October 6, 1994
�. The regularly scheduled meeting of the Beautification Commission was called
to order at 5:30 p.m. by Acting Chair Root.
ROLL CALL

MINUTES - Minutes of the August 4, 1994 meeting were approved as submitted.
CORRESPONDENCE
Letter to Nancy Locke, 1384 Hillside Circle, informing her that the
Commission will render a decision at their September 1 meeting re her request
for removal of a city owned Magnolia tree.
Letter (s) from the City Manager to Jill Lauder and David Plyer informing them
that applications are being accepted for service on .Commissions and
applications should be submitted should they desire to apply for
reappointment.
Commission Candidate applications from Jill Lauder, David Plyer, and Virginia
J. Schinagl.
Letter from the Broadway Business Improvement District re beautification of
the freeway entrance to Broadway and the entire Broadway shopping district
and requests the appointment of a liaison from the Beautification Commission.
Letter to David M. Constantino of the Broadway Business Improvement District
from Director Quadri that Commissioners Gilmore -Friend and McGowan will act
as liaisons to the BID.
Letter from Peter A. Brucato requesting permission to remove a city -owned
Walnut tree at his property at 207 Clarendon Road due to walnuts creating a
hazard on sidewalk.
Acting Chair Root presented a letter from Mayor O'Mahony re the Landscape
Award and a request to her from business on the eastside of Burlingame.
OLD BUSINESS
Recruest for removal of Magnolia tree at 1384 Hillside Circle - Director
Quadri reported that resident states that the tree is being stunted by
private cedar next door. Director Quadri stated that the Cedar tree is
multi-trunked and its branches extend well beyond the city right-of-way and
if the private Cedar were trimmed both trees could exist.
Commissioner McGowan stated that the Cedar is a beautiful tree and asked if
a permit to trim it would be required. Director Quadri stated that a permit
would only be required if the crown of the tree were to be trimmed by more
than one-third.
After a brief discussion, Commissioner Gilmore -Friend moved that the private
Cedar be pruned to specifications before deciding on removal of the city -
owned Magnolia; seconded. Motion carried on a 5 to 0 vote.
NEW BUSINESS -

east of 101 who are interested in reinstating the Landscape --�
Director Quadri stated that the Commission needs to decide if the Landscape
Award will be the same i.e., separate awards for small and for large
businesses; the award was also presented at the Community Dinner which is now
the Community picnic.
Marti Knight stated that the ECE dinner (sponsored by the Chamber of
Commerce) usually has city officials and is well attended by the community;
an award of this could be presented there. She also stated that different
awards are presented at Council meetings.
After a brief discussion as to the possibilities, Director Quadri stated that
he would bring the award plaque to the next meeting. A decision can be made
re schedule adjustment for committee appointment and a date and place for
presentation of the award.
Spring Garden Seminar - The seminar will be held on Saturday, March 18, 1995
at the Burlingame Recreation Center. Acting Chair Root will make
arrangements for the banner to be hung on Broadway prior to the event.
REPORTS -
UADRI - Director Quadri introduced John Williams, the new Recreation
Director for the City of Burlingame.
The Burlingame Avenue Merchants Asso. will be making a presentation to
Council re beautification on Burlingame Avenue after city staff has an
opportunity to review. The October Study Session has been cancelled and the
presentation postponed to a future meeting.
The trimming of the Eucalyptus on Skyline has been completed by the city
contractor.
Five elm trees will be removed due to DED in the Oxford/Cambridge area. A
tree will be tested to confirm DED prior to removal. Since the quarantine on
Elms has now been lifted, Elms can now be transported into the state of
California and may be able to be used as replacements for the Elms that have
been lost.
Director Quadri reported that the October street tree planting has begun and
over 100 street trees will be planted.
McKinley School will be planting 7 trees on the school property, of which
several are redwood trees, during a ceremony on October 7, 199,4 at 11:30.
ROOT - Reported that a pear tree in front of Burlingame High School appears
to be dying. Director Quadri stated that this tree unlike the others on
either side of it is going through an early fall change.
GILMORE-FRIEND - Received a call from a concerned resident re a raised
sidewalk from tree roots at 1320 Columbus in which a pedestrian tripped over--*',,
and fell. Director Quadri stated that the Park Department received the same
call and the sidewalk problem has been referred to Ed Chung in the Public
Works Department.
LAUDER - Commissioner Lauder stated that she has heard that the Redwood tree
at the Library will be removed as part of the remodeling and that she is not
comfortable with the tree being removed. Director Quadri- stated that the
designers of the remodel don't want the tree there and proposed removal as
part of their plans because it interferes with the design of the project and
construction; the tree was struck by lightening and the top is missing and is
"crammed" in the area where it now exists. Director Quadri stated that an
arborist report, as to the condition of the tree, was required as part of the
plan review process. Commissioner McGowan asked if the Cedar Deodora at the
Library will be saved; Director Quadri stated "yes".
MCGOWAN - Commissioner McGowan reported that the project at 1209-1211
Bayswater will be replacing removed trees with 15 gallon Evergreen Pears and
thinks a more significant tree species should be planted. Director Quadri
stated that as part of the project, landscape requirements state 1-24" box
size tree for 1000 sq. ft. of lot coverage and thus will probably require the
planting of 6-7 24" box size trees. Director Quadri will review the plans
and report back.
FROM THE FLOOR -
Jack Friend stated that if the Redwood tree at the Library is removed, the
wood from the tree could be used for beams and other items at the Library.
There being no further business, the meeting was adjourned at 6:20 p.m.
