HomeMy WebLinkAboutMin - BC - 1994.02.03BURLINGAME BEAUTIFICATION COMMISSION February 3. 1994 The regularly scheduled meeting of the Beautification Commission was called to order at 5:30 p.m. by Chairman Plyer. �-' ROLL CALL Present: Chairman Plyer, Commissioners Gilmore -Friend, Lauder, McDonald, Root, and Ward Staff: Acting Director Richmond Guests: Jack Friend and Marti Knight MINUTES - Minutes of the December 2, 1993 meeting were approved as submitted. CORRESPONDENCE Letter from Director Quadri to Thomas & Jeanette Faenzi, 1120 Dufferin informing them that the Commission approved removal and replacement of the City Oak tree at their expense. Letter and information from the Chamber of Commerce re the Charette to be held on January 22, 1994 at the Hyatt Regency Hotel. Memo from Director Quadri to the City Council re the Commission's decision not to waive replacement requirements for a private Palm tree removed at 300 Peninsula. (Council upheld Commission decision at January 3, 1994 meeting.) Beautification Commission attendance report from 7/93 to 12/93. Commission Candidate Application from William C. McGowan, Jr. Letter from Gary Cohn of Bruin Realty requesting permission to put white or clear decorative lights in 2 city -owned elm trees in front of 347 Primrose Road. Memo and information from Director Quadri to City Manager re suspected sudden death syndrome of Eucalyptus at Bayside Park. Spring Garden Seminar banner application for hanging banner on Broadway from February 28 to March 21, 1994. Letter from Director Quadri to Don Burns (The Times) inviting him to speak at the Spring Garden Seminar on Saturday, March 19, 1994. OLD BUSINESS Arbor Day - March 7. 1994 - Acting Director Richmond stated that the Arbor Day ceremonies are being planned and a possible site will be at McKinley Elementary School on Paloma. Spring Garden Seminar - March 19, 1994 - Acting Director Richmond informed the Commission that Don Burns has agreed to speak at the Spring Garden Seminar. NEW BUSINESS Request to Install Decorative Lights in City -owned Elm Trees at 347 Primrose Road - Acting Director Richmond stated that the property owner is willing to install and maintain at his expense. The Park Department has scheduled the 2 elms to be trimmed within the next month; Director Quadri came up with guidelines similar to those that were required when NEW BUSINESS - Request to Install Decorative Lights in City -owned Elm Tree at 347 Primrose Road - (Cont'd.) the Chamber of Commerce installed lights on Magnolias on Burlingame `1 Avenue. The Chamber was responsible for the installation and maintenance of those lights. The Commission expressed favorable comments about the idea but some had concerns about electrical expenses and whether the Council's intent should be considered first. After further discussion, the Commission decided to postpone a recommendation until the next meeting for further consideration. REPORTS RICHMOND - Acting Director Richmond reported that Director Quadri had been in contact with Larry Costello, UC Extension, re the possibility of Sudden Death syndrome on Eucalyptus at Bayside Park. Mr. Costello has contacted a pathologist who would like to do a study on the trees in question in hopes of making a diagnosis and trying to determine how to effectively deal with the situation. Elms on the 400 block of Primrose have recently been pruned by the Park Department and sycamore pruning continues. ROOT - Asked about what can be done about graffiti on trees on El Camino. Acting Director Richmond stated that CalTrans has jurisdiction and are using a non -toxic paint to cover over graffiti. LAUDER - Inquired about the Magnolia that was removed in Washington Park on Carolan Ave. Acting Director Richmond reported that the Magnolia had severe heart rot and that a replacement tree will be planted after Art - In -the -Park. GILMORE-FRIEND - Asked if anyone had attended the Charette? Acting Director Richmond stated that Director Quadri attended and Commissioner Plyer stated he attended and reported that it was very good, many students were participating, their ideas were exciting but cost and funding were not part of the considerations because this was more like a "wish list".
