BURLINGAME BEAUTIFICATION COMMISSION
November 3, 1994
The regularly scheduled meeting of the Beautification Commission was called
to order at 5:30 p.m. by Acting Chair Root.
ROLL CALL
Present: Acting Chair Root, Commissioners Gilmore -Friend, Lauder,
McGowan, Schinagl, and Ward
Absent: Chairman Plyer
Staff: Director Quadri
Guests: Jack Friend and Marti Knight
Acting Chair Root introduced and welcomed new Commissioner Virginia Schinagl.
MINUTES - Minutes of the October 6, 1994 meeting were approved as submitted.
CORRESPONDENCE
Letter to Peter and Joyce Brucato, 207 Clarendon Rd., informing them that
their request to remove a city Walnut tree will be reviewed and a decision
rendered at the November 3 Commission meeting.
Letter to Nancy Locke, 1384 Hillside Circle informing her that her request to
remove a city Magnolia tree was denied at the October 6 Commission meeting.
Letters to Commissioners Lauder and Plyer from Mayor O' Mahony advising of
their reappointment to serve on the Beautification Commission.
Letter to Virginia Schinagl from Mayor O'Mahony advising of her appointment
to serve on the Beautification Commission for a term continuing to October 7,
1998.
Letter to Virginia Schinagl from Director Quadri congratulating her on her
appointment to the Beautification Commission.
OLD BUSINESS
Landscape Award - Director Quadri reported that the process for the Landscape
Award takes 4 months from committee appointment to presentation of the award.
After a brief discussion, Commissioner Gilmore -Friend moved that awards be
given to both small and large businesses and the award be presented at the
Community picnic; seconded. Motion carried unanimously.
Request for Removal of Walnut Tree @ 207 Clarendon - Director Quadri stated
that property owner requests removal due to mess and hazard walnuts cause to
public sidewalk and that the tree supervisor has reported tree to be in good
health. Commissioner McGowan stated that this is the only tree on the
property and that it fits nicely in the area; but Commissioner Gilmore -Friend
felt that the tree is too big for the area; Vice Chair Root stated that there
are several other Walnut trees on the block. Following further discussion,
Commissioner Ward moved that the request for removal be denied; seconded.
Motion carried unanimously. Commissioner Gilmore -Friend added that perhaps
trimming of the tree could help to alleviate the immediate problem.
NEW BUSINESS -
Request for Removal of 3 Private Pines - Director Quadri reported that upon
.inspection of the 3 Pine trees he could not find justification for removal
based on the ordinance. He informed resident and suggested she come to this
Commission meeting and explain her reasons for the request.
Vice Chair Root recognized Mrs. Gibbs.
NEW BUSINESS
Request for Removal of 3 Private Pines (Cont'd.) -
Mrs. Gibbs stated that the trees are on a hill; needles are messy and clog
her gutters and the neighbors gutters requiring cleaning the gutters twice a
year. The children in the neighborhood slip on the fallen needles. Mrs.
Gibbs stated that she can't afford to have these trees sprayed and trimmed
all the time and that she fears there will be property damage or that someone
will be injured; in addition, the neighbors do not like the trees and the
mess; she would like to replace with fruit trees.
Director Quadri advised Commission to inspect the trees (call resident prior
to inspection at number provided) and render a decision at the December 1
meeting. The Park Department will notify adjacent property owners of the
request for removal.
REPORTS -
UQ ADRI - Director Quadri reported that Arbor Care (tree pruning contractor)
is currently working on the Eucalyptus on Burlingame Avenue (near the
Recreation Center).
The fall tree planting of 110 trees is almost complete. McKinley Elementary
School has just planted 3 Redwood trees on the school property. The Park
Department was able to cooperate by providing the trees at cost.
Sam Malouf of the Burlingame Avenue Merchants Asso. has requested that the
City tree in front of his business be removed prior to the grand opening of
his business. Director Quadri stated that the merchants are currently
working on a presentation to Council re an overall plan i.e. paving, lights,
trees, etc. on Burlingame Avenue. The Commission agreed that all tree work
in this area should be part of an overall plan and encouraged the merchants
to continue working on this issue.
MCGOWAN - The Broadway Improvement District is sponsoring a Charette on
November 12, 9 a.m. at Taste Restaurant. Concepts will focus on Broadway
improvements from El Camino to 101; the public is invited.
The tie is too tight on the "red" E. G. Pear on Carolan Ave. in Washington
Park.
Asked if CalTrans had been contacted about the ivy in the trees at El Camino
and Barroilhet. Director Quadri stated he would inspect the trees and
followup with CalTrans.
Commissioner McGowan stated he would like to discuss changing the name of the
Commission at a future meeting. "Beautification" is misleading and causes
confusion.
SCHINAGL - Commissioner Schinagl asked who in the City should be contacted
about a house on Alvarado that is boarded up and an, eyesore to the
neighborhood? Director Quadri will ask the City Attorney whose
responsibility this may be.
GILMORE-FRIEND - Asked Director Quadri if an honorary rose bush could be
donated and planted in the Rose Garden in Washington Park. Director Quadri
will check if any more roses are needed.
Commissioner Gilmore -Friend invited all Beautification Commissioners and
"significant others" to a dinner party at her home following the December 1
meeting.
FROM THE FLOOR
Commissioner McGowan asked if Jack Friend's suggestions re using wood from
the redwood tree at the Library for beams or other items as part of the
remodel was passed on to the appropriate people. Director Quadri stated that
the Librarian was given the suggestions.
There being no further business, the meeting was adjourned at 6:20 p.m.
