�. The regularly scheduled meeting of the Beautification Commission was called to order
on Thursday, May 5, 1988 at 5:35 p.m. by Chairman Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, H es, O'Mahony, Root
and Ward.
Absent: Commissioner Hughes.
Staff: Director Quadri
Guests: Mr. and Mrs. Pope, 1617 Marco Polo Way; Susan and Allison Ungar, 1338 Drake.
MINUTES
Commissioner Root indicated that the following corrections should be made on the
April 7 minutes:
Under "REPORTS - ROOT" -- omit "have had their chains removed and "
Under "NEW BUSINESS - O'MAHONY" -- omit "and acting as liaison to the Broadway mer-
chants."
The minutes were approved as corrected.
COMMUNICATIONS
Letter to Diane Centoni, ROP, from Director Quadri thanking her for her presentation
at the llth annual Spring Garden Seminar.
Letter to Ken Meyer, Mayne Tree Expert Co., from Director Quadri thanking him for
his presentation at the llth annual Spring Garden Seminar.
Letter to Timothy Brosnan, Trico Pacific, from Director Quadri informing him of
the Commission's decision on removal and replacement of 2 acacia trees with 2 suita-
ble 15 gallon size trees at owners expense.
Letter to Charles T. Izmirian, at 1425 Bellevue, from Director Quadri informing him
of the Commission's decision on removal and replacement of 1 acacia with a suitable
15 gallon size tree at owners expense.
Letter to Dr. James E. Black, Superintendent of Burlingame Elementary Schools, from
the Commission thanking him for the "adornment to the Main Post Office on Park Road
with the children's art."
Memo to Dennis Argyres, City Manager, from Director Quadri, informing him of secur-
ing 12 to 15 disease resistant Elms from the California Department of Forestry to
replace elms lost primarily in the Oxford -Cambridge area.
REPORTS
QUADRI - Asst.Director Rich Langevin will be leaving the department to accept the
position of Park Superintendent for the City of Newark. Director Quadri indicated
that it will be difficult to fill his position and probably won't be able to replace
until July, 1988. Commissioner Gilmore suggested the Commission send a letter to
Asst. Director Langevin thanking him for the work he has done for the City of Bur-
lingame.
The April Chamber Newsletter had an article about the Arbor Day ceremonies.
The flyer for tree policies has been submitted to the Recreation Department for
inclusion in the Summer Rec Brochure. The flyer will also be made available as
a handout from the Water Dept. when new residents request water hookup.
Director Quadri will meet with a representative from the Chronicle to discuss news -
racks. Commissioner Gilmore suggested that a member of the Newsrack Committee be
present at the meeting.
REPORTS - (Cont'd.)
QUADRI - Commissioner Gilmore asked if the racks at Broadway Post Office could be
moved. Director Quadri will talk to Michael Bosch about moving the racks.
Payments are being received on illegally pruned trees. Mrs. and Mrs. Pope of 1617
Marco Polo are requesting that they be able to replace their birch tree with another
type tree, i.e., metrosideros. Policy has been that in neighborhoods where there
is one variety of tree, replacement may be of the same variety so as not to change
the character of the neighborhood and that any requests for a different variety
should be reviewed by the Commission before approval. Mr. Pope was recognized by
Chairman Gilmore . . . Mr. Pope stated he was not aware that the tree located on
his front lawn was a city tree and that he has been a resident for 9 years; he
felt something should be done to let new owners know. Chairman Gilmore stated
that those issues are being addressed at this time. Commissioner O'Mahony sug-
gested that information could be included in the assessors information so home-
owners would know what portion of their property belongs to the City. Director
Quadri will further investigate.
Water rationing will begin June 1. Council is expected to adopt an Urgency Or-
dinance on May 16.
GILMORE - Chairman Gilmore requests that the Alvarado intersection be put on the
June agenda . . . a young waman will be making a p Irsentation to the Commission.
O'MAHONY - Broadway merchants group would like to beautify the avenue by having
planters in fronts of the stores and wants to know the procedures to follow to have
this done. Director Quadri will speak with Public Works Director Ralph Kirkup to
find out procedures.
HAGSTROM - Reported on a program in Mobile, Alabama called 'Bag It' week for litter
cleanup. This might be a program the City may be interested in.
ERICKSON - Inquired if the Sycamores will continue to be trimmed in the same manner
by P.G.&E. Director Quadri indicated that the Sycamores would be trimmed that
way and that the Park Department would be in those same neighborhoods this fall
to do the Sycamores that aren't under the lines.
OLD BUSINESS
Newsrack Committee - Director Quadri will contact the committee when a meeting has
been set with the Chronicle to discuss newsracks.
NEW BUSINESS
Landscape Award Committee Appointment - Commissioners O'Mahony, Root, and Ward
will serve as the Landscape Award Committee. Committee will submit names of
eligible large and small businesses. Chairman Gilmore asked Commissioner Erickson
to send a letter to the Chamber of Commerce so the Landscape Award can receive
some pulbicity in the Chamber newsletter. Commissioner Hagstrom questioned whe-
ther the Commission should give a Landscape Award during a drought. After some
discussion the Commission felt that those properties that can be maintained during
a drought would be the ones particularly eligible for this year's award.
Budget Review - Director Quadri submitted the Park Department's 1988-89 budget to the
Commission or review. Questions or comments will be discussed at the next meeting.
There being no business from the floor, Chairman Gilmore closed the meeting in Com-
missioner Hughes honor at 6:40 p.m.
