NOVEMBER 4, 1999
The regularly scheduled meeting of the Beautification Commission was called to order at 5:34 p.m.
by Chairperson Locke.
ROLL CALL

MINUTES - The minutes of the October 7, 1999 meeting were corrected to read:
(Pg. 4 - Criteria Establishing Justification for Removal of Protected Trees/1st Paragraph) -
Chairperson Locke commented that the Commission's decision becomes influenced by citizen
speakers who express fear about personal or property safety but lay persons fears may not be
founded in fact; therefore an arborist report is warranted to validate or negate the lay persons
perspective.
(Pg. 4 - Protected Tree Permit Extension Policv/2nd Paragraph) - Superintendent Richmond
concluded that he believes this will eliminate the Beautification Commission's involvement in the
extension process.
�-- (Pg. 5 - Reports - Locke) -Reported that Supervisor Disco reported to her on the Hillside/Alvarado
project: 1) Ground cover and other plantings had not been planted because area lacks irrigation;
plantings will occur during the rainy season.
Minutes were approved as corrected.
CORRESPONDENCE
Letter from Dave Ferenc expressing his concerns about the possible choice of the Carrotwood tree
for the Broadway streetscape.
Letter to Rosanna Myres, 2304 Poppy Drive, informing her that the Commission granted her request
for an extension of the protected tree removal permit to March 24, 2000 to meet tree replacement
requirements.
Memo from Arborist Porter regarding considerations and guidelines he uses as a Certified Arborist
in granting removals of protected trees.
Letter from Juli A. Devincenzi, 1446 Capuchino, requesting an extension of her protected tree
removal permit in order to meet tree replacement requirements.
CORRESPONDENCE - (Contd.) -
Letter from Scott and Martha Milliken, appealing the denial of their request to remove a protected
Brazilian Pepper tree at 1750/1752 Sequoia Avenue. . N
Letter from Linda Yelnick, appealing the denial of her request to remove nine protected private Pine
trees and seven protected Cypress trees at 2947 Frontera Way.
FROM THE FLOOR - There were no comments from the floor.
OLD BUSINESS
Spring Garden Seminar - Commissioner Rossi reported that the Coyote Point Museum was unable
to provide a speaker for the event, but that John Chiapelone from the Burlingame Garden Center has
agreed to make a presentation at the seminar. Commissioner Rossi added that the date discussed was
March 1 lth. The Commission thanked Commissioner Rossi for making the arrangements.
Commissioner Lauder stated that she would arrange for the date and phone number changes on the
banner.
Commissioner Rossi asked if the Commission has a venue with regard to the Arbor Day ceremonies.
Superintendent Richmond stated that staff is always open to suggestions but has generally decided
where several trees might be needed on a public property. Appropriate locations for school children
to gather for the ceremony are a particular consideration as well. He added that Laguna Park is being
considered for Arbor Day 2000 ceremony.
NEW BUSINESS
Request for Extension on Protected Tree Removal Permit k 1446 Capuchino - Superintendent
Richmond stated that property owners have recently completed a home addition. Their letter states
that due to the construction, their money flow has diminished and landscaping won't occur until next
Spring, at the earliest.
The Commission discussed their concerns that this will now be the third extension on this permit.
Following the discussion Commissioner Gilmore -Friend moved that the applicant be granted a six
month extension, but that no further extensions be granted on this permit; seconded Ellis.
Motion carried 5 - 0 - 2 (Absent/McGowan and Ward).
Cancellation of the December 2 Meeting - Superintendent Richmond stated that the two letters
appealing the denials to remove protected trees were received in the Park office after the agenda
was set. He recommended that the December meeting not be canceled and that these appeals be
placed on the December agenda. After a brief discussion, the Commission agreed to place these items
on the December agenda and not to cancel the December 2nd meeting.
REPORTS
Richmond -
1) The Fall tree planting is continuing with completion anticipated by the end of November.
2) Laguna Playground project is well on its way; playground equipment has been installed and the
resilient surface is soon to follow.

3) The new pre-school facility at Village Park has opened; new grass in the area is getting established.
4) The new maintenance crew for the Golf Range is getting ready to begin maintaining the golf greens
at the facility.
5) CalTrans is finishing up preliminary work for the new intersection at Floribunda and El Camino
Real. The removal of Eucalyptus trees on the Westside of El Camino (Hillsborough) from
Floribunda to Bellevue is being planned as part of the project.
6) To date, there have been no applicants for the upcoming vacancies on the Beautification
Commission.
Chairperson Locke asked if there was any information on revisions to the newsrack ordinance.
Superintendent Richmond stated that Director Williams has met with staff to discuss software
applications for a newsrack inventory but work on proposed revisions to the newsrack ordinance has
not yet begun.
Rossi - Commissioner Rossi reported that the street trees on the corner of Barroilhet and Costa Rica
appear to be dying. Superintendent Richmond commented that he would have Arborist Porter inspect
the trees.
Locke - Chairperson Locke asked the Commission if they would be interested in participating in
CalTrans' highway adoption program by adopting the triangular area off 101 at Broadway. She
added that a feasibility investigation could be done and then the item could be placed on a future
agenda for the Commission's consideration. Commissioner Lauder volunteered to contact CalTrans
to obtain information on the Adopt -a -Highway program. Commission agreed to place the item on
the December agenda.
Chairperson Locke asked the Commission if they wanted to consider the issue of changing the name
of the Beautification Commission. She added that renaming of the Commission often comes up
because the word "beautification" can have a broader meaning and be misleading to the public. She
noted that one suggestion was to call the commission the "Tree Commission". Commissioner Ellis
commented that if the Commission cleans up strips, that would go beyond "Tree Commission", that
the Commission does not deal with trees only. Commissioner Rossi suggested this item be placed
on the January agenda when the two new commissioners will be in place. The Commission agreed
to place the item on the January 2000 agenda.
There being no further business, the meeting was adjourned by Chairperson Locke at 6AO p.m.
