PRIVATE TREE REMOVAL PERMIT AT 2217 ADELINE DRIVE
At its regular meeting of September 5, 1996, the Burlingame Beautification Commission voted
6 - 0 - 1(Absent) to grant 1 - 6 month extension to meet the planting requirements for the
removal of a private redwood tree. The extension will expire on March 5, 1997.
Please notify the Park Division at (415) 696-7245 when the planting of 1-24" box size
replacement tree has been completed.

Dear Beautification Committee,
About 20 years ago I circulated a petition to have street trees planted on upper
Howard Avenue, west of El Camino. We wanted to beautify and unify our street by
having one kind of green tree planted in the two blocks from El Camino to Occidental.
Lovely Ginkgo trees were planted and we were all so proud of our new look! But soon
many were vandalized. Some homeowners paid for lavendar Locust trees to replace
their missing Ginkgos, but today many parking strips still have no trees.
Several of us feel it is now time to go with the original desire of the
homeowners and plant new trees of the same kind in these vacant spots. Upper
Howard Avenue is a busy thoroughfare, the beginning of the residential district. This
could be a beautiful area if we had more and better maintained trees lining our street.
As far as maintenance goes, please take a look at the existing trees on our
street.. A few are large and beautiful, some are dead or sick, some are old and need
replacing, some need pruning and shaping. Here is a survey of our tree situation:
Empty parking strips that could take trees: 1545, 1548, 1617, 1612, 1616.
( there are more, but these homes have trees near the sidewalk)
Need replacing: 1520, 2 very old sick and ugly trees.
1528, dead Locust
1537, sick, stunted Ginkgo ( this tree is 20 years old!)
Need pruning, shaping, and/or removing dead wood to make good street trees:
1524, 2 Locusts
1528, 1 Locust ( other one dead)
1533, 2 maples (shorten branches overhanging front yard)
1536, 2 Camphors ( lifting sidewalk, low and top-heavy)
Corner lot, 152 Crescent, Locust ( original tree broken off by car, this is a
sucker tree but very vigorous and healthy)
1601, 3 Locusts -one around corner ( once pruned into "lollipop trees"
but now allowed to grow)
1604 and 1608, Ornamental Pears ( need shaping to grow upwards)
As to the kind of trees to plant, I suggest a uniform planting of the pink Locust.
See this tree at 1529. It seems less brittle than the lavendar Locust, is fast growing,
and more shapely. Another good tree is the ornamental Pear. Either one of these

trees will need supervision when young to make good street trees. Locusts need their
brittle limbs shortened and to encourage upward growth, and the Pear needs its
willowy drooping branches shortened to make a sturdy upward growing street tree.
Well -maintained mature street trees make a neighborhood beautiful. It is my
hope that you will be able to finally make this a dream come true for Howard Avenue.

Dear Ms. Stenberg:
Your letter to the Burlingame Beautification Commission was read at its September 4, 1996
meeting. The Commission members agreed with many of your remarks regarding the trees on the
1500 and 1600 blocks of Howard Avenue.
In advance of the meeting I instructed the City Arborist to visit the sites and prepare a plan based
on his findings. His findings were similar to yours. He will have his crews remove the dead and
`-- diseased trees. He will also schedule the pruning of the viable trees. Letters will be sent to
residents informing them of the existence of our street tree replacement program They will be
invited to select trees from our planting list for the Spring 1997 planting. The Commission agreed
with the plan of action laid out by the City Arborist. Apart from that concensus, it took no formal
action.
The planter strips on those two blocks are quite narrow. Our planting list is restricted to trees
that can do well with minimal planting surface area. We no longer have the locusts on the plant
list for that size planter strip.
Among your suggestions was a uniform planting of street trees. The Commission and the Park
Division do not dictate a specific specie for individual residences. In order to have a uniform
planting the individual homeowners must all agree. The Commission stated clearly that such a
plan must come from the neighborhood.

