August 6, 1987
`— The regularly scheduled meeting of the Beautification Commission was called to
order on Thursday, August 6, 1987 at 5:30 p.m. in the City Hall by Chairman
Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, and Root.
Absent: Commissioners Hughes, O'Mahony, and Shevchuk.

MINUTES
Minutes of the June 4, 1987 meeting were approved as submitted.
COMMUNICATIONS
Heritage Tree Application/128 Pepper Avenue/Bay tree.
Letter to City Council from Beautification Commission requesting reconsideration
of the passage of the ordinance to control the placement of newsracks at the
Post Office site on Capuchino, the Broadway Train Station and at Stanaway's Mar-
ket area.
Letter from City Manager to City Council explaining situation with newsracks and
advising of legal limitations.
Memo from City Manager requesting Commission attendance reports from January to
June 1987.
Attendance Report/Beautification Commission/Jan.-June 1987.
REPORTS
QUADRI - Reported that an elm branch fell on 2 cars at 301 Primrose Road.
HAGSTROM - Reported that the elms on Alvarado should be inspected.
Commissioner Hagstrom discussed the possibility of a group working through the
Garden Study on beautification of the railroad property between Broadway and
Oak Grove. Director Quadri reported that the summer crew has done weeding in
that area this summer and that jurisdictions would have to be investigated. Com-
missioner Hagstrom indicated this would be a Garden Study Club project and per-
haps another area to focus on would be between Murchison & Trousdale on ECR
(along fenced area). Director Quadri indicated he would bring map with juris-
dictions to next meeting. Commissioner Hagstrom will check further into group
who would do work. \
Commissioner Hagstrom reported that the curbs, sidewalks, and windows in front
of businesses on Broadway are dirty and asked if the Chamber of Commerce could
do something to improve and/or clean up the area. Director Quadri indicated that
the merchants must be willing to finance improvements to that area and to date
have not had the interest. Commissioner Hagstrom indicated she would speak with
Karen Key re cleanup in the area.
Commissioner Hagstrom reported that the steps between Easton & Hillside Drive
are overgrown. Director Quadri will inspect.
ROOT - Commissioner Root indicated that she feels the Commission needs to set
priorities and choose a couple of projects to concentrate on. The Commission
discussed several projects to focus on.
OLD BUSINESS
Newsrack Ordinance - Director Quadri reported that at the July 6, 1987 Council
meeting the Council directed staff to communicate with the post office to try
to resolve the problem with the newsracks. Following, the City Manager sent a
letter to the post office suggesting that perhaps the newsracks could be placed
up against the building. To date the newsracks have not been moved. The Com-
mission discussed other ways of dealing with the problem and asked Director
Quadri if there would be some way that they could meet with the Council as a
Commission to discuss the problem. Director Quadri will ask if the Commission
can address the Council at a Study Session in the next couple of months.
Landscape Nominations - The Committee submitted a list of businesses under con-
sideration for the 1 87 Landscape Award:

3) Marriott Hotel - 1000 Bayshore
A decision will be rendered at the September meeting, and presentation of the
awards will be made at the Community Dinner in October.
NEW BUSINESS
Heritage Tree Designation Application - Upon inspection staff found the bay tree
at 128 Pepper Avenue not to be unusually large and has not been maintained well.
Tree also appears to be in a declining state and therefore the application has
been declined. Director Quadri will inform applicant.
September Commission Meeting - Director Quadri reported that he will be in Van-
couver, B.C. attending the California Park and Recreation Society Park Tour.and
will be unable to attend the September meeting.
There being no further business, the meeting was adjourned at 6:40 p.m.
