STAFF REPORT
JUNE 6, 2002
BEAUTIFICATION COMMISSION
SUBMITTED BY TIM RICHMOND V "
BEAUTIFICATION OF APEX OF CROSSWAY, FARRINGDON, AND PALM
BACKGROUND
At its May 2, 2002 meeting the Beautification Commission heard comments "from the
floor" from five residents of the Palm/Farringdon/Crossway neighborhood. The group,
which was led by John Hunter, recommended that a landscaped traffic island replace the
current surface reflectors in the street at the convergence of the three streets. The group
noted that the current configuration attracts trash and shopping carts; it detracts from the
neighborhood. The neighbors expressed interest in community maintenance of any new
island. The Commission placed the item on its June 2002 agenda. At that time the
proponents plan to return with a more complete concept proposal.
Having heard about the interest of the neighborhood the Parks Superintendent, City
Engineer, and Assistant Director of Public Works met on site to see if there were factors
that would prevent a proposal from moving forward. The group found none. The City
Engineer did note that any final proposal would have to address safety concerns —visual
impediments for vehicular traffic and the safety of neighbors who might assist in
maintaining the proposed island.
The proposed project is not currently funded.
Since the May meeting Mr. Hunter further developed the neighborhood proposal. His
work includes a graphic illustration of how a landscaped island might look. He also
presented some general cost estimates and specified how the neighborhood might be
involved on a continuing basis. Mr. Hunter's material is attached.
RECOMMENDATION
It is recommended that the Beautification Commission recommend that the concept
proposal for the traffic island at Palm/Farringdon/Crossway be affirmed and that Staff be
requested to study implementation and funding options for this proposal.