RE: APPEAL OF REQUEST FOR REMOVAL OF 1 PINE TREE @ CYPRESS AVE
There are five trees along the common property line between my property at 1562 Cypress
and my neighbor's property at 1560 Cypress Avenue, and there is one tree located well
within my neighbor's property line. All six of these trees are located on my neighbor's
property, but they do affect my property because the limbs of some of those trees hang
over into my property, and the roots of five of those trees spread into my property.
I do have an interest in what happens to those trees for a number of reasons. I am a great
lover of nature and believe that the trees of Burlingame not only beautify the City, but also
provide for cleaner air and a more ecologically balanced environment. It is my personal
desire that no tree ever be removed without taking into consideration the effect of such on
the surrounding environment. if a tree is truly causing property damage, it would be my
hope that all alternatives to removal were thoroughly explored before outright removal. I
understand that my attitude towards trees is very much in line with Section 11.06.010 of
the Burlingame Municipal Code.
It is not clear to me from your letter of August 15, 1996, in fact, which tree my neighbor
has petitioned for removal. I have drawn a diagram of the trees (see attached) and
numbered them for easier reference. I believe that the tree my neighbor would like
removed is tree #4. I appreciate the concern expressed in point 2 of your letter, that the
tree may pose a potential hazard to my property. However, I'm not sure that the damage
this tree is causing, or the fact that it may be unbalanced, cannot be handled by standard
arboricultural methods. I would like to be convinced of this before having it removed.
What I find curious is that no request was made for other trees, which I know are causing
much more damage, and which really do pose hazards. Trees #2 and #3 which abut my
property line, in fact, have caused tremendous damage to my fence, and its roots have
erupted all over my driveway breaking up the curb and concrete cement, and damaging the
sewer pipes. Since the early 1970's, when I purchased my property, my sewer pipes have
been constantly getting clogged by the roots. Countless of times, I have had to call Rota
Rooter to de -root the pipes. Eventually, Roto-Rooter was no longer able to guarantee tht
the de -rooting for any length of time.
In fact, about eight years ago I filed a claim for the damage to my fence, sewer pipes
\„_, underneath the driveway, and the driveway itself, and was awarded financial
compensation. I have replaced many sewer pipes already but have not been able to
complete the repair work because the root cause persists and will cause the same damage
all over again.
Tree #5, which is located at the back of our common property line, definitely needs to be
pruned (not removed) because its limbs hang over the roof of a structure in the back of my
property and are posing significant potential damage to the roof of that structure.
Tree #6, which is of no concern of mine personally, seems to be causing much more
damage to the property at 1560 Cypress Avenue than tree #4. I mention this because if
any tree(s) must be removed, I would want the tree(s) causing the most damage to be
removed, while the less obstructive ones were allowed to remain.
I really would like to resolve this matter, but don't know how because the trees causing
the damage are not on my property, and more importantly are under the protection and
jurisdiction of the City of Burlingame. I am very much in favor of taking a complete look
at the damage and potential hazard all these trees are posing. I invite you to inspect the
whole area, including my side of the property, in an effort to gain a complete picture of the
situation.
Also, recently my neighbor has de -rooted trees #Z and #3 (on her side only) and those
trees are actually unbalanced and pose a potential hazard. As a final point, I would like to
point out that the former owner of 1560 Cypress Avenue told me that the property
insurance company would not insure the property without an agreement that three trees be
removed.

RE: REQUEST FOR REMOVAL OF 1 PINE TREE @ 1560 CYPRESS AVENUE
I reviewed your request for removal of 1 Pine tree in the backyard,
by the fence, at the above address and have made the following
determination:
1) The tree is causing significant damage to applicant's
property.
2) The tree is unbalanced and cannot be corrected by
standard arboricultural methods, thereby posing a
potential hazard to applicant's and adjacent pro-
perty.
3) Removal of the tree will provide more space for
adjacent pine to grow properly.
4) The property is well forested, and replacement will
not be required.
I therefore intend to issue a permit for removal of this tree
subject to the provisions of Burlingame Municipal Code Chapter
11.06.090. This permit will be issued on August 28, 1996 if no
appeal is received by that time.
