NOVEMBER 2, 1995
The regularly scheduled meeting of the Beautification Commission was called
to order at 5:30 p.m. by Chairman McGowan.

MINUTES - Minutes of the October 5, 1995 meeting were approved as submitted.
CORRESPONDENCE
Letter from Director Quadri to Catherine Gamlen, 1021 Paloma, informing her
that the Commission denied her request to remove the city's Cottonwood tree
at 1025 Paloma.
Letter from Director Quadri to June Chiotti, 1621 Lassen Way, informing her
that the Commission approved her request to waive replacement requirements of
a city tree at her address.
Letter from Director Quadri to Garnik Davidian, informing him that the
Commission unanimously voted that a permit be issued to remove 2 city -owned
Eucalyptus trees at 1131 Capuchino, and waiving the replacement requirement.
Commission Candidate Application received from Commissioner Carolyn Root.
Letter from Garnik Davidian, (829 Gull Ave., Foster City), appealing to
.Council the Commission's decision regarding the 2 city -owned Eucalytus at
1131.
Letter from Jane Sears, 2312 Easton Dr., requesting size requirements be
waived for a replacement tree on private property.
Spring Garden Seminar announcement for Rec Bulletin Spring'Registration.
Letter from Pia Genardini, 2108 Trousdale Drive, requesting assistance and
suggestions from the Commission re driveway damage from city tree roots.
Letter from Jon & Kathy Weatherwax, 1611 Ralston Ave., protesting the
proposed removal of a private Fir tree at 1609 Ralston Ave. Letter included
a signed petition from residents at 1608, 1612, 1615, and 1616 Ralston.
Letter from Frances Morris, 1608 Ralston Ave. opposing the proposed removal
of a private Fir tree at 1609 Ralston Ave.
Letter from Scotty Morris, Morris and Associates, 1608 Ralston Ave. opposing
the proposed removal of a private Fir tree at 1609 Ralston Ave.
Letter(s) from Director Quadri to Jon & Kathy Weatherwax, 1611 Ralston Ave.,
Frances Morris and Scotty Morris, 1608 Ralston Ave., informing them of
private tree removal procedures and that the Commission will hear the request
for the removal of the private Fir tree at 1609 Ralston Ave. at their
December 7 meeting.

Santa Clara), informing him that protests have been filed re his request to
remove a private Fir at 1609 Ralston Ave. and that a hearing on the matter
has been set for the December 7 Commission meeting.

CORRESPONDENCE (Cont'd.) -
Letter from Director Quadri to I. Grivakis, 1601 Ralston Ave., informing him
that the Commission has asked to review his request for removal of a private
,,,-,Oak tree at the December 7 Commission meeting. (Letter also sent to adjacent
property owner at 211 Occidental Ave.)
Letter from Joe and Carol Byrne, 1348 Vancouver, requesting the Commission
approve the unauthorized planting of 2 liquidambers at his address . . .
liquidambers are not approved for a 4' planter strip.
OLD BUSINESS
Oxford/Cambridge Tree Replacement - Director Quadri stated that Darren
Scoffield has received more information and would be making a presentation

Bart to Airport EIR (Eucalyptus grove) - Chairman McGowan reported that the
a proposed soundwall will be built south of Murchison to 500 feet south of
Trousdale on the westside of the RR track; 1500 feet of Bart "tail track"
will encroach into the Burlingame city limits; storage for 60 Bart cars is
proposed for the eastside of the tracks, south of Millbrae Avenue, requiring
the removal of a Eucalyptus grove in the Burlingame city limits. After a
brief discussion the Commission agreed that Chairman McGowan write a letter
to Council requesting it be required that the trees be replaced at least 1
for 1 as is required in the Urban Reforestation Ordinance.
Landscape Award - Committee Report - Commissioner Plyer was absent but
Commissioner Schinagl submitted a possible idea for media publication to
promote the Landscape Award. The Committee will further report at the
December meeting.
�. REPORTS
SCHINAGL - Commissioner Schinagl requested that a letter from the Commission
be sent to Cafe Marimba acknowledging their new paint job.
Commissioner Schinagl asked who was responsible for cleaning the sidewalks on
Broadway and Burlingame Avenue. Director Quadri stated that the merchants
are responsible and that Broadway has been steam cleaning the sidewalks on a
quarterly basis. Chairman McGowan stated as a member of the streetscape
committee, he would mention sidewalk cleaning.
GILMORE-FRIEND - Commissioner Gilmore -Friend stated that William Weisman is
opening a new restaurant in Burlingame ("World Wraps") and wanted reaction
from the Commission as to proposed store frontage. Mr. Weisman was informed
that the Commission had no jurisdiction over architectural review nor does
the City have ordinances re architectural design.
Mr. Weisman explained that "World Wraps" originated in the San Francisco
Marina District and is a gourmet quick service featuring "wrapped" burritos.
Mr. Weisman submitted literature re his establishment and colored pictures of
the store frontage and requested feedback from the Commission. The
Commission generally felt the design with the more subdued colors was more
fitting with other establishments on Burlingame Avenue. Chairman McGowan
thanked Mr. Weisman for his presentation and wished him well.
ROOT - The banner for the Garden Seminar can be repaired. Stan Moore from
the Marriott Hotel will receive the Landscape Award at the Chamber
Installation Luncheon.
MCGOWAN - Chairman McGowan stated that the trees are particularly pretty
right now and noted that the perennial border at Heritage Park has been
beautifully done and whoever designed it should be commended. Director
REPORTS - MCGOWAN (Cont'd.) - Quadri stated that Frank Rancatore and his park
crew are responsible for Heritage Park.
Chairman McGowan stated that he attended the steering committee for Broadway
improvements. Committee members walked Broadway and developed a "wish" list
for a streetscape project.
Chairman McGowan presented the Commission with Burlingame Beautification
Commission letterhead that he has donated.
UADRI - Director Quadri reported that the cost for tree removal and stumping
at 1359 Columbus was $2993. The replacement tree (Magnolia `Samuel Sommer')
will be at homeowner's expense.
Director Quadri stated other than 1 large Eucalyptus and several smaller ones
most of the trees at the Anza offramp at Highway 101 will be saved. The
wetlands will instead be extended a little further south, and the trees
removed would be replaced south of the existing grove.
NEW BUSINESS - Political Signs -
Commissioner Schinagl moved that political signs only be displayed in
commercial areas not residential, and may be displayed no earlier than 30
days prior to the election and removed no later than 48 hours after the
election. After a brief discussion, the Commission decided they needed more
information; Director Quadri stated he would provide the Commission with the
current ordinance on political signs. The item was held over to the December
meeting.
Since Mr. Scoffield was not there to make his presentation on the
Oxford/Cambridge Tree Replacement proposal, and there was no business FROM
