REPORTS - (Cont'd.)
O'MAHONY - The exit from the freeway at Broadway again looks unkempt.
Director Quadri will inform CalTrans, and suggested the Commission may want
to look into a future Capital Improvement project similar to the median
L island landscaping on El Camino that was installed about 5 years ago.
Asked if trees removed at the new Bayshore "Y" will be replaced. Director
Quadri stated that for every tree removed two of the same variety will be
replaced. Project should be completed by November, 1989.
ERICKSON - Asked if trees that died at McKinley school will be replaced in
different locations throughout the city. Director Quadri stated that some
of the trees will be replaced.
The vacant lot at the corner of Oak Grove and California Dr. is "tacky"
looking; overgrown, equipment left out, etc.
Asked when Eucalyptus on Burlingame Ave., will they be trimmed. Director
Quadri stated that the Eucs in residential areas are on a 4 year trim cycle.
HAGS TROM - There are many chuck holes from Adeline to Trousdale on ECR that
need repair.
Suggested that poppy seeds be planted on ECR at Highway Rd.
The steps between Alvarado & Easton are overgrown with weeds.
PFETERS - Abandoned gas station at California & Oak Grove is not fenced and
the hydraulics are still sitting out.
1%.1 The dumpster behind Safeway in the alley off Primrose is always overflowing.
OLD BUSINESS -
Reaµest for tree removals behind 1530 Albemarle - Michael Collom stated that
3 Eucalyptus behind his property at 1530 Albemarle are 40' over his house;
trees are dangerous, limbs come down in every storm. Two of the trees
prevent him from putting his fence on his property line because the trunks
encroach. If fence were moved inside property line, 2 feet would be lost in
backyard. Large roots extend into his backyard and trees are dirty
preventing him from landscaping. Mr. Collom requests the Commission
reconsider the Park Department's denial for removal.
Director Quadri stated that all trees on ECR are Heritage Trees and cannot
be removed without permission from the Commission. All ECR eucs were
surveyed for health and stability several years ago and these trees have
recently been inspected by staff and found to be stable; trees were trimmed
2 years ago. Commission discussed liability; Park Department recommends
against removal but if Commission should decide in favor of removal, it
should determine why these trees differ from others on ECR and, as in the
past, cost of removal and replacement should be the responsibility of the
applicant.
Commissioner Peeters stated that the trees appear to be healthy and stated
perhaps a 'living' fence could alleviate part of the problem.
Commissioner Erickson asked why applicant purchased the property if he felt
the trees were dangerous to which Mr. Collom replied that he thought that he
would be able to trim or remove them.
BBC MINUTES - JUNE 1, 1989
OLD BUSINESS - Reaauest for tree removals behind 1530 Albemarle - (Cont'd.)
Following discussion, Commissioner O'Mahony moved that the information
presented be taken on advisement and a decision be postponed until the next
regular meeting. At the request of the applicant, the decision will be made
at the August meeting. Seconded; motion carried unanimously.
Reauest for removal, 1025 Palcma - Director Quadri stated that the request
for removal came from residents at 1021 Paloma; owners of 1025 Paloma have
not responded. The Park Department has been doing what can be done for the
dripping of resin, i.e. trimming, spraying every year. The tree is
structurally sound and a good specimen. Commission has discussed in the
past the gradual replacement of trees that are inappropriate and can take
this into consideration in forming a decision.
Commissioner Ward moved that the tree be removed. Following further
discussion as to who will be responsible for the cost of removal and
replacement, Commissioner Ward withdrew his motion. Commissioner Ward moved
that the information presented be taken under advisement but a decision be
postponed until the Commission has heard from the property owner at 1025
Paloma; seconded. Carried unanimously.
Reauest for removal. 109 Occidental - Request for removal was due to tree
being close to driveway. Tree has been hit when backing out of driveway and
resident wishes to widen driveway for easier access for large vehicles. The
Park Department reports that the tree is healthy, but driveway can be
widened on the other side by removal of a portion of residents hedge;
Occidental is lined with Sycamores. Following discussion, Commissioner
Hagstrom moved that the request be denied and suggested widening be
accomplished from the other side of the driveway; seconded. Carried
unanimously.
Election of Officers - The following slate of officers was nominated and
elected for 1989-1990: Rosalie O'Mahony - Chairman; Carolyn Root - Vice
Chairman; Ardith Erickson - Secretary.
Newsrack Ordinance - Commissioner Gilmore reported that she has received
copies of ordinances from other bay area cities. Commissioner Gilmore will
present information to the City Attorney with the Newsrack Committees
request to design an ordinance based on current ordinances requiring the use
of modular newsracks. Commission agreed and thanked Commissioner Gilmore
for all her work and time on the Newsrack Committee.
