HomeMy WebLinkAboutMin - BC - 1987.12.03BURLINGAME BEAUTIFICATION COMMISSION December 3, 1987 The regularly scheduled meeting of the Beautification Commission was called to order on Thursday, December 3, 1987 at 5:30 p.m. in the City Hall by Chairman Gilmore. ROLL CALL Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, Hughes, O'Mahony, and Root. Absent: Commissioner Shevchuk. Guests: David Hinkle, Anne Parson, Ross Bruce, and Karen Key. MINUTES Minutes of the November 5, 1987 meeting were approved as submitted. COMMUNICATIONS Letter from Beautification Commission to City Council requesting to be placed on the Study Session agenda to discuss the "proliferation of newspaper racks on numerous streets in Burlingame." Letter from Beautification Commission to Director of Public Works, Ralph Kirkup, requesting trash cans be placed in the parking lots at the main post office and the Capuchino branch post office. Letter from Mary Blythe requesting that Boy Scout Pack 57, Den 2, be included in the Arbor Day tree planting ceremonies. Letter from Director of Public Works, Ralph Kirkup, reporting to the Beautifica- tion Commission that Public Works will "place litter receptacles on street in front of the two Post Office lots on a trial basis". Order of agenda was changed to accommodate the guests. �-' NEW BUSINESS Chamber of Commerce/ --David Hinkle of Earthbeam addressed the Commission on be- half of the Broadway Merchants Association. The Broadway Merchants Association has been in communication with the Chamber re efforts of sidewalk cleaning program on Broadway; it is anticipated that funding for this would come from the Broadway merchants themselves. They are also concerned about uneven and raised sidewalks; the increase of newspaper stands; broken and uneven asphalt. The Broadway merchants are looking into the street weeping schedule and request enforcement of posted hours by the police department. It is the hope of the association that as some Broadway merchants begin to clean up their areas other merchants will follow suit and become more interested; after acceptable standards have been met then the Broad- way Merchants Asso. can begin to make plans for beautification of Broadway. Anne Parsons of the Doll House reported to the Commission on the restoration of the Broadway sign. Ross Bruce of AVR Realty indicated that he would like to see Broadway follow the example of Burlingame Ave. with expanded parking and the establishment of "well -planted cloistered areas". Karen Key of the Chamber indicated there are other problems the Chamber would like to see dealt with such as: negative signage and the enforcement thereof; aggregate on Burlingame Ave. is in bad shape -- many tripping hazards. Director Quadri suggested that the Broadway Merchants Asso. check with Public \... Works Dept., to see if any repairs are scheduled in the Broadway area. NEW BUSINESS (cont'd.) Chamber of Commerce Director Quadri stated the medians at Broadway that one of the Commission's goals is the landscaping of and Rollins Road. Chairman Gilmore thanked the group for coming and stressed that the Beautifica- tion Commission was "here to help in any way". REPORTS Gilmore - Commissioner Gilmore is concerned about correspondence they have not had replies on. Commission decided that perhaps followup phone calls may be helpful. O'Mahony - Main post office lobby has art work from Hillsborough school chil- dren on water conservation and indicated that perhaps Burlingame children could be made more aware by being involved in a similar project. Carolyn Root stated that she would be attending a school board meeting and would get some ideas from the board about involving the children. Root - Requested that the trees be trimmed back where banners are hung on Bur- lingame Ave. and California Dr. so banners can be seen. Director Quadri stated that he would check into that possibility. Hughes Commissioner Hughes stated that she would like to see the Hillsborough Water Conservation Committee invited to the Spring Garden Seminar. Hagstrom - Commissioner Hagstrom inquired as to when the parking lot behind the old Crocker Building (Lot C) would be paved. Director Quadri will attempt to find the answer and report back to Commission. OLD BUSINESS Policy on Fruiting Trees - Director Quadri reported that there are a number of olive and walnut trees throughout the City. Current policy has been for the resident to request in writing to the Commission permission to remove any City tree that isn't otherwise dead or declining. Since many of these trees are not suitable as street trees it would be more expedient to allow residents to remove such trees without going through the Commission each time. Commission agreed that this would save time and that it would be a policy worth considering. Director Quadri will draft a policy for Commission review.
