February 4, 1988
The regularly scheduled meeting of the Beautification Commission was called to
order on Thursday, February 4, 1988 at 5:30 p.m. in the City Hall by Chairman
Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, Hughes, O'Mahony,
Root, and Ward.
Staff: Director Quadri
Guests: Mr. and Mrs. Ossipoff (1645 Balboa Wy.) and Mr. and Mrs. Hipps (1649
Balboa Wy.).
Order of agenda was changed to accommodate the guests.
1649 Balboa/Request for Removal
Director Quadri stated that the owners of 1649 Balboa Wy. are requesting street
tree removal due to structural damage at 1645 Balboa (apparently caused by the
roots) and to their private walkway and sewer. In addition, they are concerned
about the damage being done to the driveway at 1645 Balboa Wy. making it impos-
sible to open the garage door. Director Quadri indicated that the Park Depart-
ment would not oppose removal and would be willing to participate in stump
removal and grinding down of the stump and roots within the City right-of-way;
the procedure used would not effect sewer line and/or lateral. Claims for damage
to private pathways and driveways should be filed with the City Clerk -- Com-
mission will only vote on granting permission for removal.
Mr. Ossipoff (1645 Balboa Wy.) stated that the roots have lifted his driveway
so much that he is unable to open his garage door; in the past he has cut his
garage door but that can no longer be done.
Mr. Hipps (1649 Balboa Wy.) stated that Roto-Rooter comes out frequently to
clear the sewer; tree was planted 2' from the sewer; plumber and contractor
have said that if the tree comes out the roots could break the sewer line.
Director Quadri reiterated that the method used for the removal of this stump,
should the Commission grant permission for removal, would not cause damage to
the sewer line. However, if during stump removal any further damage is done
to sewer line the City will be responsible for cost of damage caused by such
removal. Anything thereafter would be the responsibility of the homeowner.
Commission discussed assurances for repairs to sewer line (if broken during
stump removal) and a replacement tree.
Commissioner Hagstrom moved that Mr. Hipps be granted permission to remove the
liquidambar at 1649 Balboa Wy. and that the Park Department will assist by
grinding of the stump and will pay for any damages to the sewer line caused
during the removal of the stump; seconded. Motion carried on a 6-1 vote,
Commissioner O'Mahony voting no.
Director Quadri will send a letter to the applicants.
MINUTES
Minutes of the January 7, 1988 meeting were approved as submitted.
COMMUNICATIONS
Letters to Mr. & Mrs. Ossipoff (1645 Balboa Wy.) and Mrs. Carolyn Hipps (1649
Balboa Wy.) informing them of receipt of their letters requesting removal of
the tree at 1649 Balboa and that the decision would be made at the regular

scheduled meeting of the Beautification Commission on February 4, 1988.
Letter to Rufina Shevchuk from Mayor Pagliaro, Jr. thanking her for her service
on the Beautification Commission.
Letter to Chairperson Jeannie Gilmore, Beautification Commission from Dennis
Argyres, City Manager suggesting that the commission choose two of its members
to work with staff on the newsrack project.
Letter and $100 donation from the Garden Study Club for the purchase of trees
to be planted during Arbor Day ceremonies.
Letter from Charles T. Izmirian, 1425 Bellevue Ave. #15, requesting permission
be granted for the removal and replacement of an Acacia tree at above address.
REPORTS
QUADRI - Mayne Tree Co. has appraised the two Eucalyptus trees illegally removed
at 5-98 Columbus at $9,575. 'A Cut Above Tree Service' has no license or in-
surance. City Attorney will be meeting with homeowner and owner of tree company
to decide on means for collection. Commissioner Gilmore asked if info could
go to Realtors to hand out to new home buyers. Director Quadri indicated that
the Chamber sends out info to new home buyers and it lists departments to call
for certain concerns.
A Black Locust was removed at 20 Highland. Tree became unstable during removal
of the sidewalk, and Park Department determined it to be a safety hazard.
There have been reports of at least 11 instances of illegal pruning of trees in
�. the City of Burlingame in the month of January.
GILMORE - Thanked all Commissioners for going to the Study Meeting re the
Newsracks and feels confident that progress will be made. Director Quadri
stated that the newsracks will be surveyed throughout the City. Commissioner
Gilmore asked that a count of the newsracks at the Burlingame Plaza also be
included.
O'MAHONY - Requested that the Commission receive a list of Heritage Trees
throughout the City. Mr. Alex Hanson at 1516 Highway Rd. would like to have
a large Redwood tree designated as a Heritage Tree. Director Quadri will have
a form sent to Mr. Hanson.
Bridge behind Highway Road has broken boards and needs repair. Director Quadri
reported that Public Works has funds budgeted for repair of that bridge and the
Park Department Safety Committee has reported it to Public Works.
HUGHES - Debris and litter is again piled up along fence between Hughes gas
station and Lucky Store. Commission will send a letter to Lucky Store request-
ing area be cleaned up.
ROOT - Dale Perkins from Burlingame Intermediate School surveyed condition of
children's art throughout the City. Dr. Black, Superintendent of Schools, will
ask principals if each school will commit to a project for art replacement.
Commissioner Root suggested that an easel with Commissions priorities listed be
at each meeting so the Commission's goals can be kept before them.
Commissioner Root asked if someone would be interested in being liason to the
Broadway Merchants Association. Commissioner O'Mahony said she would keep the

Commission informed as to any progress the Broadway Merchants Association have

ERICKSON - The trees planted at last year's Arbor Day at McKinley School look
unhealthy. Director Quadri will have the Park Department inspect.
OLD BUSINESS
Arbor Day - March 7, 1988 - Director Quadri reported that this year's Arbor Day
planting will take place at Washington Park on the Carolan Ave. side. There
were no suitable school sites for this year's Arbor Day.
Garden Seminar - March 26, 1988 - Director Quadri has sent a letter to Alex
Graham inviting him to be a speaker at this year's seminar. Commissioner
Hagstrom suggested that in the event Mr. Graham isn't available that the Com-
mission consider inviting Albert Wilson to be a speaker. Commission was in
agreement. City staff will supply coffee, tea, cream, sugar, cups and napkins;
and Commission will supply cookies, breads, and or pastries.
NEW BUSINESS
Nominating Committee - The Commission as a whole nominated and elected the
following officers for 1988:
Chairperson - Commissioner Gilmore
V. Chairperson - Commissioner O'Mahony
Secretary - Commissioner Erickson
Newsrack Committee Appointment - Commission agreed to have Commissioner
Gilmore and Commissioner Rootserve on the Newsrack Committee.
There being no further business, the meeting was adjourned at 7:00 p.m.
