William Thomson & Eva Thomson 1709 Easton Drive Burlingame, CA 94010 RE: REQUEST THAT CITY TREE BE REMOVED AT 1709 EASTON DRIVE At its regular meeting of March 6, 1997, the Burlingame Beautification Commission received `-' your request that the city -owned Monterey Cypress be removed at the above address. The Commission will review this matter and render a decision at their April 3rd meeting. The Commission meets at 5:30 p.m. in Conference Room "A" at the City Hall should you wish to attend. It has probably been there for maybe 100 years. Because of the destruction it has caused and will cause in the future due to its lately increase to an immense size, we propose the city remove this overgrown tree. That will allow the sidewalk to be lowered to its original level. The sidewalk then cannot be constantly opening up cracks to be repaired. That will also allow the sidewalk to be moved back thirty-two inches (or up to48 inches) toward the street where it was originally laid. There have been many problems: (1) roots nudging our sewer line (2) sidewalk cracks (3) driveway cracks between the street and the sidewalk. And NOW the big one! Our concrete driveway to our home from the sidewalk relaid by the city in 1986 to "curve around the cypress tree" is quickly being crumbled!! About the first of last November, the city did give us temporary help. Cracks going in many directions were from less than an inch to 3 1/2" high. In 3 month's growth the roots have quickly raised the concrete in places to 3/4" higher. People again will be falling down and get hurt. Car tires will again be hurt.. This damage will be done to concrete laid by us to city specifications. It has been done by tree roots excessively close to the surface, grown to an inordinate girth. This unusually large cypress is owned and maintained by our city. It's the city's problem to stop its tree roots from invading our property rights. Is it not the solution to this serious natural growth the removal of the tree by its owner, the city? There are three other cypress trees of similar age on the other side of the street. These three did not have access to nearby drainage water to grow so large. They are about one half in diameter size. They are not a serious threat to their sidewalks. Please help give us relief by your action of recommending removal of the cypress at 1709 Easton Drive. Thank you. Sincerely, G. C Y-. i a _ a*i Via..., r. - APRIL 21, 1997 TO: FRANK ERBACHER, CITY ENGINEER FROM: TIM RICHMOND, PARKS SUPERINTENDENT RE: REPAIRS AT 1709 EASTON DRIVE The resident at the above address, G. William Thomson, has given up his appeal to have the Monterey Cypress fronting his house removed. He would like to proceed with the repairs to which the City agreed in its site meeting of February 27 (see enclosure). If there is a significant delay anticipated, some temporary patches on the existing hazards may be necessary. Mr. Thomson would like to discuss the project with whomever is assigned from your Department. Please have your representative call him as soon as possible. His phone number is 343-2869. The Parks Division will reenter the process when the damaged hardscape is removed. Sincere , Tim Richmond Park Superintendent CITY OF BURLINGAME Tl� TO: Honorable Mayor and City Council DATE: March 18, 1997 FROM: City Manager SUBJECT: City Staff Meeting with Caltrans -- El Camino Real Trees On March 18, fourteen members of Caltrans and city staff had a meeting for over two hours to discuss El Camino Real trees. Since our last meeting, the three committees have met to review the issue of the health of the trees, traffic safety, drainage, and ADA issues. The arborists have met with representatives of UC Extension. UC Extension has agreed to undertake a research project on the health of the trees. We also reviewed a draft matrix of the 115 trees along El Camino Real with site distance concerns to consider the percent of decay of the trees, ADA, drainage factors, and whether it's possible to mitigate these problems. We discussed a possible joint tree management plan or joint powers agreement to look at the long-term management of the trees along El Camino Real. Within the next two weeks, there will be additional field inspections and staff meetings concerning replanting options. We also hope to receive ,the research study proposal from UC Extension for review prior to our next meeting in early April. Caltrans has agreed that no trees will be removed until after further discussions and a review of the UC research proposal occurs. Both Caltrans and `- the city are committed to cooperatively working towards a solution to the concerns on the El Camino Real trees to minimize the necessary removals and develop a long- term replacement program to continue El Camino as a tree -lined street.
