Dear Honorable Mayor and City Council:
During the April 2nd meeting, we considered and approved the removal of
five Ash trees in the parking strip of a new apartment building at 601 Ansel
Road, due to their poor condition as a result of years of pruning the tops
to keep them out of power lines.
As we studied this site, we became aware of further planned development
in this immediate area as older single-family houses give way to apartments
and condominiums. Among these addresses are 1516, 1520 and 1524 Floribunda,
534 Almer, and 530 E1 Camino Real where a medical building will be replaced
with condominiums with a driveway to Almer.
`-' There is a zone of underground utilities on the streets surrounding
City Hall, and the new building at 601 Ansel Road is just two poles removed
from that zone. In view of the development proposed for this adjacent area,
this Commission recommends to the Council that the present underground zone
be expanded to include these areas of development on Floribunda and adjacent
streets. This would enable trees to grow to their native, natural size and
shape and not be disfigured by "topping" as practiced by P.G. & E.'s tree
crews. In doing so, current trees could be saved, new trees planted, and
residents of this densely populated multi -unit zone can enjoy the benefits
of more beautiful streets and trees.

There is approximately $1,400,000 in Rule 20A funds available for undergrounding electric
utilities, with the City accruing approximately $200,000 annually. The five year capital
improvement plan includes a project to underground utilities along a portion of Airport
Boulevard in the 2000-2002 time frame utilizing these funds. If Council chooses to pursue an
undergrounding district for the Floribunda Avenue area instead, it should be noted that the 20A
funds cannot be used to pay for work on private property. As a result, the $8,000 to $15,000
estimated cost for undergrounding a private service to a condominium would be borne by the
property owner or the City.

RE: 2 April Meeting of Beautification Commission
Although I am unable to attend tomorrow night's meeting, I wish to
provide my observations and opinion regarding the Old Business
"Request to remove/replace 4 city trees at 601 Ansel Road," which
is on the agenda. My short memo on this subject is attached. Thank
you in advance to taking it to the meet iig for me.
I've notified Will McGowen of my anticipated absence. He is aware
that I'm providing my thoughts in writing. I understand that, due to
my absence, I have no vote. I offer my thoughts only for
consideration by the other commissioners, not as a substitute for an
in -person vote.
When you send out the minutes from tomorrow's meeting, may I
also receive a copy of the New Business "Re uest to Extend Private

RE. City Street Trees at 601 Ansel Road
These four mature Ash trees running west -east along the south side of Ansel near the
intersection of Floribunda have been so poorly pruned that they would seem to be
structurally -compromised eye -sores. However, all but one of them seem candidates for
structural improvement via thoughtful pruning. Careful pruning to restore balance and
reduce the canopy, as well as baseline sucker removal, would significantly improve three of
them. The exception is the one situated third from Floribunda, the basic structure of which
has been destroyed by the removal of a main limb which had grown in the direction of the
new construction. This one seems beyond redemption.
If only one of the four trees were removed, aesthetics would seem to require that it be
replaced by the same species as the remaining three. And with the largest size that's feasible,
Apart from the trees themselves, the utility wires seem to pose a problem that needs to be
addressed. Between the utility poles, the wires droop to a rather low level -- approximately
15 feet -- above the sidewalk and naturally interfere with the tree branches. And they will
interfer with replacement tree branches unless they are elevated.

�.. At its meeting of April 2, 1998, the Burlingame Beautification Commission voted 5 - 0 - 2 (absent ) to
grant an extension to meet planting requirements at 1405 Oak Grove Avenue. The extension will expire
on October 9, 1998.
Please notify the Parks Division at (650) 696-7245 when the planting of 2 - 24" box size replacement
trees has been completed.
