage has been caused by City trees and that at times the sidewalks �. are bent around trees and moved into the front utility right-of-way. Director Quadri further explained that even if this were done at the above address, the top of the root will remain 4" above sidewalk level. Roots extend the entire length of the sidewalk and even after repair a mound will remain in the sidewalk. The liquidamber currently exists in a small planter and is under primary wires. After a brief discussion of the alternatives, Commissioner Shevchuk moved that the Park Department issue a permit to the residents for the removal of the trees; seconded. Motion was carried unanimously. Mr. Sibille indicated that the bid he received from a local tree company seemed high and asked if the City could share in some of the cost of removal. Director Quadri advised on past policy and the requirement that the homeowner bear the expense of removal by permit. Mr. Sibille then asked if City crews could remove the tree and be partially reimbursed. Direc- tor Quadri reviewed the circumstance under which the City will remove a tree and advised the applicant of appeal procedures. COMMUNICATIONS Letters to Larry Costello (UC Extension) and David Tsang (Tsang & Ma Interna- tional) thanking them for consenting to speak at the Spring Garden Seminar on March 8, 1986. Memo from the City Manager's Secretary reminding Commissioners to return their RSVP's by March 14, for the Commissioner's dinner on March 21, 1986. REPORTS L Quadri - A report from the Department of Forestry re DED indicates that out of 1,214 Elms and Zelkovas located on 689 properties, of the 33 sampled, 11 trees had DED, and 5 were unconfirmed. The 11 trees have been removed and the remain- ing 5 have been recommended for removal. REPORTS (cont'd.) agstrom - Arbor Day tree planting was very nice and was well attended. Caltrans is leaving debris on ECR between Adeline and Ray Drive. Director Quadri indicated Caltrans will again be contacted. The Broadway Post Office is still a mess and the newsracks are on the sidewalk; new newsracks have never been placed there. Gilmore - The February Clean Campus competition went to Taylor Intermediate. Hughes - Commends the public schools and St. Catherines for the excellent pre- sentations given at the Arbor Day Ceremonies. Erickson - Notes that the sidewalks on the 1100 block of Chula Vista are risen quite badly. Shevchuk - The Bird Sanctuary needs weeding and cleaning; Commissioner Hagstrom recommends the scouts be made aware of that area when they are looking for pro- jects. OLD BUSINESS Tree Removal/1132 Rhinette - Tree was illegally pruned by previous residents in an effort to reduce the tree in height, subsequentally the tree is "ugly". The homeowner also states that the tree is severely raising the sidewalk and now is causing a small, brick retaining wall to break. After a brief discussion Commis- sioner Hughes moved that the residents be issued a permit to remove and replace the tree (from the Official Street Tree list) at the homeowners expense; seconded. The motion carried unanimously. Spring Garden Seminar - The Commission discussed details re the seminar, i.e., refreshments, program, setup. Powers and Duties - The Commission received and reviewed the Powers and Duties of the Beautification Commission and there were no questions. Nominating Committee - The nominating committee (Commissioners Cady and Shevchuk) presented the slate of officers: Chairman: Mildred Hagstrom Vice Chairman: Jeannie Gilmore Secretary: Dorothy Hughes Commissioner Erickson moved that the slate of officers be elected as submitted; seconded.
