HomeMy WebLinkAboutReso - CC - 079-2000RESOLUTION NO. 79-2000 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING CHANGES TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF BURLINGAME AND ASSOCIATION OF DEPARTMENT HEADS AND UNDERSTANDINGS WITH UNREPRESENTED EMPLOYEES RESOLVED, by the City Council of the City of Burlingame: WHEREAS, the City of Burlingame and the Association of Department Heads have met and conferred in good faith on the terms and conditions of employment as provided by State law; and WHEREAS, the City and the Association have reached agreement on certain changes to be made to the existing terms and conditions of employment and memorandum of understanding between the City and the Association; and WHEREAS, the proposed changes are fair and in the best interests of the public and the employees represented by the Association; and WHEREAS, the City Council has also considered its understandings with the unrepresented employees of the City and believes that adjustments in their terms of employment consistent with those given the Department Heads would be fair and equitable, NOW, THEREFORE, IT IS RESOLVED AND ORDERED: 1. The changes in existing salary and benefits of the employees represented by the Association of Department Heads employees as contained in Exhibit A hereto are approved. 2. The City Manager is authorized and directed to execute the memorandum contained in Exhibit A hereto by and on behalf of the City. 3. The changes in existing salary and benefits of the unrepresented employees as contained in Exhibit B hereto are approved. /2"(' M-0' MAYOR L ANN T. It constitutes a full settlement of all issues regarding wages, terms and conditions of employment. The parties agree as follows: 1. Tei . The term of the Memorandum shall extend from July 1, 2000, to June 30, 2002. 2. Salary Adjustments. A. Effective June 19, 2000: +4.0% B. Effective July 2, 2001: +5.0% C. Equity adjustments based on salary surveys and internal relationships effective 6/19/00 +1.5% — city librarian +3.0% — police chief, fire chief, public works director, city planner, parks and recreation director +4.0% — assistant city manager/administrative services director 3. Medical and Dental. City contributions shall be adjusted to match other bargaining groups as appropriate. 4. Professional Development/Unreimbursed Health Account. Effective July 1, 2000 increase of $500 annually to $2,000. Effective July 1, 2001 increase of $500 to $2,500 annually. This account shall be used for reimbursement of any of the following: civic and professional association memberships, unbudgeted conference participation/travel, health programs, job- related computer equipment or non covered health costs. 5. Retirement Benefits. Should any employee group receive an increase in retirement benefits the city agrees to re -open negotiations with the appropriate positions to authorize the increase for department heads on the same cost basis as the employee group. 7. Uniform Allowance. Increase to $800 7/1/00, and $825 7/1/01 annually for police and fire chiefs. 8. The City agrees not to alter, amend, or reduce any existing benefits without offering to the association an opportunity to meet and confer regarding such change.
