August 4. 1994
The regularly scheduled meeting of the Beautification Commission was called
to order at 5:30 p.m. by Chairman Plyer.
ROLL CALL
Present: Chairman Plyer, Commissioners Gilmore -Friend, Lauder,
McDonald, McGowan, and Root
Absent: Commissioner Ward
Staff: Director Quadri
Guests: Jack Friend, Marti Knight, Linda Yelnick
MINUTES - Minutes of the July 7, 1994 meeting were approved as submitted.
CORRESPONDENCE
Letter to George Prevot, 2301 Poppy Drive informing him that the Commission
voted 6-0 denying his request for removal of 2 Camphor trees.
Letter to Irma and Norman Reif, 1656 Skyline Blvd., informing them that the
Commission voted 4-2 approving their request for the removal of 1 Eucalyptus
tree.
Letter to Albert and Odette Vierra, 1104 Clovelly Ln., informing them that
their request that replacement of a city tree be waived will be reviewed and
a decision rendered at the August 4 Commission meeting.
Letter from Commission Lynn McDonald resigning, with deep regret, from the
Commission due to relocation outside the City of Burlingame.
Letter from Nancy Locke, 1384 Hillside Circle requesting a city -owned
Magnolia be removed.
OLD BUSINESS
Request to Waive Replacement of City Tree at 1104 Clovelly Ln. - Director
Quadri reported that the resident requests waiver of replacement because they
like the "neat and attractive" landscaping without a tree; Director Quadri
added that there is no separate planting strip in this area that city right-
of-way extends into front lawn area.
Commission discussed narrowness of lot, large tree on side of property, and
vacant planting sites throughout city. Following the discussion,
Commissioner Gilmore -Friend moved that replacement be waived due to the
configuration of the lot and the close proximity of other city trees;
seconded. Motion carried on a 6-0 vote.
Election of Officers - Committee Chairman Root submitted the slate of
officers for 1994-95:
Secretary - Commissioner McGowan
V. Chair - Commissioner Root
Chair - Commissioner Plyer
Commissioner Gilmore -Friend moved that the slate of officers be accepted;
seconded. Motion carried on a 6-0 vote.
NEW BUSINESS -
Reauest for Removal of Citv-Owned Magnolia in Competition with Neiahborina
Cedar - Director Quadri showed pictures submitted by the applicant and asked
the Commission to review and render a decision at the September meeting.
REPORTS -
OUADRI - Council accepted Arbor Care for contract tree pruning '94-95. Areas
covered in this years contract are Skyline (south of Trousdale) and
Burlingame Avenue (to and including railroad track near donut shop). .�
Five elm trees will be removed due to DED in the Oxford/Cambridge area.
Director Quadri asked the Commission for direction on replacement trees for
removal of significant trees; i.e. does replacement with a fruit tree qualify
as a replacement; also, should replacements be waived only when a tree dies
of natural causes or also in emergency situations? After a brief discussion,
it was the general consensus that as directed by the ordinance the Director
of Parks can render decisions as to species and the waiving of replacements.
Director Quadri reported that he and Commission Root met with Sam Malouf,
representative of the Burlingame Avenue Merchants Asso., and discussed trees,
planters for trees, parking meters, and bricking of sidewalks. The
Burlingame Avenue Merchants Asso. will come up with a conceptual plan and
make a presentation to Council.
Director Quadri reported that a representative from the BID called re
newsracks in the Broadway area; the representative stated a committee is
surveying the merchants with regards to newsracks.
PLYER - On Laurel Avenue in San Carlos, potted plants have been hung in city
trees in the shopping area; very beautiful.
GILMORE-FRIEND - Received a letter from Mayor O'Mahony with an article about
Redwood City awarding landscaping in private yards. Commissioner Gilmore -
Friend stated that she would like to see the Landscape Award for Commercial
properties be offered again. The Commission asked that this item be placed —N
on the September agenda.
Commissioner Gilmore -Friend reported that in the recent National Arbor Day
newsletter it is noted that the removal of one healthy tree can effect
property value by thousands of dollars.
ROOT - In front of Pacific Telephone on Burlingame Avenue there are 13
newsracks. Director Quadri will inspect.
MCGnWAN - Asked if the Dodoneas and Plums will be pruned for the Train
Station Centennial celebration. Director Quadri stated they will be pruned.
Commissioner McGowan asked if BID had requested a liaison from the
Commission. Director Quadri stated "no".
FROM THE FLOOR
Linda Yelnick, 2947 Frontera Way, stated she was going to be submitting a
permit application for the removal of 3 private pine trees that are causing
driveway and sidewalk damage.
Chairman Plyer expressed his gratitude and appreciation to Commissioner
McDonald for her 5 years of service on the Commission.
There being no further business, the meeting was adjourned at 6:25 p.m.
