HomeMy WebLinkAboutMin - BC - 1987.05.07BURLINGAME BEAUTIFICATION COMMISSION May 7, 1987 `- The regularly scheduled meeting of the Beautification Commission was called to order on Thursday, May 7, 1987 at 5:35 p.m. in the City Hall by Chairman Gilmore. ROLL CALL Present: Chairman Gilmore, Commissioners Erickson, Gilmore, Hughes, O'Mahony, Root, and Shevchuk. Staff: Director Quadri MINUTES Minutes of the April 2, 1987 meeting were approved as submitted. COMMUNICATIONS Letter from Jack Giusto, 857-861 California Drive expressing concerns about adja- cent properties (behind 852-856 Edgehill on California Dr.) and abandoned P.G.&E. and Telephone poles on California Dr. between Burlingame Ave. and Majilla. Letter to Mr. Bob Osberg, Principal, Burlingame Intermediate School from Beautifi- cation Commission thanking them for their participation in the Clean Campus Pro- gram, and that the Commission will furnish a list of areas that need attention in the Community when the new school year begins in September. Letter from City Attorney, Jerome Coleman, re the lot next to the old Victoria Station and indicating that he is in communication with the State Lands Commis- sion for a solution to the litter in the area. Letter and $10.00 donation from the Garden Study Club for the purchase of poppy seed to be spread at Burlingame Intermediate School. Letter from Ted Kevranian, owner of property at 732 Farringdon Lane requesting removal of 2 palm and 2 Liquidambar trees due to damage to sidewalks, sewer lines, driveway, and foundation of house. Memo to Director Quadri from City Engineer, Frank Erbacher, explaining that sidewalk/street repair will be scheduled for 1988/89 on Farringdon Lane. Asphalt patching will be done in the areas of greatest concern as a temporary measure. REPORTS QUADRI Timberline just completed a $42,000 contract with the city for pruning City trees. Currently, the Park Department is working with residents on Rivera re the trimming of Eucalyptus around the water tank. All trees were trimmed by the Park Dept. in the Hillside Cr. area and in parti- cular hawthorne trees at 1386 Hillside Circle in an attempt to alleviate the concerns of the resident. Alex Graham will not be able to speak at the Garden Seminar on June 20. Director Quadri proposed that a program be put together on reduced water usage in gardening. Commission agreed this would be a suitable program. Banners for advertising Garden Seminar would cost $250-$300 each and space avail- ab e for hanging the banner is booked beyond a year. Chairman Gilmore stated she would like to check into this further so a banner could be used for next year's seminar. GILMORE The April Clean Campus inspection was awarded to Burlingame Intermediate School. GILMORE (Cont'd.) Chairman Gilmore would like to proclaim Pershing Park as a memorial park; indivi- duals would be allowed to pay for suitable trees to be planted in memory of some- one. Director Quadri advised that a request of this kind would need to be directed to the Park and Rec Commission; also, neighborhood input requested an `-- open park to be visible from all sides. In addition, trees can be planted in memory of someone at any of our Arbor Day ceremonies. Poppy Seed Day was celebrated at Burlingame Intermediate School. Students, Tisi Wolfgramm, Angela A meida, Cameron Herczog, and Jeff Osberg, assisted Tim Rich- mond of the Park Dept. in casting wildflower seed donated by the Garden Study Club of the Peninsula. Jean McConnell of the Garden Study Club attended along with Chairman Gilmore and Commissioner Hagstrom of the Burlingame Beautification Commisiion. Chairman Gilmore presented a letter to be sent to the participants. Pictures were taken by those present but the Boutique Villager again failed to show for the event. SHEVCHUK Capuchino parking lot by post office has been repaved. Received a letter from Northpark resident Jean Dedekam requesting recommendations from the Commission as to how to start a community vegetable and flower garden in Burlingame. Director Quadri indicated that the City of San Mateo and the City of San Bruno have had community gardens. Commission requested copies of letter be sent with minutes for further consideration. ROOT Broadway needs to be cleaned up, i.e. buildings and windows washed. Commissioner Root also reported on debris around 1150 Cabrillo. O'MAHONY Com sisim oner O'Mahony suggests that there be a landscape award for small businesses. ommission was