ROLL CALL Present: Chairman Plyer, Commissioners Gilmore -Friend, Lauder, McGowan, Root, Schinagl, and Ward Staff: Director Quadri Guests: Jack Friend MINUTES - Minutes of the June 1, 1995 meeting were approved as submitted. CORRESPONDENCE Letter to Marilyn McDonnell, 1436 Cortez Avenue informing her of the Commissions approval to plant 3-15 gallon Birch trees instead of the required 2411 box size tree for private removal. Permit issued to Steve Mendenhall, 1613 Sanchez, to remove 1 Sycamore and pay $175 to tree replacement fund in lieu of replacement as per Commission approval of 6-1-95. Commission Attendance Report, January to June 1995. Copy of Staff Report from City Attorney re Newsrack Ordinance Amendments. Letter from Richard Lavenstein, requesting the removal of 11 private Monterey line trees at 2-42 Adrian Court. Letter from Daniel Begovich, 2801 Hillside Drive, requesting 3 City trees be removed for the construction of a new and larger garage at that address. OLD BUSINESS Landscape Award Committee Report - Committee reported on the following sites eligible for consideration of the Landscape Award: Large Business - Marriott, 1800 Bayshore Highway Ramada Inn, 1250 Bayshore Highway (behind Max's) Small Business - Palcare, 945 California Drive (at Sanchez) Wells Fargo Bank, 249 Primrose Road Commission also discussed the new landscaping at 411 Primrose Rd. (small business) and Peninsula Hospital (large business) but neither met the one year requirement. The Commission will vote at the August 3, 1995 meeting for the site(s) deserving of the Landscape Award. The award will be presented at the Community Picnic in September. Commissioner Gilmore -Friend stated that she hoped that by reinstating the award and providing more publicity there will be more interest in the landscaping of commercial properties. Commissioner Schinagl stated that Dale Perkins had asked her why the Commission had stopped issuing Landscape Awards for private residences. Director Quadri stated that private residences haven't been awarded in fifteen years but it was something the Commission could consider reinstating. NEW BUSINESS Request for Removal of 11 Private Monterey Pine Trees at 2-42 Adrian Court - Director Quadri stated that the property owner previously submitted a similar request in 1993 but due to opposition from tenants at that site the request --� was withdrawn. Property owner now requests permission for the removal and replacement of it Monterey Pines that are contiguous to the buildings, adding that he will replace with "more trees than the number to be removed". Applicant requests permission to remove the trees due to the height of trees, uniformly several feet above the building, causes the clogging of drains, and the trees roots cause damage to sidewalks and walkways. Commission will render a decision at the August 3, 1995 meeting. Request for Removal of 3 City Trees at 2801 Hillside Drive Director Quadri reported the applicant requests the city remove 3 trees for the construction of a "new and larger garage" at the 2801 Hillside Drive; to date no permits have been issued for construction. Applicant has stated he will pay for the planting of "new acceptable trees". Director Quadri will request the applicant make available to the Commission the building permit and plans to show the necessity for the removal of 3 City trees. Commission will render a decision at the August 3 meeting. REPORTS UQ ADRI - Director Quadri reported even though Arbor Care did excellent contract tree pruning they ended up leaving $6,000 on the contract. The City Manager approved the monies to be transferred to the 95-96 budget; the fiscal year is completed and bids for a new tree contract will be going out soon. The Council will review proposals submitted by 3 different firms for streetscapes on Burlingame Ave. & Broadway at the July 6 Council meeting.''1 Director Quadri will be attending that meeting tonight and invited any Commissioners who might be interested. ' MCGOWAN - In the front of Washington Park a Jacaranda and a Birch tree still have ties on them. Director Quadri stated he will have the Park Department check. Commissioner McGowan requested clarification on the responsibility for liability on tree roots in City -owned planter strips. After a brief discussion, Commissioner McGowan stated he would contact the City Attorney for clarification. LAUDER - Asked who owned the property on Myrtle by the S.P. tracks. Director Quadri stated the building is owned by the CalTrans Joint Power Board but the sidewalk and planter strip belongs to the city. Commissioner Lauder requested that if her family's business (which is adjacent to the property) agreed to water, could trees be planted in the planter strip? Director Quadri will inspect the site and report back. ROOT - The Chinese Pistache at 1407 Montero is leaking sap.' Director Quadri stated he would have the Tree Supervisor inspect. SCHINAGL - Reported that people brought their dogs to Art -In -The -Park and it was a real "nuisance". Director Quadri stated that dogs are allowed in the City parks providing they are leashed . . . that the ordinance would need to be changed to prohibit dogs in the parkduring special events. Theme s Commission discussed and agreed to send a letter to Trisha Penney in the Recreation Department requesting consideration be given to prohibiting dogs at Art -In -The -Park and other special events.. Commissioner McGowan (Corresponding Secretary) will send the letter and copy the City Council. REPORTS SCHINAGL - (Cont'd.) Properties on El Camino Real are not keeping up frontages, i.e. weeds in the planter strips. Could a letter be sent to property owners from the `Commission asking these areas be maintained? Director Quadri stated that letters like this have been sent in the past and staff will investigate further as to format.
