-he regularly scheduled meeting of the Beautification Commission was called
order at 5:30 p.m. by Chairman Plyer.
ROLL CALL
Present: Chairman Plyer, Commissioners Gilmore -Friend, Lauder,
Root, Schinagl, and Ward
Absent: Commission McGowan
Staff: Director Quadri
Guests: Jack Friend and Marti Knight
MINUTES - Minutes of the December 1, 1994 meeting were approved as submitted.
CORRESPONDENCE
Letter to Mrs. Gibbs 1719-1721 Sequoia informing her that the Commission
voted that a permit be issued to remove 3 Pine trees and that provisions for
replacements be followed as defined in the Burlingame Municipal Code, Section
11.06.090. (Director Quadri informed Commission that applicant intends to
appeal to Council re replacement requirements.)
Commissioner Attendance Report (submitted to Council).
Letter from Philip Napoli, 1516 Los Montes Dr., requesting permission to
remove and replace a city magnolia that is directly in line of brick columns
to be built. Director Quadri stated that the tree is right at the edge of
the sidewalk and that this is a continuation of already existing brick
columns; city right-of-way extends approximately 5' behind edge of sidewalk.
,mmission will review and render a decision at the February Commission
`Meeting.
OLD BUSINESS
Arbor Day/Spring Garden Seminar - Arbor Day will be held on Tuesday, March 7,
1995. Director Quadri stated that the Commission may want to rethink the
Spring Garden Seminar due to the several gardening classes already offered at
the Recreation Center in March; topics currently offered in the Spring are
those that are usually covered by the seminar. Director Quadri added that
tree pruning classes might be a possibility for this year's seminar since
this is not being offered at the Recreation Center; Commission agreed to
pursue the tree pruning theme for this year's seminar.
REPORTS
IIADRI - Tree pruning contractor, Arbor Care, has completed Eucs in front of
the Recreation Center; the week of January 9th removal of 2 cypress trees (1
at 1265 Drake and 1 at 2008 Easton) will be removed.
PLYER - Asked if the Commission is still interested in pursuing changing the
name of the Commission ("Beautification") to something different to help
alleviate the confusion as to the Commission's actual charge of tree
responsibilities. Director Quadri confirmed that many questions outside the
Commission's responsibility are asked of the Commission because of the title
"Beautification". After a brief discussion, the Commission chose not to
consider it at this time.
�-,,,airman Plyer also asked for clarification on how individual Commissioners
should relate to the public. Director Quadri stated that commissioners can
identify themselves as members of the Beautification Commission, but cannot
speak for the Commission or the City.
REPORTS - (Cont'd )
GILMORE - Read article pertaining to newsracks that sold porn6grap4ic
material. New regulations would have prevented them from being sold but an
injunction has put a temporary hold on the new guidelines. Director Quadri -"1
added that the City Attorney had sent letters to the distributors represente6,
in Burlingame but due to the injunction, the newsracks are still .in place.
SCHINAGL - North of Broadway along S.P. tracks a camper shell has been
removed and the City has cleaned up leaves and papers but a Contractor has
left pipes in the area. Director Quadri will find out who the contractor is,
and report back.
WARD - Commissioner Ward asked when the El Camino project was scheduled for
completion; that it is a "real mess". Director Quadri will try to find the
expected completion date.
ROOT - Asked if there is any information on the Burlingame Avenue
Beautification. Director Quadri stated that there is no new information.
There being no business FROM THE FLOOR, Chairman Plyer adjourned the meeting
at 6:15 p.m.
