August 3, 1989
The regularly scheduled meeting of the Beautification Commission was
called to order at 5:30 p.m. by Chairman O'Mahony.
ROLL CALL
Present: Chairman O'Mahony, Commissioners Gilmore, Erickson,
Hagstrom, Peeters, Root and Ward.
Staff: Director Quadri, City Attorney Coleman

1�IINUTE.S - Minutes of the July 6, 1989 meeting were approved as submitted.
Letter from Robert Rivera of the City of San Mateo inviting all to join
the fifth annual Bayfront Clean-up on September 16, 1989.
Article(s) to be published in the Times, the Boutique, and the Chamber
Chatter announcing the 1989 Landscape Award.
Letter from Violet Subbotin regarding removal of tree at 164 Chapin.
Copy of letter from Ann Offield, 109 Occidental, to the Council appealing
the Commission's decision to deny request for removal of a sycamore tree.
Letters from Director Quadri to:
Mr. Bertoia, 142 Channing, informing him of the Commission's decision to
deny his request for the removal of 2 glossy privits.
�- Ann Offield, 109 Occidental, informing her that the Council has scheduled
an appeal hearing on her request for the removal of a sycamore tree at
her address to be held on Monday, August 7, 1989 at 7:30 p.m. in the
Council Chambers.
Michael Collom, 1530 Albemarle, informing him of the Commission's 6-1
decision to deny his request for the removal of 3 Eucalyptus trees behind
his property and that the decision can be appealed to the Council.
Ivan Anderson, 1525 La Mesa Dr., informing him of the Commission's
decision regarding the removal of 8 monterey pine trees and the
relandscaping of the median on La Mesa Dr.

OUADRI - The disease resistant elm research project has received final
approval from Calif. Dept. of Food and Agriculture. Trees will come from
Ohio and will be shipped to the trial station in San Jose. Elms will be
planted in Burlingame locations some time in 1990.
$7900 has been received by the Park Department from Tokoy Construction
for the illegal root removal and the subsequent removal by CalTrans of a
large eucalyptus at 1437 ECR.
ERICKSON - Parking lot area and private driveway behind La Pinata is
still very dirty.

REPORTS - (Cont-d.)
HAGS TROM - Area behind Petrini's has been cleaned up; City Attorney,
Coleman stated that although area appears cleaner, inside trash bins have
not yet been completed but Petrini's is anxious to get work done.
Elm at 1312 Alvarado has a number of dead branches and should be
inspected and trimmed.
GILMORE - There will be a Begonia Show at the Clarion Hotel on the
weekend of August 5th.
R - Work on the children's art at City Hall will start August 4;
will be discussing with Commission at a later date ideas for a theme.
PF.i'RRS - Commissioner Peeters requested Arbor Day celebration be put on
the September agenda for discussion.
OLD BUSINESS
Request for tree removals behind 1530 Albemarle - Director Quadri stated
that the three eucalyptus trees behind 153U Albemarle are heritage trees
protected by the City of Burlingame. Staff reports the trees to be
healthy, stable, and routinely maintained and recommends against removal
but suggests that if Commission should decide to grant request applicant
be required to pay entire cost of removal, stumping, and replacement.
Mr. Collom, owner at 1530 Albemarle, stated that the trees are in a 4'
easement and he is unable to replace his fence without reducing backyard
space 2-4'; large roots prevent him from landscaping yard; fallen leaves
have ruined gutters. Applicant stated he will agree to replace trees if
request granted.
Commissioner Erickson felt removal would set a precedent; Commissioner
Gilmore suggested a landscape architect would be helpful in landscaping
backyard area. Commissioner Ward didn't feel that removal would set a
precedent because the trees are set back from the row of eucalyptus on
ECR.
Commissioner Ward moved that Commission approve removal with applicant
paying entire cost for removal, stumping, and replacement.
Motion died for lack of a second.
Commissioner Peeters moved the request for removal be denied; seconded.
Motion carried on a 6-1 vote, Commissioner Ward dissenting. Director
Quadri advised Mr. Collom of appeal procedures.
Request for removal of 8 pines on La Mesa median - Director Quadri stated
Pines planted over 20 years ago by a resident in median on La Mesa are
distorted and are unable to grow to natural height because of frequent
pruning. Park Department staff concurs that trees should be removed but
at the expense of the applicants.
Commissioner Ward moved that the trees be removed and the Park Department
decide appropriate landscaping; seconded.
Commissioner Peeters amended the motion to read that the applicants bear
half the cost. Amendment was discussed and seconded.
Amendment was defeated on a 4-2 vote.

Comments on the motion: Commissioner Hagstrom stated that some city
trees were planted improperly but when removal is granted it is at the
applicant's expense; Commissioner Ward felt that trees in medians are
different from trees in planter strips; Commissioner O'Mahony felt it
would be an undue penalty to make the residents pay; Director Quadri
stated that the median replanting should not be 'piece -meal', that if
removal is granted funds would need to be budgeted for relandscaping.
Commissioner Ward withdrew his first motion and moved that the request
for removal of the trees be granted and that the removal and
relandscaping occur when the item can be budgeted by Park Department;
seconded. Motion carried unanimously.
Newsrack Ordinance - Commissioner Gilmore stated that it is understood
that no newspaper can be forced to use modular units which will require a
one time fee from $50-$100. If a no fee permit is required the phone
number and address of newspaper should be public knowledge.
City Attorney Coleman stated that he is all for the modular program but
there will be those that won't want to pay to use the units and even
though you require a permit you cannot disallow them use of free standing
racks. Even with safety requirements it will be hard to enforce. City
Attorney Coleman stated he will draft a sample ordinance and will meet
with Newsrack Committee to discuss.
Landscape Award Committee - Commissioner Peeters presented the list
of nominees for the 1989 Landscape Award. Publicity has been in the
Times, the Boutique, and the Chamber Chatter. Additional suggestions were
added to the list by the Commission. Commission will review the
suggested sites and vote on an award for a small business and a large
business. Awards will be presented at the Community dinner in October.
Merit certificates will be mailed to other worthy nominees.
There being no further business and no COMMENTS FROM THE FLOOR the
meeting was adjourned at 7:05 p.m.
