April 7, 1988
The regularly scheduled meeting of the Beautification Commission was called to
order on Thursday, April 7, 1988 at 5:30 p.m. by Chairman Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Hagstrom, Hughes, O'Mahony, Root, and
Ward.
Absent: Commissioner Erickson.
Staff: Asst. Park Director Langevin
Guest: Mrs. Kevranian, 732 Farringdon Ln.
MINUTES
Minutes of the March 3, 1988 meeting were approved as submitted.
COMMUNICATIONS
here were no communications for the month of April, 1988.
The order of the agenda was changed to accommodate Mrs. Kevranian, 732 Farringdon
Ln.
732 FARRINGDON LN./REQUEST FOR REINSTATEMENT OF TREE REMOVAL PERMIT
Mrs. Kevranian (sister of Ted Kevranian, original applicant) explained that her
brother moved out of the country because of business and tree could not be re-
moved until this time. Therefore, she requests the permit for removal be rein-
stated because roots from the city tree are causing extensive damage to her front
lawn and walk.
Asst. Park Director Langevin commented roots can be removed if lawn renovation is
planned and that the Park Department would advise Mrs. Kevranian's contractor as
�..- to the root removal. At a later date the Public Works department will be schedul-
ing a sidewalk repair program in the Farringdon area and upon removal of the side-
walk the Park Department can perform further root pruning.
Mrs. Kevranian stated that she would like to see the tree remain and would be
satisfied if root pruning could be done. Mrs. Kevranian withdrew her request for
a tree removal permit and will instead seek to have extensive root pruning done
under the supervision of the city's Park Department. Mrs. Kevranian will contact
Park Dept. when work can be scheduled.
REPORTS
GILMORE - Chairman Gilmore commented that the Spring Garden Seminar was wonderful
and very informative; hopes to see more publicity for the Seminar in the Boutique
& Villager and the Times; thanked Commissioners for supplying refreshments and
Asst. Park Director Langevin for the flower arrangements.
ROOT - The art currently being shown at the Post Office is from the children at
Lincoln Elementary School. Dale Perkins of Burlingame Intermediate School will
not be able to serve as the Art Coordinator for the schools.
The newsracks in front of the Broadway Grocery (by the handicap parking) have had
their chains removed and 2 racks have been removed. Asst. Park Director Langevin
stated that the Park crews were responsible for removing the chains which were
chained to city trees.
O'MAHONY - There is no further news on the Broadway sidewalk cleaning. Tree was
removed outside 1427 Floribunda (w. end of garage) and resident misses the blos-
soming tree. Asst. Park Director Langevin will investigate.
The article "Burlingame's axe is out for tree 'butchers'" in the March 29, 1988
edition of the San Mateo Times was a 'beautiful' article. The Commission agreed.'
REPORTS (Cont'd.)
O'MAHONY - Chairman Gilmore asked if information re street tree policies will
go out with the water bills. K. Harvey, Secretary to the Park Dept., explained
that along with this recent article, a full page ad on Street Tree Policies will
be in the next Rec Brochure. In addition, information on Street Tree Policies
will be given to new residentsthrough the water department.
LANGEVIN - Mayne Tree has sprayed for the Elm bark beetle and will spray for the
Elm leaf beetle in June; Timberline Tree Co. is currently thinning and safety
pruning the trees in Washington Park; Broadway is undergoing a sidewalk 'facelift'
through the Public Works department where city trees have damaged the sidewalks.
When sidewalk repairs are completed the Park Department will pour an aggregate that
will allow air and water penetration around base of trees to alleviate tripping
hazards; On Monday, April 4, a minimum of $1,200 worth of vandalism occurred at
the Pershing Park -- the Police Department is investigating the destruction of
6 trees.
Residents at 1565 Ralston Ave. (adjacent to Heritage Park) request a Eucalyptus
tree in the park be removed due to debris and sidewalk damage caused by tree.
Asst. Park Director Langevin explained that since this is in a city park the Com-
mission has no jurisdiction. However, the Park Department will prune, thin, and
shape the tree to alleviate most of the residents concerns. The sidewalk will be
repaired under the City's sidewalk repair program.
OLD BUSINESS
Newsrack ommittee - Chairman Gilmore remarked that the Newsrack Survey submitted
by Director Quadri was excellent. Chairman Gilmore and Commissioner Root will
arrange a meeting with City Manager Argyres and City Atty. Coleman to discuss
survey and direction of committee.
1425 Bellevue/Request for Removal - Asst. Park Director Langevin indicated that
Black Acacias cause extensive sidewalk damage and within the next 5 years the side-
walk at that address will need repairing. Commissioner Ward moved that a permit
be issued for the removal of the Black Acacia and replacement of a suitable variety
be provided at owner's expense; seconded. Motion carried unanimously.
2405 Easton Dr./Request for Removal - Asst. Park Director Langevin commented that
the existing Black Acacias will present a view hazard for the proposed driveway;
trees are also being topped for line clearance preventing the trees from being
an asset aesthetically to the neighborhood. Commissioner O'Mahony moved that
a permit be issued for the removal of the 2 Black Acacias and 2 replacements of
a suitable variety be provided at owner's expense; seconded. Motion carried unani-
mously.
NEW BUSINESS
Commissioner O'Mahony thanked Commissioner Root for promoting the children's art
work in the City and acting as liaison to the Broadway Merchants.
Commissioner O'Mahony moved that the Commission send a letter thanking Dr.
Black, Superintendent of Schools, for his cooperation in beautifying the city
with children's art.
There being no comments from the floor the meeting was adjourned at 6:25 p.m.
