December 7, 1989
The regularly scheduled meeting of the Beautification Commission was
called to order at 5:30 p.m. by Vice -Chairman Root.
ROLL CALL
Present: Vice -Chairman Root, Commissioners, Gilmore,
Hagstrom, Peeters, and Ward.
Absent: Commissioner Erickson
Guests: Mr. and Mrs. Short, 804 Burlingame Ave.; Mr. Boyle, 8 Davis
Court.
Order of agenda was revised to accommodate guests.
OLD BUSINESS
Director Quadri requested Item B under Old Business (Request for NO
removal of trees at 804 Burlingame Ave.) be tabled because the current
Washington Park Improvement project may change the traffic pattern in
such a way as to disallow traffic exiting from employee parking lot
adjacent to 804 Burlingame Ave. thereby eliminating the traffic view
hazard currently existing. Additionally, the City Attorney recommends
issuing an encroachment permit to Mr. and Mrs. Short for the future
maintenance of the trees. The Commission agreed to table the item.
Director Quadri will report back at the January 4, 1990 meeting.
Request for Removal - 8 Davis Ct. - Mr. Boyle stated that roots from
the tree have broken the sewer lateral making it necessary to have the
line cleared 2-3 times a year; roots are also coming up in the lawn and
tree is too large and requests removal of the magnolia and replacement
with a smaller variety be planted.
Director Quadri stated that tree roots will not "break" a sewer line,
only invade a line that is already broken. Staff report indicates root
damage is minimal and can be contained by root removal, and possibly
the placement of root barriers; this tree is not unlike any other tree
in the area and no removal is recommended. Director Quadri suggested
that perhaps reducing the canopy of the tree, grinding down some of the
roots and the placement of root barriers could remedy the problems.
Mr. Boyle indicated that he was willing to work with the department.
Director Quadri with the approval of the Commission recommended Mr.
Boyle arrange a meeting with the Tree Supervisor to discuss
alternatives to removal and if the alternatives are not acceptable
Commission can reconsider at a later date. Mr. Boyle thanked the
Commission for their consideration.
MINUTES - Minutes were approved as submitted.
CORRESPONDENCE
Letter to Mary Blythe informing her that the Commission
enthusiastically encourages her cub scout group to participate in the
Arbor Day ceremonies on March 7, 1990.
Letter(s) to Mrs. Sarah E. Boyle, 8 Davis Ct., and Mr. and Mrs. Short,
804 Burlingame Ave. informing them that their requests will be acted
upon at the December 7, 1989 Commission meeting.
REPORTS
OUADRI - Street tree planting has been completed. The department has
been able to plant 114 15 gal. size trees due to the funds collected
for illegal street tree removal. Next scheduled planting will take
place in April.
PEETERS - A Cypress tree in front of McKinley School on Paloma was
removed because its trunk was rotted out. This was private tree, but
Commissioner Peeters has been assisting the P.T.A. in possible
replacement. The P.T.A. is hoping to have a replacement planted on or
around Arbor Day.
WARD - Beer cans, paper, and weeds are on the roadside at Skyline south
of Trousdale. Director Quadri will schedule the Hillcrest crews in
that area.
GIL ORE - The Newsrack Ordinance was presented at the December Council
Study Session and the Council seemed positive and very supportive.
Director Quadri stated that the ordinance will be introduced at the
January Council meeting; the second reading will be at the February
meeting and will be passed at that or a subsequent meeting; 30 days
after passage the ordinance will go into effect. The Commission
thanked Commissioner Gilmore for all her work on the Newsrack
Committee.
OLD BUSINESS
Suring Garden Seminar - March 10, 1990 - Commission will decide on
theme for the 1990 Garden Seminar at the January meeting. Commissioner
Root volunteered to submit a banner application with the City for the
`- hanging of the banner.
NEW BUSINESS
Alcohol Tax Initiative - Director Quadri informed the Commission of the
upcoming Alcohol Tax Initiative to be placed on the November 1990
ballot. If passed, alcohol will be taxed at a rate of $.05 per drink.
Money raised will go to alcohol and drug prevention. Parks and
Recreation Departments in the state will receive up to 16 million a
year. This initiative cannot be promoted through the Commission or
sponsored by anyone employed by the City . . . it must be promoted on
an individual basis.
Selection of new Chairman - Because of past Chairman O'Mahony's
election to the Council, Commissioner Gilmore moved that Commissioner
Root be appointed as Chairperson pro-tem; seconded. Motion carried
unanimously.
There being no further business or comments FROM THE FLOOR meeting was
adjourned at 6:30 p.m.
