ROLL CALL Present: Chairperson Locke, Commissioners Ellis, Lauder (arrived @ 5:50 p.m.), McGowan, Rossi, and Webb (arrived @ 6:05 p.m.) Absent: Commissioner Hesselgren Ro.A oZ Staff: Superintendent Richmond, Superintendent Schwartz, and Administrative Secretary Harvey MINUTES - Corrections to the minutes under NEW BUSINESS/Meetiniz with the Council/Paize 2/Paragraph 2, last sentence should read: Commissioner Ellis stated that the Commission could consider restoration of the children's art at the Post Office. Corrections to the minutes under REPORTS/Locke/Page 3/Paragraph 2, first sentence should read: Chairperson Locke reported that she spoke with EugenePeterson who is interested in his group being involved with the CalTrans Adopt -A - Highway program for trash cleanup on El Camino. Minutes of the April 5, 2001 meeting were approved as corrected. CORRESPONDENCE Letter from Superintendent Richmond to Will McGowan thanking him for his interesting and informative presentation at the Spring Garden Seminar on Designing the Small Garden. FROM THE FLOOR There were no comments from the floor. OLD BUSINESS NEW BUSINESS Tree Planting on Airport Boulevard - Chairperson Locke stated that this was an item discussed at the Beautification Commission's joint meeting with Council and item has been placed on this month's agenda for discussion. Commissioner Lauder stated that some of the areas on Airport Boulevard, southeast of Broadway, have nice trees around the hotels. Although, she added, the area northeast of Broadway, on Old Bayshore Boulevard, has very few trees, and perhaps trees could be planted in that area instead. a0.A &VIt atAof Chairperson Locke noted that the medians on Airport Boulevard have $tee lights and that tree planting could interfere with the arterial lights. Superintendent Richmond stated that Asst. Public Works Director Erbacher has indicated that the 301 Airport Boulevard office project will greatly impact that area but will also include landscaping and the undergrounding of utility lines. Commissioner Webb asked if the Planning Commission was going to develop a general plan of the area; that, the area should have a cohesive plan so it looks consistent. Commissioner Webb volunteered that he would ask Planning Commissioner Dreiling and or City Planner Monroe if there are any plans to develop a general plan for the Burlingame bayfront. NEW BUSINESS -Tree Planting on Airport Boulevard (Contd.) - Commissioner McGowan suggested this item be continued to the next meeting but that the Commission instead focus on the Old Bayshore Boulevard section, northeast of Broadway. Commission agreed. Superintendent Richmond noted that the Commission will focus specifically on tree planting in the medians or City easements that are available in the area. The intent of Council was that the Commission focus on Old Bayshore, not Airport Boulevard. He added that City Planner Monroe has offered to provide the Commission with any information they may need to pursue a project like this. REPORTS Richmond - Superintendent Richmond introduced Superintendent Schwartz who has been appointed to serve as interim director upon Director Williams retirement. Superintendent Richmond reported that the appellate court rulings he received from the City Attorney regarding trees and views only apply to City's that already have existing view/tree ordinances. Superintendent Richmond further reported: 1) The tree contractor is finishing the pruning the Eucalyptus trees on Burlingame Avenue near the Rec Center; this year's contract will be finished in June. 2) The deadline for tree selection for the July street tree planting will be May 16th. 3) A City wide shoreline cleanup is scheduled for Saturday, September 151h. Flyers will be made available in the next few months. Donna Allen from the Burlingame Wastewater Treatment Plant will be organizing this years event. 4) The Commission's nominating committee will be appointed at the June Commission meeting. 5) Letters will be sent to the merchants on California Drive informing them of the California Drive Tree Planting project before the project goes out to bid in the Fall. Webb - Commissioner Webb asked Superintendent Richmond if signage on the hotels on the bayfront could be turned off at night and how did the areas along the bayfront (i.e., Benihana's) get landscaped? Superintendent Richmond stated signage in the City is under the jurisdiction of the Planning Department. Commissioner Webb commented that when the commercial buildings in Foster City were built, beautiful water outlets were developed that enhanced the area. Commissioner McGowan noted that the Airport mitigation might include some shoreline improvements. Chairperson Locke suggested Commissioner Webb contact the Planning Department regarding signage and the landscaping along the bayfront (i. e. jurisdiction, authority). McGowan - Commissioner McGowan asked Superintendent Richmond about the reason for the removal of the Melaleuca trees at the Police Station on the corner of California and Trousdale Drives? Superintendent Richmond stated that the removal of the trees is part of a landscaping project at the Police Station and that the trees are scheduled for replacement. He added that Arborist Porter reviewed the plans and approved the removal of the street trees. Arborist Porter will report on this project at the June Commission meeting. Commissioner McGowan thanked the Public Works Department for supplying the extra trash cans in the Burlingame Avenue downtown area and the Parks Division for weeding the small tree well in front of the Country Inn on Lorton. 0 2 REPORTS - (Contd.) - Lauder - Commissioner Lauder reported that there has been no further landscaping done on the Broadway/ 101 triangle but that she spoke with the City. Attorney regarding the damage to the irrigation; he has agreed to contact the CalTrans supervisor. Commissioner Lauder asked Superintendent Richmond why the Eucalyptus trees on the corner of Rollins Road and Broadway had been removed? Superintendent Richmond stated that the removal of the trees were part of a Rector Cadillac project; and that, Arborist Porter would have approved the removal of the trees. Commissioner McGowan commented that the entrance to Burlingame now looks uglier, and asked if any trees were going to be planted as part of the project. Superintendent Richmond responded that Arborist Porter will report on this project at the next Commission meeting. Commissioner Lauder reported that ivy is growing up into the Italian Stone Pines on Marin Avenue. Superintendent Richmond will have Arborist Porter inspect the trees. Locke - Chairperson Locke noted that there is graffiti on the Sam Trans bus stop on El Camino between Murchison and Trousdale and Adeline and Trousdale. Superintendent Richmond responded that the City has graffiti eradication ordinances in place and that she should contact Fred Palmer, Code Enforcement, at City Hall.
