HomeMy WebLinkAboutMin - BC - 1987.11.05BURLINGAME BEAUTIFICATION COMMISSION November 5, 1987 The regularly scheduled meeting of the Beautification Commission was called to order on Thursday, November 5, 1987 at 5:30 p.m. in the City Hall by V. Chair- man Hagstrom. ROLL CALL Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, Hughes, O'Mahony, and Root. Absent: Commissioner Shevchuk Staff: Richard P. Quadri Guests: Henry Horn, Mithoo Benner, and Mr. Benner MINUTES Minutes of the October 1, 1987 meeting were approved as submitted. COMMUNICATIONS Letter from Patricia Bykoff, 1616 Adeline Drive, re removal of private redwood tree at 1516 Cortez, and requesting what can be done in Burlingame to protect the trees. The "A-B-C's of Parliamentary Procedure" from the City Clerk. Letter from Steve Sharple, General Manager of Marriott Hotel, thanking the Com- mission for the 1987 Landscape Award. Letter from Mithoo Benner, 1208 Donnelly Ave., requesting trees be planted in the Donnelly/Lorton Ave. area since that area is "treeless". At this time the agenda was changed to allow Ms. Benner to make a presentation. Ms. Benner indicated that there is currently work being done in that area i.e., �-' removal of electrical poles and that perhaps trees could be placed where the poles were being removed. Director Quadri explained that the current polity for tree planting is that each private residence is entitled to 1 tree at no charge; new commercial developments are required to put in trees; and in the past, the City has worked with merchants in planting trees in the retail areas. Director Quadri stated that the merchants would be responsible for costs involved, and would need to care for the trees until established. Ms. Benner indicated that she would be willing to solicit other merchants in the area to agree to these conditions. Com- missioner Hagstrom moved that the Beautification Commission is concerned about tree planting on Donnelly and Lorton and that Director Quadri pursue this type of pro- ject; seconded. Motion carried unanimously. Director Quadri will discuss with the Engineering Department how the current project is progressing in the area of Donnelly & Lorton. REPORTS QUADRI - Lot on Airport Blvd.,by what was once Victoria Station has been fenced and cad up. Spring Garden Seminar has been scheduled for March 26, 1988 and will be publicized in the Spring Recreation Brochure. GILMORE - Commissioner Gilmore reported that in speaking with the owner of Charles Stationary on Burlingame Ave., he is concerned about the debris and litter around his building. O'MAHONY - Citizens have complained about litter on Broadway and that area should bed to the Commission's list of priorities. .... On the corner of Broadway & Cabrillo (S.E. corner) there is a nice variety of tree that could be used for small planting areas; Commissioner O'Mahony also requests the Commission be sent a copy of the old Distinctive Tree Ordinance for review. L. 00 REPORTS (Cont'd.) ROOT - Broadway Food Center has newsracks that are placed in front of the disabled parking. HUGHES - Commissioner Hughes attended the opening of the Hillsborough Water Conser- vation Garden. Commissioner Hughes brought water conservation material for the Commission to review. HAGSTROM - The Times has just placed a newsrack at the Broadway Post Office. The Postmaster indicated that it would be some time before racks are replaced. The parking -lot near the Broadway Post Office is covered with litter. The Commis- sion discussed placement of trash cans at that lot in an effort to control the trash. After a brief discussion, the Commission decided to write a letter to the Director of Public Works, Ralph Kirkup, requesting trash cans be placed at that lot. ERICKSON - Commissioner Erickson would like to see the sycamores pollarded like San F ncisco trims their trees. Director Quadri stated that the sycamores are trimmed on a 4 year cycle; and that current methods are arboriculturally sound. Commissioner Erickson has called other cities re newsrack ordinances. The City of Millbrae and the City of San Carlos have ordinances that speak specifically to the placement of newsracks. There are now newsracks at the Post Office on the Park Rd. side, at La Pinata on Lorton, and just recently newsracks went in front of Nathan's. Commissioner Gilmore indicated she would like an ordinance requesting a no charge permit be required for placement of newsracks and that there be specific guidelines as to where the newsracks can be placed. Commissioner Hughes moved that a letter be sent to the Council requesting permission to be placed on a Study Ses- sion Agenda to discuss newsracks; seconded. Motion carried unanimously. OLD BUSINESS Priority Setting - Director Quadri reported that P.G.&E. is ready to move on the project of removal and replacement of trees under power lines. Director Quadri will put together a map of possible removals, starting with non-residential areas, for Commission to review and to discuss replacement possibilities. The Commission discussed the different areas of priority that were discussed at the October meeting. Floowing the discussion Commissioner O'Mahony moved the following priorities be adopted: 1) Removal & replacement of trees under utilities; 2) Estab- lishing a working relationship w/the Chamber of Commerce in order to enhance the Broadway area and to promote cleanup in the Burlingame Ave. area; 3) To research and recommend a Newsrack Ordinance; 4) Promote the Landscape Award; and 5) Land- scaping of median islands from 101 to S.P. tracks at Broadway; seconded. Motion carried unanimously. NEW BUSINESS Policy on Fruiting Trees - Director Quadri stated that the Commission needs to re- view the policy on the removal of fruiting trees along the City's right-of-way. There are a number of fruiting trees and rather than coming to the Commission each time a request for removal is submitted, a policy can be established to expedite the process.
