HOUSING ELEMENT UPDATE WORKSHOP Mayor Harrison introduced Bob Ironside of Ironside and Associates who reviewed the state law concerning housing elements and the requirement for Burlingame to update its existing Housing Element of the General Plan. He indicated that under state law, because of the jobs generated by Burlingame's industry, that Burlingame has a larger assignment to provide affordable housing. He reviewed the workbook that had been prepared and handed out. The booklet included the current demographics for Burlingame, the ABAG calculated housing needs which show that Burlingame needs to generate approximately 950 new units to meet the housing need for all income levels, surveyed vacant sites with potential for additional housing in Burlingame, and various possible housing programs including inclusionary zoning, density bonus, no-frill units, accessory living units, and mixed used housing. The task for the morning was to divide into two groups and review the workbook. Each groups was to make suggestions for programs that would be suitable for Burlingame. At 9:40 a.m., the group of approximately 30 was divided into two groups and asked to return at approximately 11:30 to report their findings to the whole group. The groups reconvened at 11:45 a.m. Mike Galligan reported on the group which had met in Conference Roorn B. Their group felt the city ought to explore the area around Peninsula Hospital for additional housing as well as the area near Rhinette and California where the city owns a parking lot. The group thought we should not look at providing housing in the bayfront area at this time or in the area southeast of the Burlingame Avenue train station since it is impacted with parking and commercial uses. The only exception would be the property on Howard and Highland where the city has previously approved a project. The city might also look along California Drive near the fire station. The group felt that looking at the city owned parking lot at Ralston and El Camino was a low priority, but we should explore using the air rights over surface parking in other areas such as along Donnelly. In considering programs the group would combine the concepts of density bonus and inclu- sionary zoning to work together to facilitate affordable housing. It was indicated that the group agreed that we should consider allowing existing non-conforming or illegal second units under some type of amnesty program. They felt we needed to look at additional data before amending the policy statements of the plan. Former Mayor Gloria Barton reported on the discussion in the group which met in Confer- ence Room A. Her group also felt that looking at mixed use and higher density residential uses around the Peninsula Hospital area was desirable. The group thought we should keep residential uses out of the existing M-l area, but we may want to look along the Peninsula Avenue corridor and in the Skyline area once we determine ownership. Her group also felt that we should look at an amnesty program for illegal and non conforming second units similar to the program used by San Bruno. Also that housing over city parking lots such as Lot C might be possible. She indicated her group had a philosophical discussion about why Burlingame should have more responsibility for low cost housing due to the job generation. On a personal note, she felt the city should tell the state that Burlingame has contributed a lot by creating jobs and this should not be held against the city by requiring us to provide all the housing. She felt the city should fight a state formula based on this assumption.
