RE: REQUEST TO WAIVE REPLACEMENT OF CITY TREE AT 1121 CLOVELLY
At its regular meeting of April 4, 1996, the Burlingame
Beautification Commission considered your request to waive
replacement requirements of a city tree at the above address.
However, the Commission was unable to render a decision and asks
that you clarify your reasons that a tree not be planted in the
city's right-of-way. The will reconsider this matter at their May
2, 1996 meeting.

NOTICE OF DENIAL WITHOUT PREJUDICE
At the May 20, 1996 meeting, the City Council heard your appeal regarding
the Beautification Commission's denial of the request to remove three trees in
the Millbrae Train Station parking lot. They denied without prejudice,
allowing you to come back to council with some alternatives for the parking
lot configuration and removal of trees.
A "denial without prejudice" means that you can come back to city council
within a reasonable period of time, for example within three months.

RE: TREE REMOVAL FOR MILLBRAE CALTRAIN STATION PARKING LOT
The Peninsula Corridor Joint Powers Board (JPB) is planning to
resurface and re -stripe the southerly portion of the Millbrae
CalTrain Station parking lot. A sight distance safety problem
exists at the southerly driveway entrance to,the parking lot.
There are three existing Casurinas trees preventing vehicles
exiting this driveway from seeing oncoming vehicles on northbound
California Drive. These trees are on city property and we are
formally requesting permission to remove them to remedy this
hazardous situation.
The City of Burlingame Beautification Committee reviewed and
denied this request at their regular meeting of April 4, 1996.
Please refer to the attached diagram. Tree diameters shown on
this diagram were measured 54" above the existing ground. If you
have any questions or require additional information, please

RECOMMENDATION:
It is recommended that Council hold a hearing on the decision of the Beautification Commission
regarding the removal of 3 Casuarina trees on city right-of-way adjacent to the parking lot of the
Millbrae CalTrain station.
BACKGROUND:
On February 23, 1995 Mr. Greenaway, Asst. Engineer for the Peninsula Corridor Joint Powers
Board requested permission to remove 3 trees on city right-of-way. His request was referred to
the Beautification Commission at their March 7 meeting, and a hearing was set for the regular
meeting of April 4, 1996.
During discussion, Commissioners asked for clarification and additional information. Mr.
Greenaway was unable to provide the sight distance clearance required, the formula for
�. determining it, or the point from which it was measured. It was suggested that 2 trees could be
removed and the third saved, since it was only 3' 4" from a power pole. An alternative of moving
the curb cut a few feet North was suggested as a way of saving the third tree. The applicant
stressed that the request was for the removal of all 3 trees.
The Commission felt that if the driveway were to be used as an exit, a sight distance safety .
problem clearly exists. However, they felt, and staff concurs, that the JPB had not taken any
alternative steps to rectify the problem Specifically, signs that indicated "No Exit" or "Entrance
Only", or devices that prevent exiting by causing damage to tires. Further, Mr. Greenaway stated
that removal was an alternate item on the project, and was dependent upon funds being available.
The Commission saw a compromise solution of removing 2 trees, placing appropriate signage,
and requiring all shrubs in the landscape area to be trimmed to a 3' height. Based on the
application before them, they rejected the request on a 3-4 vote.

IMPROVEMENTS
At its regular meeting of April 4, 1996, the Burlingame
Beautification Commission voted to deny your request to remove 3
Casurinas on the City right-of-way, southeast of Trousdale Drive (3
in favor - 4 opposed).
This decision may be appealed in writing to the City Council before
their regularly scheduled meeting of May 6, 1996. ,
I would also like to clarify the issue of the 3 Eucalyptus in the
parking lot. While these trees are not on City right-of-way, they
are within Burlingame's City limits and subject to the provisions
of the Urban Reforestation ordinance (attached): A permit is
required for their removal.

I wish to appeal the decision by the Director of Parks, Mr. Rich Quadri, for
denying my application for parking strip paving of my property at 1317
Bayswater Avenue. The strip between the curb and sidewalk receive heavy
traffic from my clientele and St. Catherine's Parish. At present, it is dirt and
weeds and in the summer it is just dirt. In my estimation, due to the heavy
traffic, the planting of bushes or other plants in the strip is not a practical
solution.
I would appreciate meeting with someone from the Beautification Committee at
my clinic to review this problem together. Thank you very much for your
consideration.
