September 1, 1988
�-- The regularly scheduled meeting of the Beautification Commission was called to
order on Thursday, September 1, 1988 at 5:30 p.m. by Chairman Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, O'Mahony, and Root.
Absent: Commissioners Hughes and Ward.
Staff: Director Quadri
Guests: Chrissie Gilmore -Herron
MINUTES
Minutes of the August 4, 1988 meeting were approved as submitted.
CORRESPONDENCE
Letter to Jo Fathan T. Plant from the Library inviting him to make a presentation
at the Spring Garden Seminar in the Spring of 1989.
Letter to Carolyn Hipps, 1649 Balboa Ave., from Director Quadri requesting she
contact the Park Department to schedule stump grinding of the recently removed
liquidambar.
Letters to Dorothea Hughes and Ardith Erickson from the City Manager, Dennis
Argyres, informing them that their first term on the Beautification Commission
expires October 7, 1988, and advising of procedures for reappointment.
Commission candidate application from Ardith Erickson received August 22, 1988.
Comments on the Newsrack preposal from the City Attorney, Jerome Coleman.
Letter referred from Planning Department from Galleria deFarsh requesting the
�-- procedures for the installation of trees and benches along the side and front
of their store. (Director Quadri stated that he will advise Galleria deFarsh
to work through the Broadway Merchants Association.)
REPORTS
GILMORE- Commissioner Hughes will be in Maryland until her daughter's home is
sold.
O'MAHONY - 'Was sorry to have missed the last meeting'. Commissioner O'Mahony
stated that she is glad there will be further discussion on the definition of
small and medium business categories in regard to the Landscape Award.
Commissioner O'Mahony asked Director Quadri if she could see the City Attorney's
memo of 7/20/88 on Tree Root Damage.
HAGSTROM - Behind Petrini's is an "unsightly mess"' sidewalks are greasy,
crates are on the sidewalk, etc. Director Quadri will ask the City Attorney
who has jurisdiction over this matter.
The property behind 10 Hillside Cr. on Summit is a potential fire hazard. Direc-
tor Quadri advised Commissioner Hagstrom to report any fire hazards to the Fire
Department.
ERICKSON - Garbage is again collecting behind the Round Table, King Yen, and
La Pinata.

While vacationing in Victoria, Canada Commissioner Erickson was in Oak Bay and
obtained a copy of the Oak Bay street tree policies. In turn, the City of
Burlingame Park Department sent Oak Bay a copy of the City's street tree policies
as well as an Official Street Tree list.
ROOT - Dr. Black, Superintendent of Elementary Schools, has just returned from
vacation so no decision has been made on the art coordinator.
OLD BUSINESS
Newsrack Committee - Commissioner Root reported that she and Commissioner Gil-
more met with Director Quadri, the City Attorney, and Daniel Martin (Postmaster)
and discussed what was legal and what wasn't in regard to newsracks. Director
Quadri stated that safety is primarily discussed but the real issue seems to be
aesthetics and the 'proliferation' of newsracks; modular units placed by the
Chronicle, rented by the newspapers may be the answer to the real issue and will
be safe at the same time. After a brief discussion Commissioner Root suggested
the Newsrack Committee meet again to discuss this approach and then perhaps sche-
dule a meeting with the newspapers.
Landscape Award Selection - After a brief discussion on the nominees the Commis-
sion submitted ba ots on their selections. The following businesses will be
presented with an award at the Community Dinner on October 15, 1988 at the Hyatt
Regency:
