HomeMy WebLinkAboutReso - CC - 073-2020DocuSign Envelope ID: 14AD6F42-A340-413C-AFOD-7FCCC7946EOF RESOLUTION NO.073-2020 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME EXTENDING ALL EXISTING DEVELOPMENT ENTITLEMENTS THROUGH SEPTEMBER 30, 2020 WHEREAS, on March 3, 2020, the Health Officer of the County of San Mateo declared a Local Health Emergency Regarding Novel Coronavirus 2019 (COVID-19); and WHEREAS, on March 16, 2020, the Health Officer of the County of San Mateo issued an Order ("Shelter Order") directing all individuals in the County to shelter in place in their place of residence except that they may leave to provide or receive certain essential services or engage in certain essential activities and work for essential businesses and governmental services; and exempting individuals experiencing homelessness but urging them to find shelter and government agencies to provide it; and WHEREAS, on March 31, 2020, the Health Officer of the County of San Mateo issued a revised Order ("Revised Order") that clarifies, strengthens, and extends certain terms of the Prior Shelter Order to increase social distancing and reduce person -to -person contact in order to further slow transmission of Novel Coronavirus Disease 2019 ("COVID-19"); and WHEREAS, on April 29, 2020 and May 15, 2020, the Health Officer of the County of San Mateo issued revised Orders ("Revised Orders") that further clarify, extend, and revise certain terms of the Prior Revised Shelter Order to specify social distancing and reduce person -to - person contact in order to further slow transmission of Novel Coronavirus Disease 2019 ("COVID-19"); and WHEREAS, on March 16, 2020, via Resolution No. 33-2020, the City Council of the City of Burlingame ("City Council") determined that a local emergency exists in the City of Burlingame ("City"); and WHEREAS, since March 17, 2020, the majority of Community Development Department ("CDD") staff have been required to work remotely, and City Hall is currently closed to the public. Operations have been curtailed to address the immediate and serious threat to public health and safety, but this closure has resulted in a disruption to government operations not only at the local level, but throughout all of California; and WHEREAS, between March 17, 2020 and May 10, 2020, the CDD was not accepting new applications for most Planning or Building permits, including permit renewals, as operations were curtailed to address the immediate and serious threat to public health and safety; and WHEREAS, the City Council desires to minimize the impact of CDD's current limited operations on residents whose permits were previously approved. NOW, THEREFORE, BE IT RESOLVED AND ORDERED: The City Council extends through December 31, 2020 development entitlements (Planning and Building) that expired or will be expiring between March 17, 2020 and September 30, 2020.
