MEMORANDUM June 1, 1999 TO: Beautification Commission FROM: John Williams SUBJECT: Status of Highway) 1 Off-ramp/Broadway Landscape Triangle As per the request from your Commission, I have continued to work with CalTrans officials regarding the condition and appearance of the triangle area between the Broadway overcrossing and the Highway 101 south offi-amp . I have just been advised that the climate for cooperative projects between CalTrans and cities and counties is much improved with the recent change in administrations in Sacramento. Mr. David Beach, Landscape Specialist in the Regional Office in Oakland is now taking an interest in helping us improve the conditions in our problem area. We are active on several fronts: • Mr. Beach is securing the aerial photos and maps we need to formalize a project. • I have received the City Manager's permission to continue to work with CalTrans. Since the budget is basically in place for the next 13 months, he has directed that any new expense be covered within the Parks Division budget during that time period. • Next week I will be meeting with Mr. Beach, some of the CalTrans local district staff, and Tim Richmond. Hopefully, we can plot a positive course at that time. • Some of the options may include: ► Ask CalTrans to do some specific cleanup work. (Probably a once or twice a year thing.) ► Ask the landscape architect with whom we work to develop a specific plan. ► Enter into the State's "Adopt a Highway" program for vegetation control. This is a 2-year renewable program. (Parcel was too small in the past.) ► Enter into a long term landscape maintenance agreement with CalTrans. (This was not an option in the past.) Since removal of a large number of trees will have an impact beyond the immediate area, your application will be referred to the Beautification Commission. �-- The Commission will receive this information at the June 3rd meeting. I have recommended that the Commission schedule a public hearing to be held at the next regularly scheduled Beautification Commission meeting. Following the June 3rd meeting, you and the adjacent property owners will be notified of the date of the public hearing should you or any of the property owners wish to attend.
