January 5, 1989
The regularly scheduled meeting of the Beautification Commission was
called to order at 5:30 p.m. by Chairman Gilmore.
ROLL CALL
Present: Chairman Gilmore, Commissioners Erickson, Hagstrom, O'Mahony,
Peeters, Root, and Ward.
Staff: Director Quadri
MINUTES
Minutes of the December 1, 1988 meeting were approved as submitted.
CORRESPONDENCE
Beautification Commission attendance report for 1988.
REPORTS
OUADRI - The city lost 3 trees in the recent storms; one Eucalyptus on ECR
was removed by CalTrans after discovering the roots had been undermined by
a broken water line.
Two Casurinas were removed at 1070 Broadway. Permit for removal was
granted due to the new construction in that area and for the future
widening of Broadway.
Elms on Alvarado were inspected and found not to have Dutch Elm Disease;
but two declining hawthornes and one flowering plum were removed.
A small claims action in the amount of $1,427 was submitted against the
City by the residents of 1645 Balboa for damage to a 38 year old driveway
caused by a city tree. In February 1988 the Beautification Commission
granted permission for the City's contractor to remove the tree at the
owner's expense. Director Quadri will contest the claim in small claims
on January 6, 1989.
The Commissioner's dinner will be held on March 10, 1989 at the Hyatt.
GILMORE - Commented on the Tree City U.S.A. bulletin which had an article
on root pruning and barriers in regard to sidewalk concerns. . . Also
commented on the article about the Peace Garden Project in Washington D.C.
that uses donated funds to plant wildflowers.
Commissioner Gilmore thanked all for cards she received following the loss
of her husband.
PF?RG - The removal of the trees at Broadway by Bekins was done by
amateurs . . . the sidewalk was blocked, no safety cones were used, and
work was not completed in a timely manner. 'Would like to see some
provisions made so City could better monitor tree removal performed by
private parties. Director Quadri stated that perhaps narrowing down the
hours that the work can be performed and the Park Department meeting with
the contractor performing the work, even on removals, might help in
alleviating some of the problems.
O'MAHONY - 'Was expecting to see a full -page ad for the Spring Garden
Seminar in the Rec Bulletin. Director Quadri stated that in the past the
Seminar is set up like a class and so advertising in the Rec Bulletin is
like all the other classes. Flyers are usually made for the Seminar and
taken to local nurseries, etc.; there is also advertising in the local
newspaper. This year the Library Bulletin will carry information because
the Friends of the Library are co-sponsors. Commission -will have further
discussion and re-evaluate the seminar following this year's event.
HAGSTROM - Commissioner Hagstrom would like to see some publicity in the
local newspaper about the ivy from planting strips growing on city trees
and causing damage. Residents also need to be told to cut back their
private shrubs and hedges from city sidewalks.
There have been some complaints from Broadway merchants about city trees
growing into their awnings. Director Quadri stated that trees in that
area are checked each spring and appropriate action taken.
- The cost of the banner as originally planned would cost $450.
After a brief discussion, the Commission decided not to include sponsors
of the seminar. Banner will only state the event, date, time, and place.
B.I.S. is currently displaying students art in the main Post Office.
ERICKSON - There is still litter and debris in the lot behind the Round
Table on Burlingame Avenue. The garbage bins do not have covers and the
wind blows the litter around.
OLD BUSINESS
Newsrack Committee - Chairman Gilmore reported that she and Commissioner
Root will be meeting with newspapers on the proposed newsrack ordinance.
Spring Garden Seminar - Director Quadri will be contacting the Commission
on Water Policy Consensus for a list of speakers for the seminar.
NEW BUSINESS
Arbor Day - Director Quadri stated that Arbor Day will be celebrated on
Tuesday, March 7, 1989 at Pershing Park. Several trees will be planted to
replace a large redwood that had to be removed. Trees in memory of past
Commissioner Dorothy Hughes' daughter and Chairman Gilmore's husband will
also be planted that day. Local officials and students will be invited to
attend. The event will be televised on the local cable station.
Packet Items - Director Quadri asked the Commission to review the Street
Tree Ordinance, Street Tree Policies, and the Official Street Tree list
and to report back with comments or questions at the next meeting.
