ROLL CALL Present: Chairperson Locke, Commissioners Ellis, Hesselgren, Lauder, McGowan, and Webb (arrived @ 5:35 p.m./left @ 6:00 p.m.) Absent: Commissioner Rossi Staff: Parks & Recreation Director Williams, Parks Superintendent Richmond, Administrative Secretary Harvey MINUTES - The minutes were approved as submitted CORRESPONDENCE Letter from Superintendent Richmond to John & Regina O'Neal, 1516 Drake Avenue, informing them that the Commission granted a final extension on their permit to October 21, 2000 in order to allow time to replace a patio floor and plant a replacement tree in the same area. Commissioner Attendance Report January to June 2000. Letter from Superintendent Richmond to Conrad & Alma Dacanay, 1428 Cabrillo Avenue, informing them that no more extensions will be granted on their permit to remove a private Redwood tree on their property but that, when they decided to remove the tree, they could make reapplication for the removal. Copy of letter from Jane Gomery, Associate Engineer, to Gino Gasparini of BFI, informing him of the Commission's request to have 12 additional trash cans at locations in the Burlingame Avenue commercial area. Letter from Arborist Porter to Bill Macey, 118 Clarendon Road, regarding the removal of a City Redwood tree due to pending sidewalk replacement in the area. Copy of memo to City Manager Argyres from Parks & Recreation Director Williams, informing of his intent to retire on June 1, 2001. Copy of the City of Burlingame's Organizational Chart. FROM THE FLOOR Constance Cohen, 605 Lexington Way, stated that she frequently walks along the bay front. She commented that the area just South of Kincaids Restaurant and the area by the old Pacific Breeze Restaurant is a disgrace and has an accumulation of weeds, glass, and trash. She noted that homeowners in the City receive letters when their properties are weedy and trashy; the same rules should apply to businesses. She added, if the City cannot do any cleanup in the area then State Lands should be enforcing the property owner to clean it up. Commissioner Webb responded that BCDC has jurisdiction of that area. Director Williams noted that the City Engineer, Frank Erbacher, has some contact with State Lands. Superintendent Richmond added that all the businesses along the shoreline are to be responsible for their property to the shoreline. Chairman Locke thanked Mrs. Cohen; stated that her comments would be in the `-- minutes of this meeting and that a letter directed to the Public Works Department with a copy to the City Council might be helpful. OLD BUSINESS -� Triangle Area Off Southbound 101 ar, Broadway - Chairman Locke reported that Commissioners Lauder, McGowan, and she met on site with the CalTrans representatives to discuss and review the landscaping at the southbound entrance to Burlingame from 101 at Broadway. At the conclusion of the meeting, upon approval CalTrans has agreed to perform a one time installation, maintenance, and repair of the irrigation at that site; the planting of carpet rose (in the bare spots), two weeping willows, and three escalonia shrubs; and the maintenance and tidying (i.e., removal of litter) of the existing landscape. Commissioner McGowan submitted a schematic drawing of the proposed improvements to the Commission for their approval and Chairman Locke submitted a draft of the letter to be sent to Herman Ramirez, Area Superintendent of CalTrans. Commissioner Lauder moved approval of the plan for landscape improvements at the Triangle Area Off Southbound 101 @ Broadway, seconded (Ellis). Motion carried 6 - 0 - I (Rossi/absent). Commissioner Webb excused himself from the meeting at 6:00 p.m. NEW BUSINESS Election of Beautification Commission Officers - Commissioners Lauder and Ellis reported on the nominees selected for the year 2000-2001: Nancy Locke - Chairperson Craig Rossi - Vice -Chairperson Laura Hesselgren - Corresponding Secretary Commissioner McGowan moved that the slate of officers, as presented, be elected for the year 'IN 2000-2001; seconded (Ellis). Motion carried S - 0 - 2 (Rossi & Webb/ absent). REPORTS Richmond - 1) Superintendent Richmond showed pictures Commissioner Webb had taken of the area South of the Anza Boulevard offramp, near the Eucalyptus grove, that needs maintaining. Superintendent Richmond will review and report back to the Commission at the next meeting. 2) A new aerial lift truck has been purchased by the Parks Division and will assist the tree crew with the new "grid" pruning program. 3) The new tree pruning and stump removal contract has been let to Timberline Tree Company for the pruning of Eucalyptus and large trees along Burlingame Avenue, the City's right-of-way along the railroad tracks, and the Eucalyptus along Skyline Blvd. 4) Ten City Elm trees have been injected with Arbotech to prevent Dutch Elm Disease. The product claims to kill the fungus, thereby preventing the spread of the disease. 5) Approximately, 70+ trees were planted in the City's planter strips in the month of July. The Parks Division plants three times a year; the next planting will occur in November. 6) The soil injection of Merit around trees susceptible to aphid infestation has proven successful; agent will be used next year for Elm Leaf Beetle control. 7) Architect Cahalan along with the City Engineer have identified the utility issues along California Drive; some old, unknown utilities exist in the area. Plans for the planting of approximately 60 trees will soon be completed and then the notification process will begin. OA REPORTS- Richmond (Contd.) - `' 8) The California Conservation Corps has been working on the 2+ mile trail of Mills Canyon improving trails and clearing for fire prevention. 9) A large City Redwood tree will be removed at 118 Clarendon due to upcoming sidewalk repair/ replacement in the area and the anticipated removal of large roots causing instability of the tree; neighbors of the 100 block of Clarendon have been notified. 10) The twelve garbage cans for the Burlingame Avenue commercial area have been ordered and should be in place within the next two months. McGowan - The sidewalks on Burlingame Avenue are very dirty with spills and many cigarette butts. A Magnolia tree on the east side of the 200 block of Lorton Avenue, in front of the Country Inn, is broken. A branch from a private evergreen pear tree at 137 Lorton Avenue, is hanging very low over the public sidewalk. Commissioner McGowan said "Bravo!" to the Burlingame Parks Division for the very nice begonia planting at the Burlingame Avenue train station. Ellis - Thanked Commissioner Lauder for the Bill Ward tree planting ceremony at Heritage Park; that it went very well. Locke - Wanted clarification as to who is responsible for the "lagoon area" near the Embassy Suites. Director Williams commented that Mr. Conneely from the Chamber of Commerce had addressed the Commission regarding maintenance in that area several months ago. The State of California owns the land and specific oversight in that area is performed by the State and by B.C.D.C. Commissioner McGowan asked this item be placed on the September agenda for further discussion. The Commission agreed and item will be placed on the September agenda. Expressed concern with regard to the declining Magnolia trees on Hillside Drive. She fears that dozens and dozens of Magnolias will need removing over the next several years. Superintendent Richmond said the sidewalk repair in the area required root pruning on those trees and, unfortunately, Magnolia trees are the least able to recover from that kind of shock. He added, that whenever possible, Arborist Porter directs the sidewalk contractor to go around the tree and into the City's right-of-way behind the sidewalk or sometimes to ramp the sidewalk over the roots. Commissioner McGowan stated that perhaps wholesale sidewalk replacement should not be allowed where Magnolia trees exist and suggested this item also be placed on the agenda for further discussion. The Commission agreed and item will be placed on the next agenda. Chairperson Locke reported that a young Eucalyptus tree needs restaking at 1346 El Camino Real. Chairperson Locke asked Superintendent Richmond for a status report of the proposed revisions to the Beautification Commission ordinance submitted to the City Attorney. Superintendent Richmond will report back at the next Commission meeting. REPORTS - (Contd.) "1 Lauder - Commissioner Lauder stated that the new plantings in the Helen D'Arcy garden in Washington Park are "pretty".
