November 2, 1989
The regularly scheduled meeting of the Beautification Commission was
called to order at 5:30 by Vice -Chairman Root.
ROLL CALL
Present: Vice -Chairman Root, Commissioners Erickson, Gilmore,
Hagstrom, Peeters, and Ward.
Absent: Chairman O'Mahony
Staff: Director Quadri
Guests: Students from Aragon High School
MINUTES - Minutes of the October 5, 1989 meeting were approved as
submitted.
CORRESPONDENCE
Letter from 8 Davis Court requesting removal of tree due to root
problems and shedding leaves.
Letter from 804 Burlingame Avenue requesting liquidambar tree
scheduled for removal NOT be removed.
Letter to Beautification Commission from City Attorney in reference
to letter from 804 Burlingame Avenue.
REPORTS
�. OUADRI - Proposed Newsrack Ordinance has been sent to Council with
the request that it be scheduled for a Study Session.
ROOT - The children's art at City Hall is almost completed.
ERICKSON - While waiting for a train at the Palo Alto train station
a rickety newsrack fell over during earthquake . . . feels this just
reiterates how unsafe the single newsracks can be.
There is landscaping going on at the Bird Sanctuary. Director Quadri
stated that the city received a grant from the Coastal Conservancy
and the landscaping being done is part of the continuance of the bike
path.
PEETERS - Has spoken to Mr. Heron, Principal of McKinley school re
the Magic Corporation providing speakers and programs at schools
before Arbor Day and in conjunction with the Peninsula Re -Leaf. Mr.
Heron will speak to teachers and report back to Commissioner Peeters.
The College of San Mateo Horticulture Department has offered to take
care of the oak seedlings to be given to elementary students for
planting in their private yards.
Spoke with Bill Friedman of the Friends of Mills Canyon. Mr.
Friedman stated that Oak trees planted in the canyon could ruin
wildflower areas and views. Director Quadri stated that trees will
not be planted where they can block views.
PEETERS - (Cont'd.)
Commissioner Peeters reported that the CSM plant sale will be
December 12-14.
GILMORE - Requested that something be considered for the "temporary"
traffic island at Alvarado and Hillside. Director Quadri stated
because of the 6-8 ft. deep concrete for the old cable car
turnaround, irrigation and landscaping are not possible but said that
decorative rock could be considered. Director Quadri will discuss
with Public Works and report back to Commission.
NEW BUSINESS
Request for Removal - 8 Davis Ct. - Director Quadri stated that upon
inspection, Tree Supervisor states "Beautiful tree. Minimal root
damage", and that tree removal should not be granted. Commission
will inspect and render a decision at the December 7 meeting.
Request for NO removal - 804 Burlingame Ave. - Director Quadri stated
3 liquidambers were planted very close to one another and have growth
from the ground up. Attempts in the past by the Park Department to
trim trees for safety, have only ended in unpleasant confrontations
with the homeowner. The latest attempt was to remove the middle tree
and raise trees to suitable street tree standards as trees cause a
hazardous and unsafe condition for employees exiting the Recreation
Department's driveway. As stated by the City Attorney "the parking
strips are City right-of-way and therefore the City has jurisdiction
and control over them". Commission will inspect and will render a
decision at the December 7 meeting.
Spring Garden Seminar - Commission will decide theme and date by next
meeting.
Arbor Day - Arbor Day will be on March 7, 1990 and a location for
ceremonies is yet to be decided. Speakers for the schools will speak
about RELEAF prior to the Arbor Day ceremonies and will be arranged
and coordinated by Commissioner Peeters.
Commissioner Hagstrom moved that the RELEAF PROCLAMATION be endorsed
by the City Council and signed by the Mayor; seconded. The motion
carried unanimously.
There being no further business and no COMMENTS FROM THE FLOOR the
meeting was adjourned at 6:20 p.m.
