On March 17, 2020, the Governor issued Executive Order N-29-20 suspending
certain provisions of the Ralph M. Brown Act in order to allow for local legislative
bodies to conduct their meetings telephonically or by other electronic means.
Pursuant to the Shelter -in -Place Order issued by the San Mateo County Health
Officer on March 16,2020 (which was then extended on March 31, 2020 and further
extended on April 29, 2020), the statewide Shelter -in -Place Order issued by the
Governor in Executive Order N-33-20 on March 19, 2020, and the CDC's social
distancing guidelines which discourages large public gatherings, the Library will not
be open to the public for the May 19, 2020 Library Board of Trustees meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed
below.
Members of the public may provide written comments by email to
publiccomment@burlingame.org.
Emailed comments should include the specific agenda item on which you are
commenting, or note that your comment concerns an item that is not on the agenda.
The length of the emailed comment should be commensurate with the three minutes
customarily allowed for verbal comments, which is approximately 250-300 words. To
ensure that your comment is received and read to the Library Board of Trustees for
the appropriate agenda item, please submit your email no later than 4:00 p.m. on
May 19, 2020. The City will make every effort to read emails received after that time,
but cannot guarantee such emails will be read into the record. Any emails received
after the 4:00 p.m. deadline which are not read into the record will be provided to the
Library Board of Trustees after the meeting.

Board of Trustees April 21, 2020 Minutes
I. Roll Call
Trustees Present: Kerbey Altmann, Danielle Garcia, Mike Nagler,
Trustees Absent: Randi Murray, Elisabeth Ostrow,

II. Library Board of Trustees Minutes
The Trustees unanimously approved the minutes of the February 18,
2020 Trustee Meeting. M/S/C (Altmann/Murray)
III. February/March Statistics Highlights
The statistics for March do not convey a complete picture as the library
closed March 16th due to Covid-19. April statistics will be reflective of
on-line reporting and will most likely show a increase in the e-book
collection. Brad noted that there is approximately $70,000 left in the
book budget a portion of which will be allocated to increasing the
number of e-books licenses. Unfortunately, due to the sudden closure of
the library there is not enough time to purchase physical reading
materials before the June 30th end of the fiscal year deadline.
IV. From the Floor (Public Comments)
There were not any representatives from the public who attended the
Trustee meeting.
V. Reports
A. City Librarian's Report - Highlights
1. Staffing
• Currently only full time staff is actively working. The
majority of FT staff are working from home and
approximately 6 staff members have regular shifts at the
library.
• Hourly staff received payment for scheduled hours from
April 8th to May 3rd. As of May 3rd hourly staff received a
one time severance in a lump sum. At this time hourly staff
was furloughed which made it possible for them to apply for
unemployment insurance. Hourly staff will be reinstated
when the library reopens.
2. Department Activities
• Children's staff is conducting virtual story times, as well as
tutoring services through tutor.com. Jenny Miner is also
offering homework help accessible through Zoom. Plans
are being made to offer "Summer Reading" on line.
• Adult Services is conducting on-line book clubs and Zoom
reference times. Also, Jodi and Brenda are making masks
for staff and City employees.
• Tech services is taking care of IT technical issues for staff
and the building in general. Jason is making shields on the
3-D printer for police, fire and other city departments.
• Circulation has been mailing out "holds" that were not
picked up before the March 16th closing and reaching out
to seniors through letters asking them to contact us for
future information about library resources available to
them.
3. Custodial Services
UBS, our custodial services, has washed all the windows and
is performing general maintenance of the building.
4. Re -Opening Plan
Re -opening plans for the library are in the beginning stages.
Committees will be set up with staff members to discuss the
the best ways to re -open and still maintain the basic concept
of social distancing with safety of employees and the public
being the highest priority.
5. Budget for Fiscal Year 2020-2021
The Finance Director, Carol Augustine, has approved the
library budget for the fiscal year 2020-2021. It will remain the
same as the previous fiscal year.
B. Speaker's Series - Planning for next year series is on hold.
C. Foundation Report - No Report
VI. Mayor Emily Beach
Mayor Beach thanked Brad, and the library staff for all their efforts in
reaching out to the community by continuing to provide library services
on-line. Mayor Beach requested that sometime in the future she would
like each manager to attend a council meeting and share information on
current library projects and services relating to their specific department.
Information from Mayor Beach follows.
• Car break ins and package theft are increasing. Remember to lock
your car at all times.
• The City has established 'Burlingame Back in Business" a grant
program provide economic relief to small business who are
experiencing financial difficulties resulting from COVID-19.
• The City is also in the process of creating a gift card program to
assist residents who are having financial difficulties due to
COVID-19.
VII. New Business
A. Edelweiss Software
• This software compares libraries to book stores and indicates
where libraries should be focusing their budget.
• Edelweiss is a tool for staff to direct their attention to what books
should be on the shelf and what books should be removed.