in favor o aving categories or the andscape award; one for small business and one for large business or corporations. The award will not necessarily be given every year if there areno suitable candidates. The need to publicize the change was discussed. HAGSTROM om�oner Hagstrom inquired as to whether ground cover or wildflowers could be planted along the RR track east side of California Drive from Oak Grove to Broadway to replace the weeds. Director Quadri indicated that the sheriffs crews are scheduled to do more work along California Drive to remove the weeds. Commis- sion will discuss further at a later date. Commissioner Hagstrom stated that it was not the desire of the Commission to get rid of newsracks or newspapers but that the rac s be located in a different area on the Post office property i.e., up against building or some other suitable place; also to get rid of the old, beaten up racks and replace with newer ones. Commis- sioner Hagstrom asked why the permit couldn't stipulate where the newsracks are placed on properties. Director Quadri will ask the City Attorney to attend a future Commission meeting to address the Commissions questions. Several of the trees at McKinley School planted at the Arbor Day ceremonies look dead. Director Quadri indicated that the Park Dept. will monitor the care o the trees until they are established. ERICKSON Inquired about the dead eucalyptus on the eastside of the RR tracks by Trousdale. Director Quadri indicated that no more have died. UC_Extension has conducted some studies and have come to no conclusions as to what caused the trees to die. San Bruno has reported that they have experienced the same thing with 6 eucalyptus. ERICKSON (Cont'd.) Commissioner Shevchuk reported that she noticed 2 eucalyptus on Murchison,that Cook as though they are dying. Director Quadri will investigate. HUGHES o�si:oner Hughes requests that the next Commission meeting be held at Mercy High and following the meeting a tour of the grounds will be conducted. Director Quadri will check to see if that can be authorized. Information will be included on the next agenda. Commissioner Erickson and Hughes discussed the debris at Hughes gas station on Burlingame Ave. and _ R with John Hughes at the Chamber Mixer. OLD BUSINESS Tree Removal/732 Farringdon - Mr. Robert Booth of 728 Farringdon was present. He stated that he fee s the liquidambars and the palm tree should be removed and replaced with smaller trees. Roots ruin sidewalks, curbs, and gardens. Director Quadri indicated he had no problem with removal of the Palm tree, but stated that the Park DepartTent's position on the 2 liquidambars was that the concerns could be addressed when the sidewalks were repaired. Commissioner Erickson asked about the responsibility of the roots beyond the city's easement on private property. Director Quadri stated that the removal of those roots is the responsi- bility of the homeowner. After a brief discussion, Commissioner Hagstrom moved that permission be given to remove 2 liquidambers and 1 palm and to replace with 2 - 15 gallon trees from official street tree list at homeowners expense; seconded. Motion carried unanimously. Newsrack Ordinance - Commission will forego discussion until City Attorney can attend meeting to address questions. Broadway/Rollins Road Beautification - Director Quadri stated the State has been reluctant to maintain the Broadway/Rollins road entrance in an acceptable manner. When concerns were expressed about the median on ECR between Ray Dr. and Murchi- son, the State agreed to work with the City if the city would commit to the main- tenance of the project. Following a brief discussion, Commissioner Hagstrom moved that the Park Department investigate the process necessary for beautifying the Broadway/Rollins Road area; seconded. Motion carried unanimously. 1987-88 Budget - Director Quadri reviewed the Park Department's proposed budget with the Commission. Beautification Concerns - Director Quadri reported that this was placed on the agenda because of a letter received from an adjacent property owner at 857-861 California Drive. The concern about the weeds has been referred to the weed abatement program and the Public Works department has contacted the utility companies in regard to the poles. Commissioner O'Mahony upon inspection of the area found that a couple of couches and some garbage had been set out for pickup; that it looked like some cleanup was being done.
