May 4, 1989
The regularly scheduled meeting of the Beautification Commission was
called to order at 5:30 p.m. by Chairman Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Hagstrom, O'Mahony,
Peeters, and Ward.
Absent: Commissioners Erickson and Root.
Staff: Director Quadri
MINUTES - Minutes of the March 2, 1989 meeting were approved as submitted.
CORRESPONDENCE - From Director Quadri to Jeannie Gilmore stating a 15 gal.
Prunus blireiana would be planted in memory of her husband, Bill Gilmore,
during Arbor Day ceremonies on March 7, 1989 at Pershing Park.
From Director Quadri to Dorothea Hughes stating a 15 gal. Prunus
blireiana, donated by the Beautification Commission, would be planted in
memory of her daughter, Dorothea Hughes, during Arbor Day ceremonies on
March 7, 1989 at Pershing Park.
From Director Quadri to Clifford M. Jones, Jr. thanking him for the
outline of his proposed presentation at the Spring Garden Seminar.
From Director Quadri to the Garden Study Club thanking them for the $100
contribution toward the Arbor Day program.
From Director Quadri to Clifford M. Jones, Jr. and Paula Blanchfield
thanking them for their informative presentation at the Spring Garden
Seminar.
From Director Quadri to Steve Scott, Dept. of Forestry, thanking him for
his participation in the Arbor Day ceremonies.
From Michael S. Collom, 1530 Albemarle, requesting the removal of three
eucalyptus on ECR, in the city easement behind his property. (Placed on
June 1 agenda.)
From Christine Singh requesting a tree be planted at Bayside Park in
memory of her father, Hubie Norton.
From Jim Gamlen, 1021 Paloma Ave., requesting removal of a large
Cottonwood tree at 1025 Paloma. (Placed on June 1 agenda.)
City Attorney's summary of the Brown Act was included in each of the
Commissioners packets for their perusal.
Order of agenda was changed to accoamnodate cmest. Ann Offield, 109
Occidental . . . Ann Offield requested that a sycamore tree be removed
from in front of her property because it was planted so close to her
driveway that many visitors have hit it backing out. Ms. Offield was
advised that her request would be placed on the June agenda for the
Commission's consideration.
REPORTS
OUADRI - Memorial trees can be planted, as requested in the letter from
Mrs. Singh, but under current Commission policy plaques are not allowed.

Commission reaffirmed it's policy regarding plaques and approved of the
tree planting at Bayside Park. Director Quadri will notify Mrs. Singh.
Nice trees are being planted throughout the city. All are 15 gal. size
due to extra funds available from illegal tree removals.
Director Quadri stated that he has been meeting with the Dept. of
Forestry, the U. C. Coop. Extension, and area County Argriculture
Commissioners about a proposed research project for D.E.D. resistant elms,
and will keep the Commission informed of progress.
GILMORE - On May 15th, Our Lady of Angels Church, will have a special
service in memory of Dorothea Hughes' daughter.
P- Commissioner Peeters presented several ideas that would help
make students more aware and interested about Arbor Day such as: Books
about trees at school libraries featured the week before Arbor Day,
seedlings being planted by children, art projects to focus on trees, and
science projects about insects and how they effect our trees/environment.
The Commission encouraged Commissioner Peeters to work with these ideas
and how they can be coordinated with the schools.
Q'MAHONY - Tree was removed in front of 1440 Floribunda -- will there be a
replacement? Director Quadri reported that a dead walnut tree was
removed. He will check to see if there is room for a replacement.
Commissioner O'Mahony stated that the Kwanzan Cherry at 1427 Floribunda
has beautiful blooms.
HAGS TROM - New neighbors on Alvarado did not receive any tree information
from the realtor or from the Water Dept. Director Quadri will check with
the Water Dept. again to see that new residents to Burlingame receive
flyers.
OLD BUSINESS
Newsrack Cc mittee - Commissioner Gilmore reported that the Committee met
with representatives from area newspapers; most have worked on similar
ordinances and suggested that the Committee obtain newsrack ordinances
from other cities. If ordinance has a no fee permit where the name,
address, and phone number must be included, some newspapers may opt out.
Director Quadri advised that the City Attorney feels that large newspapers
will pay the time usage fee but smaller newspapers will be edged out.
Commissioner Gilmore stated that many cities have ordinances requiring
only modular racks be used. She also stated that the ordinance should be
worded to include 'other fixtures' as she noted that Federal Express boxes
are now being placed throughout the city.
NEW BUSINESS
Ncminatina Committee - The Commission discussed the 1989-1990 election of
officers. Commissioner Hagstrom moved that at the June meeting the
nominations be from the floor; seconded. The motion carried unanimously.
There being no further comments FROM THE FLOOR the meeting was adjourned
at 7:00 p.m.