• Trustee Murray and Nagler emphasized that just because a
particular book is not checked out often, doesn't necessarily mean
that it should be deleted from the collection.
This software is geared to the more popular books that are
purchased at book stores.
VIII. Action Items
A. Trustees will be provided with a shorter version of the Edelweiss
report.
B. Brad will contact Silicon Valley Foundation to set up a date for them
to review the first quarter financials with the Trustees.
IX. Adjournment
The meeting was adjourned at 6:43pm. M/S/C (Altmann/Murray). The
next meeting of the Library Board of Trustees will be held on May 19,
2020 at 5:30pm. Brad will provide the Trustees with the information for
the Zoom meeting.

* Notes from Adult Services:
Staff were off on administrative pay with reduced work expectations due to the first 3 weeks of Shelter in Place.
On Monday, April 13t", Adult Services staff began holding Online Reference sessions. We expanded this a week later to
include phone calls.
Much of the work during this time period was spent adapting existing programs into virtual programs.

Personnel Updates:
Comings and Goings
o Children's Dept has hired Jennifer Bousquet as the new Children's Librarian. Jennifer comes to BPL as a part-
time Librarian from San Mateo Public as well as working part-time here in Burlingame. Welcome to the fold
Jennifer.
Recruitments
o BPL is fully staffed in all benefited positions. Also, given the amount of hourly staff lay-offs that will begin for
many PLS libraries after re -opening Burlingame will most likely not need to recruit for any positions in the near
future.
Hourly Staff
o Hourly Staff have begun receiving EDD checks. The City was forced to pay out their vacation accrual due to a
Dept of Labor rule about furloughed employees. Their sick time was "deleted" but will be reinstated once they are
allowed to return to work. Managers and supervisors are keeping in touch with hourly staff via email and phone to
keep updated on their welfare.
General Updates:
o Monthly Topic — Library Pandemic Priorities (see attachment)
o Strategic Plan 2019/2020 — given the current state of affairs managers will be reviewing the validity of
the 5 current goals in the new fiscal year.

• The City Attorney has informed us we will probably need some sort of policy in place to enforce
adherence to safety mechanisms such as face masks and social distancing in the Library in case
of scofflaws.

• All in -person events and programs have been canceled indefinitely. Online programming is
quickly growing to meet the demand of a Shelter In Place community.
o Facilities update —
• We have postponed carpet cleaning for the moment after we were informed it would displace our
normal cleaners and they would not be paid.
o Foundation report —
• The board is exploring different avenues of fundraising. Book selling is very much up in the air
until they are able to return to the building. The Library will be working with them for alternative
ways to continue receiving and processing donations.
o PLS/PLP (Peninsula Library System /Pacific Library Partnership —
■ PLP Annual Directors meeting takes place this Friday May 15th via zoom. Burlingame is
Exec chair and we will be considering our 5-year strategic priorities for the 8 Bay Area
counties PLP comprises, as well as many other topics.
■ PLS meets Monday May 18t' to discuss PLS/PLAN budget issues and book delivery for
the County.

Principles Guiding the Planning for Re -Opening
This ideas in the Library's planning document, and the guidance from the Governors and SMC Health
Directors office, is grounded in the following principles:
• The safety of staff and the public is paramount.
• Equity is more important than ever and we must ensure those who need library services get
them, online or in -person. Community members look to the library to help ameliorate the
economic, health and digital inequalities in our communities.
• Programs are not limited to physical spaces, as libraries have already demonstrated, and we
must strive for comparable or improved outcomes in all virtual or other socially -distanced
programming.
• Libraries may need to significantly alter their service delivery and, as in previous economic
downturns, will likely see an increase in use by a wide variety of residents, including but not
limited to job seekers, families, people experiencing homelessness and seniors.
• Libraries share many common features, but are also unique to their location and constituency.
Phase I : Building Open for Staff, Not the Public
Library staff may return to the building to work before the building is available for public use. Some
Burlingame staff are back on -site preparing for Phase II at this time. Curbside Pick-up will commence
soon.
Phase II: Library open to public on a very limited basis (strong social distancing)
Libraries that reopen their facilities to the public while social distancing requirements are in effect will
need to determine how best to create social distancing among staff and between staff and patrons.
Phase III: Libraries open to the public on a semi -limited basis (social distancing
measures are still in place)
As in Phase II, only allow people in the building for a certain period of time, by appointment, or for
specific uses.
NOT in Stage 1 or 2: Higher -risk workplaces —
• Personal services such as nail salons, tattoo parlors, gyms and fitness studios
• Hospitality services, such as bars and lounges
• Entertainment venues, such as movie theaters, pro sports, gaming, gambling,
and arcade venues
• Indoor museums, kids museums and gallery spaces, zoos, and libraries
• Community centers, including public pools, playgrounds, and picnic areas
• Religious services and cultural ceremonies
• Nightclubs
• Concert venues
• Festivals
• Theme parks
• Hotels/lodging for leisure and tourism
