HomeMy WebLinkAboutMin - BC - 1987.02.05BURLINGAME BEAUTIFICATION COMMISSION February 5, 1987 The regularly scheduled meeting of the Beautification Commission was called to order on Thursday, February 5, 1987 at 5:37 p.m. in the City Hall by Chairman IN, Hagstrom. ROLL CALL Present: Chairman Hagstrom, Commissioners Erickson, Gilmore, and Hughes. Absent: Commissioner Shevchuk Staff: Director Quadri MINUTES Minutes of the December 4, 1986 meeting were approved as submitted. COMMUNICATIONS Request for tree removal/3045 Rivera Drive/due to mildew problem. Request for tree removal/3005 Rivera Drive/due to bees, ants, & pollen. Resident of Valdeflores complaint that an unidentified Park and Recreation Com- missioner had ordered resident to cut or trim plants on property. Memo from City Manager advising Commissioners of authority. Reconsideration for tree removals/2627 Easton Drive. Request f/City Manager for Commission attendance reports. Donation of $100 from Garden Study Club for Arbor Day tree planting. Letter to Garden Study Club thanking them for $100 donation. Memo f/City Manager advising Commissions on 'lack of quorum' meetings. Letter to A. Carbon from Council dismissing him from the Beautification Com- mission due to absences. Letter to Ms. Carolyn Root and Dr. Rosalie O'Mahoney announcing their appointments to the Beautification Commission. The order of the agenda was changed to accommodate Mrs. Nelson of 3045 Rivera Dr., re the request for removal of tree on city's easement. Mrs. Nelson indicated that tree is in her front yard and has grown so large that the house is shaded. Mrs. Nelson contends that she now has mildew in her house and it is caused directly from the tree. Mrs. Nelson stated that she requested removal of the same tree in 1978 but request was denied by the Beautification Commission. Director Quadri confirmed that the request was denied in 1978 by the Beautification Commission; it is the opinion of staff that removal of the tree will not eliminate the mildew; there is no justification for the removal of this tree. After discussing the issue with Mrs. Nelson, the Commission agreed to review fur- ther and render a decision at the next Beautification Commission meeting. Direc- tor Quadri will submit staff report to Commission. OLD BUSINESS Tree Remova /1561 Eastmoor - Director Quadri stated that resident requests removal due to tree dripping because of aphids; trees are regularly sprayed in that area. After a brief discussion, Commissioner Erickson moved that request for removal be denied; seconded. Motion was unanimous. Request for Reconsideration/Tree Removals/2627 Easton Drive - Director Quadri will again advise resident as to appeal procedure. REPORTS QU— ADFtI - Timberline has completed Burlingame Ave. Eucalyptus and are working on City Eucalyptus between S.P. RR and parking lot. REPORTS (cont'd.) QUADRI - A dead Eucalyptus was removed on ECR by Caltrans; cause is yet unknown. Currently, there are 16 rapidly declining Eucalyptus along the RR tracks near Dufferin. Larry Costello from U.C. Extension has inspected trees. Findings `- indicate that nautilus borers are present but apparently not the cause of the trees' decline. Pershing Park is under construction. (Director Quadri submitted pictures to the Commission of the construction.) HUGHES - Commissioner Hughes indicated she will be writing the letter to Petrini's re their garbage area. ERICKSON - Informed Commission on article in Boutique & Villager re reporter who returned to this area because of the trees. Commissioner Erickson asked Director Quadri if Airport Blvd. is to be widened to 4 lanes,would 110 trees need to be removed? Director Quadri reported that in his opinion if that many trees were replaced the playing fields at Bayside Park would have to be relocated. After a brief discussion, Director Quadri advised Commission that when the Public Hearings begin on this issue, the Commission will be able to address the issue from their perspective as a "forestry" commission. GILMORE - Taylor won the December Clean Campus inspection. At the end of this school year, B.I.S. will not be a part of the Clean Campus Contest. Instead, B.I.S. intends to become more community spirited by becoming involved with the Chamber. Taylor Intermediate will conduct their own Clean Campus program. HAGSTROM - The situation at the Post Office off Broadway is yet unchanged. Direc- tor Quadri reported that according to the City Attorney there are no ordinances restricting the number of stands or that which is contained within the newstand providing they are not obstructing traffic. This is due to the laws relating to the 'freedom of the press'. Chairman Hagstrom stated that other cities have more uniform newstands. After further discussion, Commission agreed to send a letter to Council expressing the Commission's concern. NEW BUSINESS Tree Remova /3005 Rivera Drive - Director Quadri indicated that tree has been trimmed by City crews; that bee and ant problem is due to some neighboring bottle brush. Resident has indicated intent to withdraw request for removal. Arbor Day - Arbor Day planting will be on Friday, March 6 at 10 a.m. This year's program will take place at McKinley School. Spring Garden Seminar - Saturday, March 21st; Director Quadri will be asking Alex Graham to be the Seminar's speaker. Commissioner's Dinner - March 6 at the Embassy Suites. Invitations have gone out. Nominating Committee - Chairman Hagstrom appointed Commissioners Hughes, Gilmore, and Erickson to serve on the nominating committee. Names of nominees will be sub- mitted at next commission meeting.
